QUARTER 2 BULLETINS 2020/21

08/07/20 - Consultation on the Scheme for Financing Schools - The Authority is proposing some amendments to the Scheme for Financing Schools. These were presented to the Schools Forum on 8 July and the Forum has approved a consultation with maintained schools as required by the Financial Regulations. A summary of the proposed amendments can be viewed here and the full proposed Scheme with the amendments highlighted here. The amendments proposed are mostly minor and are not material. The main amendment is the inclusion of a provision for the the DfE's Risk Protection Arrangement, which is now required by the DfE to be inserted into our Scheme. If you have any comments or feedback on these amendments please contact Andrew Redding andrew.redding@bradford.gov.uk. The deadline for any responses is Monday 7 September 2020.

07/07/20 - Reminder - please see the note posted below on 25 June - the deadline for submission of claims to the DfE for exceptional and additional costs incurred in response to COVID-19 is 21 July 2020. Please do not miss this deadline.

07/07/20 - CFR 2019-20 Submission - Schools are reminded the deadline for the submission of the 2019-20 CFR on COLLECT is FRIDAY 10 JULY 2020. Please visit the CFR page on BSO to read the guidance document called IMPORTANT INFORMATION FOR SCHOOLS before finalising and submitting your report.  

06/07/20 VAT Returns Guidance: Please ensure when running the Making Tax Digital VAT report return the submit button is clicked, this will ensure that the period is closed. Also clarification regarding the submit button on the Making Tax Digital VAT report, this button just closes the period.  It does not send a copy of the report directly to School Funding Team. Schools are still required to produce a copy of the return in CSV format and email it to schoolfundingteam@bradford.gov.uk.  When the school is sending a copy of the report to school funding please check date on the return that it is for the correct month, for example the return that is sent in July, will be dated 01/06/20-30/06/20. Further guidance on how to run the report is here.

06/07/20 - PE& Sports Premium - Please see here for the DfE's announcement confirming the primary phase PE& Sports Premium for the 2020/21 academic year.

03/07/20 2020-21 Confirmed Pupil Premium Allocations - have now been published on the Advances Updates page. To access the allocation table please click HERE. Schools are advised to check their revised allocation and update budgets accordingly. The adjustments shown will be included in the July 2020 advance. For conversions that have taken place on 1st May they will receive 5/12ths of the allocation with adjustments by LA.

QUARTER 1 BULLETINS 2020/21

30/06/20 - 2019-20 CFR Report - Issue with COLLECT now fixed - COLLECT has now been amended and schools uploading 2019-20 CFR Returns should not get the error / query message about opening and closing balances. if this message does appear it is because there is a genuine mismatch between your 2018-19 closing balance and your 2019-20 opening balance. A member of School Funding Team will contact you about this.

If you uploaded your return to COLLECT prior to the fix being applied the query message will remain, as will the note you have added. This is ok and you do not need to upload your return again.

29/06/20 - 2019-20 CFR Report - the submission of returns to COLLECT can now resume. However, schools MUST read the 29.06.2020 CFR Update document before proceeding. Further information and documentation can be found on the BSO page for Consistent Financial Reporting (CFR) .

29/06/20 - COVID-19 DfE Data Collections - The DfE has updated its guidance on the position of data collections. Schools are advised to review this. This guidance now confirms in particular that the Autumn Term Census (the October Census) is to be completed by schools.

25/06/20 - COVID-19 DfE Schools Exceptional & Additional Funds Scheme - the DfE has now updated its guidance on the scheme to support schools and academies with additional / exceptional costs related to COVID-19 that have been incurred between March and July. The DfE has now also opened the online process for submitting claims. Claims must be submitted by schools and academies (the Authority cannot do this on a maintained school's behalf) using this online process. The deadline for claims is 21 July 2020 and the DfE is clear that there will be no extensions. The DfE does indicate that there will be a second window in autumn in which to submit claims for the remainder of the summer term. We encourage all schools and academies to review the guidance and to submit a claim where it is legitimate to do so.

22/06/20 - COLLECT - ERROR WHEN UPLOADING 2019-20 RETURN - we are aware there is an error / query being incorrectly generated when uploading the 2019-20 CFR return. The message advises the 2019-20 opening balances do not match the 2018-19 closing balances. This error is invalid for the vast majority of schools. This has been raised for investigation with the DfE Data Collections Team. Schools should refrain from uploading returns until we have been notified by the DfE the issue has been resolved. We will advise schools here when returns can again be uploaded to COLLECT.  

22/06/20 - CFR Submission for 2019/20 - Announcement from DfE has confirmed the 2019/20 CFR submission will go ahead. COLLECT is now open for schools to upload their 2019/20 returns. Please visit the Consistent Financial Reporting page on BSO for more information. Schools should also read the document IMPORTANT INFORMATION FOR SCHOOLS before exporting and uplaoding their return to COLLECT. Schools not using FMS6 should contact Dawn Haigh on 01274 433775 to discuss how the 2019/20 CFR will be submitted.

22/06/20 - Year 7 Catch Up Premium - We have received a communication from the ESFA confirming that the Year 7 Catch Up Grant (a separate allocated to secondary schools and academies in March each year) has ceased and will no longer be paid.

16/06/20 - May 2020 SAP Reports - are now available to download from BSO Drop Box. 

03/06/20 - COVID-19 - Updated guidance on furloughing in schools (Coronavirus Job Retention Scheme) - An updated guidance note for schools, and a template, is available here. This updated note was sent to schools yesterday in the Council's daily email.

03/06/20  - The 2019/20  Bank Adjustment calculation is now available for maintained schools on the Advances page. The bank adjustment is normally managed via a separate advances payment (where the Council owes the school) or by requiring schools to re-pay balances by cheque (where the school owes the Council). In response to the COVID-19 situation, we are managing the bank adjustment this year through the monthly advances system and you will see this adjustment on the June master advances schedule. Please see the note within the template for further information. Please speak to a member of School Funding Team if you have any queries.

01/06/20 - May 2020 SAP Reports - please note the issue of these reports has been delayed. We anticipate publishing these reports during week commencing Monday 8 June 2020.

01/06/20 - Quarter 1 Budget Monitoring Template - A template for maintained schools to use for quarter 1 budget monitoring is now available here. Please read the guidance notes that accompany this template for further explanation. We ask schools to discuss a quarter 1 monitoring report with their governing boards and to submit the completed template by 31 July. Please speak to a member of School Funding Team if you have any queries.

29/05/20 - 2020/21 DFC Allocations - Allocations for Devolved Formula Capital (DFC) have now been confirmed and LA has now received allocations. Payments are to be made to applicable schools by the LA by Monday 8th June. To access a list of allocations and guidance notes on how to post the DFC income on FMS6 please visit the Capital page in the Secure Area of BSO by clicking HERE.  

27/05/20 - FINAL MARCH 2020 SAP REPORTS - are now available to download from BSO Drop Box. Please check the reports carefully to ensure all transactions are correct. 

CFR Return 2019-20 - now the final SAP reports are available, schools are reminded the current 2019-20 CFR submission has been postponed. We expect more information at the end of June from the DFE and we will advise schools of the revised submission date on COLLECT as soon as possible after the announcement from the DFE.

Schools should still prepare the CFR report for submission. Ensure the revenue balance shown on the FINAL MARCH SAP report matches the revenue balance on your CFR report within FMS6 (B01 + B02 +B06). Guidance on how to check your CFR is available to E-ICT subscribers via the E-ICT pages on BSO. Please check the version of FMS6 is at least version 6.192 and the CFR Framework includes the new split for I08a and I08b. 

Schools are also reminded of changes to the reporting of capital balances in the 2019-20 CFR report. Full details can be found in the SFT Year End Guidance on the Year End Forms (Annual) page of BSO -  HERE.

Schools can finalise the 2019-20 financial year on FMS6 but should not export the final CFR until ready to upload to COLLECT.

27/05/20 - MESSAGE TO SCHOOL BUSINESS MANAGERS AND BURSARS - School Funding Team would like to say a big THANK YOU to schools and bursars for the efforts you have all made to ensure the March returns and year-end information were submitted as quickly as possible. The vast majority of returns were submitted by 20 April with the few remaining returns coming in soon after which is remarkable given the circumstances.

We acknowledge the challenging conditions you have had to work under in order to achieve this and we very much appreciate your commitment and determination.

We hope you are all keeping safe and sound during this time and look forward to continuing working with you all.

15/05/20 - COVID-19 - The DfE has provided further guidance specifically for schools on PPN 02/20 (supplier relief).

15/05/20 - EYSFF Allocations Summer Term 2020 - Please click here to access further information on the alternative approach to the confirmation of allocations to schools and academies for the delivery of the early years entitlements in summer term 2020 following the cancellation of the 21 May Census. Provisional allocations / statements are included with this guidance.

14/05/20 - April 2020 SAP Reports are now available to download from BSO Drop Box. 

13/05/20 - Final SAP Reports for 2019-20 and April 2020 - Please note Final SAP Reports for March 2020 (FY 2019-20) will not be issued until on or after 20 May 2020.  We are aiming to issue the April 2020 SAP reports by Friday 15 May 2020. We will publish a news item here to alert schools when reports have been issued.

12/05/20 - COVID-19 - Furloughing in schools (Coronavirus Job Retention Scheme) - A guidance note for schools is available here on accessing the CJRS. This note was sent to schools yesterday in the Council's daily email. This guidance is applicable for schools that collect significant values of private income (such as from parents through charging fees for the delivery of before and after schools clubs and other childcare services) where this income is significantly affected by the current situation. Schools are asked to consider this guidance whilst also speaking directly to their HR support.

30/04/20 - March 2020 Interim SAP Reports issued - A further set of SAP reports for March 2020 have been uploaded to BSO Drop Box. All bank reconciliations, internal and external assets and liabilities received to date have been posted and Cap to Nil journals completed where returns have been received. However, these SAP reports are not yet FINAL as there may be other transactions to post. We will announce when the final SAP reports have been uploaded. 

30/04/20 - PE Sports Premium Allocations AY 2019-20 5/12ths Allocations - have now been published on the Advances Updates page of BSO. The allocations will be paid with the May advance. 

30/04/20 - The Quarter 1 Bank Reconciliation template for 2020/21 is now available to download from the secure area of BSO.

28/04/20 - Teachers PAY Grant 2020/21 - 5/12ths Allocation for Maintained Primary & Secondary Schools have now been determined for the period April 2020 to August 2020. To access a list of the allocations click HERE. The allocations will be included in the May 2020 advance.

28/04/20 – High Needs Teachers PAY & Pensions Grant 2020/21 - 5/12ths Allocation For High Needs Providers have now been determined for the period April 2020 to August 2020. To access a list of the allocations click HERE. The allocations will be included in the May 2020 advance.

27/04/20 - COVID-19 - The DfE has published guidance for schools on managing premises.

24/04/20 - The 2020-21 Quarter 1 LTFM Scorecard is now available to download from the secure area of BSO.

22/04/20 - DFC 2020-21 Allocations to schools - allocations for 2020-21 have now been announced. Schools receiving their DFC via the LA can access a list of the amount to be paid and guidance notes on how to post the DFC income on FMS6 in the Capital page in the Secure Area of BSO. Payments will be made to schools in late June 2020 once the LA has received the grant in full.

21/04/20 – Cancellation & Postponement of DfE Data Collections – The DfE has published details of the cancellation or postponement of a number of data collections that normally take place in the summer term. The full list of collections can be found here. We would like to highlight 3 finance-related returns in particular:

CFR 2019/20 - The submission of the CFR return via COLLECT for the 2019/20 financial year is deferred until later in the summer term (with a revised timetable still to be published).  Our expectation is that the 2019/20 CFR Return will still require submission via COLLECT in the usual way. Therefore, schools should continue to apply their normal checks and processes for their final return in preparation for submission. The CFR blade on COLLECT is not currently available. Schools should refrain from exporting their final CFR until the CFR blade is open on COLLECT. We will publish a news item to alert schools to this on this webpage.

21 May Census -  This Census is cancelled. It is normally used to calculate Early Years Single Funding Formula allocations, as well as Looked After Children payments, for the summer term. The cancellation means that we will need to explore alternative options for the confirmation of EYSFF and LAC funding for the summer term. We will set out our approach in guidance to be published on this webpage shortly.

SFVS 2019/20 – We still expect schools to submit their SFVS returns that were due to be completed by 31 March 2020. We wish these returns to be appropriately authorised prior to submission and we understand that there may be delay in schools being able to achieve this due to the current circumstances. We will begin to contact schools that are yet to submit their SFVS returns at an appropriate time.

09/04/20 - 3rd Interim SAP Reports available to download. An additional set of March 2020 SAP Reports are now available to download form BSO Drop Box.

Where the March bank reconciliation return AND external assets and liabilities (where declared) have been posted and appear on this SAP report and the postings are correct, schools can perform a preliminary closedown on FMS6.

Please note internal assets and liabilities have not yet been checked and posted on SAP (where submitted). Schools will be required to input these entries on FMS6 once posted and included on a future SAP report.

Please also note Capital balances have not yet been transferred in SAP and are included in these SAP reports.

If your March bank reconciliation return and any external assets and liabilities do not appear on this SAP report, please refrain from running a preliminary closedown until your returns are included in a future SAP report.

07/04/20 - COVID-19 - The DfE has published some more details of its funding scheme for exceptional costs. Schools are asked to take note of this and (please see the news note below 23/3/20) make sure that they record the additional costs they incur in line with the DfE's criteria, so that they in a position to submit any relevant claims in June. The DfE has stated that more information on the claims process will be published in June. There is uncertainty within the guidance currently published on how schools are to be supported for the loss of income they would normally have collected over the summer term, including income from before and after school club activity. Whilst clarity on this issue is sought, schools are asked to ensure that they maintain an accurate record of their income loss.

03/04/20 - Section 251 Budget Statement - The Authority's Section 251 Budget Statement for the 2020/21 financial year has been submitted to the DfE and the downloaded reports can be viewed here

01/04/20 - COVID-19 - Guidance on payment to suppliers - we would like to highlight for schools the DfE's guidance (Procurement Policy Note 02/20 Supplier Relief) on the approach expected by the government to be taken by public sector bodies (including schools) in their payment of suppliers for contracts and services.

 

QUARTER 4 BULLETINS 2019/20

31/03/20 - COVID-19 - The DfE has today announced more details of the FSM voucher scheme and states that all schools will receive an email from the DfE's chosen supplier, Edenred.

25/02/20 - 2020-21 CFR Framework - is now available on GOV.UK. A link to the CFR pages on the GOV.UK site is available on the BSO CFR page HERE. Maintained schools should read the guidance to ensure compliance when recording income and expenditure throughout the year and when submitting the annual CFR return via COLLECT.

23/03/20 - COVID-19 - Please click HERE for a guidance note for schools and academies about the anticipated approach at this time to the Early Years Single Funding Formula for the summer term 2020.

23/03/20 - COVID-19 - Please click HERE to access a spreadsheet, which gives sight of indicative April cash payments to schools and academies. This is to aid cash flow planning. Please be aware that the advances payments are not yet fully finalised for all funding adjustments for the new year and are therefore, subject to a little change. However, we wished to give schools some further information to aid them. Please note that the payments for maintained schools already include the adjustments described in the 2nd message from School Funding Team published on 20 March (see below). We will publish the confirmed April advances statement as soon as possible before the 23 April payment. This will be published on this site as normal.

23/03/20 - COVID-19 - Please see the DfE's webpage, which gives some further guidance, including a confirmation that school formula funding is not affected by closures nor by the non-attendance of pupils and also states that the DfE will be working on a process, and will shortly be publishing guidance, on how schools will be able to access additional funding for exceptional costs. It is therefore, important that schools start now to track and record all their exceptional / additional spending incurred in their management of this situation. It is also important that schools begin to record other financial implications, including loss of income. A very simple spreadsheet is attached here. This is just a starter for schools to use. Please add to this and amend as necessary for your own use. At an appropriate time we will wish to collect information on this.

12/03/20 - High Needs Providers Ready Reckoners 2020/21 - The ready reckoners for high needs providers (Special Schools, Resourced Provisions and PRUs) for the 2020/21 financial year have been published here. These enable providers to estimate their funding allocations for the monthly movement of pupils.

12/03/20 - Making Tax Digital – Changes to Submitting the Monthly VAT Submittal from April 2020 - As schools will be aware, the Council is making preparations for Making Tax Digital to ensure the Council complies with HMRC requirements from October 2020. FMS6 has now been updated to allow schools to produce and export the monthly VAT Submittal report in the required CSV format which complies with Making Tax Digital requirements.

From the April 2020 VAT submittal onwards schools must now select the CSV format of the report. You should continue to email this report to schoolfundingteam@bradford.gov.uk .

Guidance notes have been issued to schools on to run the report. You can access these notes HERE.

The layout of the CSV return is different to the traditional VAT Submittal schools have previously submitted. The new CSV format does not provide a field for a signature. As a result of this we have had confirmation from Bradford Council Audit that a signature is not required, therefore we no longer require a signature from a school representative. Authorisation is instead obtained by the via email in that the person submitting the return for the school is taking responsibility for issuing the return and the accuracy of the data in that return. Schools are still expected to keep an authorised copy for their own records.  

The April 2020 VAT Submittal should be submitted by 10 May 2020 in the new CSV format.

10/03/20 - Early Years Funding Ready Reckoner 2020/21 - Please click here to access the Ready Reckoner, which enables nursery classes and nursery schools to forecast the funding impact of changes to their termly counted early years pupil numbers during the 2020/21 financial year. The ready reckoner is based on the confirmed indicative budgets that have been published today (10 March).

10/03/20 - 2020-21 Confirmed Indicative Budgets updated for Early Years - are now available to download from the Secure Area of BSO. Adjustments to forecast numbers have been included where requested. To access please click HERE.

09/03/20 - Release of the 2020 Access Group (HCSS) Budget Software - We expect the 2020 year in the HCSS Software to go live later tonight (Monday 9 March). It should be available for schools to access first thing tomorrow morning. Additional guidance notes are available here. Schools are asked to read these notes in full as they highlight some important set up instructions and amendments that are required within the Software.

09/03/20 - Final Spring Term 2020 Early Years Adjustment Statements - Updated statements are now available to download on the EARLY YEARS page of BSO. Please note these statements are final only for those schools where January Census data has been released by the DFE. There are 6 academies where data has not yet been released and we are therefore unable to determine the spring term funding and adjustment for these schools for their 3&4 Year Old provision. If you are one of the 6 schools, you will receive a message to advise you of this when you select your school name. The spring term funding will be revised for these 6 schools once the census data has been released. For all other schools, the adjustment value shown in the statements will be included in the March 2020 advance.      

06/03/20 - Free School Meals Supplementary Grant - the grant allocation amounts for each school are now available on the Advances Updates page, please click HERE to access the page.  Payments will be included in the March advances for maintained schools.  The conditions of grant and DfE guidance can be viewed here.

05/03/20 - 2019-20 March Year End Bank Reconciliation Template - is now available to download from the YEAR END page of BSO. The deadline for submission (including external assets & liaiblities) is Friday 3 April 2020. The Internal Assets & Liabilities Schedule is also available to download. the deadline for this return is also Friday 3 April 2020.

02/03/20 - Year 7 Catch Up Premium Allocations for 2019/20 - have now been announced. Payments for MAINTAINED schools will be included in the March 2020 advance payment. Academies and free schools will receive their allocation direct from the ESFA. To access the list of allocations for maintained schools visit the Advances Updates page by clicking HERE.

27/02/20 - Teacher Pensions Grant April to August 2020 - The DfE has announced some further details about the rates of Teacher Pensions Grant for the period April 2020 - August 2020. Details can be found here. For the 5-month period from April 2020 to August 2020, rates will be five-sevenths of the 7-month rates from September 2019 to March 2020, and payments will use October 2019 pupil numbers for 5 to 16 year olds. The rates per pupil on this basis are £55.36 for primary and £81.49 for secondary. The DfE also indicates that additional supplementary funding for eligible schools will be paid for the 5/12ths period on a pro-rata basis, taking 5/7ths of the supplementary funding awarded for the period September 2019 to March 2020 (which we expect to receive and allocate out in March). Further details on other aspects of this grant, including the rates and the process for supplementary funding for September 2020 to March 2021, are not yet announced. We expect to add the 5/12ths allocations to the advances for maintained schools in May.

27/02/20 - Teacher Pay Grant April to August 2020 - The DfE has announced some further details about the rates of Teacher Pay Grant for the period April 2020 - August 2020. Details can be found here. For the 5-month period from April 2020 to August 2020, rates will be five-sevenths of the 7-month rates from September 2019 to March 2020, and payments will use October 2019 pupil numbers for 5 to 16 year olds. The rates per pupil on this basis are £19.59 for primary and £28.84 for secondary. Further details on other aspects of this grant, including the rates for September 2020 to March 2021, are not yet announced. We expect to add the 5/12ths allocations to the advances for maintained schools in May.

26/02/20 - 1st Provisional Spring Term 2020 Early Years Adjustment Statements - have now been published on the Early Years page. Please note these statements are provisional and subject to change for the following reasons: a significant number of academy census returns have not yet been released to the LA, not all 30 hour codes have been checked, duplicate checks have not yet been completed, 2YO 2nd headcount changes have not yet been included. We will publish final statements once all academy census data has been received and all checks completed. 

26/02/20 2020/21 Pupil Premium Conditions of Grant information has been released on GOV.UK. You can access a link to the document from the Pupil Premium page.

24/02/20 – SFVS submission REMINDER – Maintained schools are reminded of the requirement to complete the Schools Financial Value Statement (SFVS) by 31 March 2020.  Guidance from Internal Audit can be found on the SFT Guidance page for Audit advice.  Further information can be found on the DfE website.  We request that schools submit returns to the School Funding Team as soon as possible in advance of the deadline.  A reminder has also been included in the year-end guidance for schools.

24/02/20 - Liabilities Under Lease 2019-20 & Employee Emoluments Returns - A number of maintained schools have yet to submit their Liabilities Under Lease return for 2019-20. The deadline for submission is Thursday 27 February 2020. ALL maintained schools are expected to submit this return. Those schools using external payroll providers must return the Employee Emoluments return by Thursday 27 February 2020. To access these returns on BSO click HERE.

21/02/20 - 2020/21 Financial Year S251 Budget Statements are now available to download HERE. Schools are asked to read the accompanying guidance notes thoroughly. Schools and academies with nursery provisions have until Monday 9 March 2020 to request amendments to the estimates of early years entitlement delivery numbers that will be used to calculate the Confirmed Indicative Budgets. Please email Dawn Haigh with the revised numbers for each term. Please see the note on 6 February below on the timetable for the release of the Access Group (HCSS) software update and the warning not to open or transfer scenarios into the 2020/21 year within the software. 

21/02/20 - High Needs Providers Delegated Budget Shares 2020/21 - A summary statement showing the 2020/21 Delegated Budget Shares for stand-alone High Needs providers can be accessed HERE. This statement shows the initial funding for the Place-Led Element only and is published in advances of the more detailed monthly calculation statements, which will be available for the new year shortly after 10 April 2020. A Ready Reckoner, which will enable stand-alone high needs settings to estimate their full year 2020/21 high needs funding will be available towards the end of March (the March 10th monthly headcount census and the final full year 2019/20 allocations, are needed in order to finalise the 2020/21 funding calculations).

21/02/20 - Governor Approved Budget Reporting Template 2020-23 (Maintained Schools) - The template for schools to use to report their 2020-2023 Governor Approved Budgets to the Authority is now available for schools to download HERE. Schools are asked to read the accompanying guidance notes thoroughly. The deadline for submission of budgets for 2020/21 is 15 May 2020. The final deadline for submission of 2nd / 3rd year budgets is 30 June 2020. The template includes notification of each maintained school's Intended Use of Excess Balances Threshold that will be applied to revenue balances held at the end of the 2020/21 financial year at 31 March 2021. Schools are notified now of their Threshold so they can plan their 2020/21 budgets on this basis.

06/02/20 - Publication of 2020/21 Formula Funding Allocations - Subject to the approval of Council on Thursday 20 February, the S251 Budget Statements for 2020/21 will be published on this website on Friday 21 February. The template that maintained schools are required to use to submit to the Authority their governor approved budgets for 2020-2023, and guidance, should also be published on this day. This template will show schools their Intended Use of Balances thresholds for the end of the 2020/21 financial year.

06/02/20 - Release of 2020/21 Access Group (HCSS) Budgeting Software - We are currently working with the Access Group (HCSS) on the 2020/21 budgeting software. We anticipate that the updated pre-populated 2020 scenario will be released for schools mid March (the 2019 software was released on 11 March 2019). We will keep schools informed through this webpage. Schools are reminded not to open the new year ‘2020/21’ or transfer any scenarios into it until School Funding Team confirms that the new 2020/21 year update is released and is formally 'open'.

04/02/20 - Intended Use of Excess Balances Reporting 31 March 2020 (IUB reporting) - Please click here to access the information and reporting template for Intended Use of Excess Balances reporting for balances to be held at 31 March 2020. The template includes pre-populated forecasted revenue carry forward balances taken from school Quarter 3 Budget Monitoring returns. The deadline for all IUB submissions is 31 March 2020. You are advised to read the guidance provided within the letter and the template (including the flow chart) as well as the full Surplus Balances Protocol.

03/02/20 - Year End Returns for Early Submission - Maintained schools are reminded the deadline date for the submission of the Liabilities Under Lease and Heritage Assets returns are due for submission by Thursday 27 February 2020. ALL maintained schools are required to complete and return the Laibilities Under Lease & Heritage Assets return. Only those maintained school using an external or in house payroll provider (i.e. not Bradford Council Payroll Services) are required to submit the External Payroll Payroll Providers Year End Temaplate. 31/01/20 - Pupil Premium Grant 2020/21 - Confirmed per pupil rates have been announced on Gov.UK. From April 2020 the rates are:

30/01/20 -  Schools Financial Value Standard (SFVS) 

The DFE has released an updated version of the SFVS template as a number of minor changes have been made on the Dashboard tab and RAG rating data for your school tab. The changes are designed to improve the comparison of teaching staff spend by allowing the school to enter what date the data relates to. The dashboard asks schools to use up to date data, the most complete up to date data schools will have is 2018-19, so we would like schools to use 2018-19 CFR data.  

If you have downloaded the template prior to 27.01.20 and not started to complete the return please download the new updated template and guidance to ensure you are using the most up to date version. You can download the latest version here. Schools that have returned the form to the School funding team do not need to complete it again.

13/01/20 - 2019-20 Year End Guidance - The 2019/20 Year End Guidance document is now available to download from the YE Forms page. Please note there is new and specific information in the guidance regarding Capital Balances and I08 Income. Please note the deadline for submission of the Year End Bank Reconciliation Return, including assets, liabilities and other statutory information is Friday 03 April 2020. Schools are urged to read the guidance and familiarise themselves with the requirements and deadlines for year end as soon as possible. The March/YE Bank Reconciliation template and the Internal Assets & Liabilities Scedule will be published in due course.

08/01/20 - Early Years (EYSFF) Technical Statement for 2020/21 is now available to download from the Early Years page of BSO Secure Area. The document details how we anticipate funding will be allocated in the 2020/21 financial year. Please note this is subject to final ratification by Council on 20 February 2020.

06/01/20 - Year End Forms For Early Submission - two specific templates are now available on the secure area of BSO requiring early submission. All schools must complete the template ''Capital Leases & Heritage Assets Year End Template'' by Thursday 27 February 2020. Only those school using external payroll providers (i.e. not Bradford Council Payroll Services) are required to complete the form "External Payroll Providers Year End Template". This must also be completed and submitted by Thursday 27 February 2020. Please follow the guidance within each template to ensure each form is submitted in the correct manner. 02/01/20 - a reminder that the Consultation on High Needs Funding Arrangements 2020/21 can be found here.This consultation document explains a new banded system for the funding of EHCPs, which the Authority proposes to implement at 1 April 2020. The deadline for responses to this consultation is 4 February 2020.

QUARTER 3 BULLETINS 2019/20

19/12/19 - Making Tax Digital - Guidance for changing VAT descriptions As schools will be aware, the Council is making preparations for Making Tax Digital to ensure the Council complies with HMRC requirements.  As part of this we are asking for schools to update the VAT descriptions that are currently used in FMS6. The list of descriptions and corresponding codes are here.  To help schools with this we are publishing guidance on how to carry out the changes. This guidance has been tested by one of the pilot schools we have been working with and once the new descriptions have been entered and saved they should not need changing again. The link to the guidance and the descriptions that we wish schools to use is here.  We would like schools to change the descriptions in the new year and from February schools should use the new descriptions.

18/12/19 - Pupil Premium Grant 2019/20 - Adjustments to allocations to account for pupils eligible for PPG under both the Free School Meals (FSM) and Looked After children (LAC) criteria have been announced by the ESFA. Where a pupil qualifies for both the school will receive only the Looked After Children element of the funding (£383 per term paid via the LA). Where a school has also already received the FSM allocation in their initial 2019/20 funding allocation for such pupils, the amount is deducted from the grant allocation to avoid double funding. (Primary Adjustment £1,320 per pupil. Secondary Adjustment £935 per pupil). A list of revised allocations has been published on the Advances Updates page of BSO. To access this page click HERE. 16/12/19 - Consultation on High Needs Funding Arrangements 2020/21 - A consultation document has been published here, which sets out the Authority's proposals for the funding of EHCPs and high needs providers in 2020/21. 13/12/19 - TPECG Supplementary Fund (Teachers' Pension Employer Contribution Grant) - The ESFA today released a message to maintained schools advising that where November 2019 pay data contains back pay and is difficult to separate out for the purpose of making a claim, schools can use the December 2019 pay data instead. 12/12/19 – HCSS 2020-21 – The charge for all schools (including Full Budget Share) purchasing the 2020-21 HCSS software has been processed as a journal entry to E22 and will be shown on the December SAP reports, which will be available in the first week of January. Schools will not be invoiced.  The journal should be processed as a central transaction on FMS6 in the same way as Rates and de-delegated.

11/12/19 - SFVS Training 2020 – CBMDC Internal Audit  - The session on Monday 27th January 2020 from 1.00pm to 3.30pm, at Margaret McMillan Tower will be going ahead. To arrange your attendance, complete and email the attached Booking Form to Karl Pease, Assistant Audit Manager at karl.pease@bradford.gov.uk . There has already been some  interest shown so return your completed form as soon as possible, but no later than Friday 17th January 2020.

The first application window for the teachers’ pension employer contribution grant (TPECG) supplementary fund opens on Monday 2 December 2019. To make a claim for supplementary funding, mainstream schools will first need to register with the DfE sign in service. Make sure you are prepared by signing up now, if you haven’t already done so. You can find more information about eligibility for the grant and how the funding will be calculated on the supplementary fund guidance page. We will notify you how to make a claim when the application window opens.

04/11/19 - The consultation document setting out proposals for our Early Years Single Funding Formula for 2020/21 has been published on the Consultations page. The closing date for responses is 20 December 2019. These proposals have been finalised following the DfE's announcements on funding rates for 2020/21 and on the position of the funding of maintained nursery schools, which were made on 31 October.

04/11/19 - The Quarter 3 Bank Reconciliation template for 2019/20 is now available to download from the secure area of BSO.  There have been some changes to the template to help schools, these include the closing balances on the C&V TABs for Bank History & Petty Cash; Current Aged Creditors and Debtors are now pre-populated in months 2 and 3, so schools do not have to enter these.

31/10/19 - School Fund Audits – Thank you to those schools who have already submitted their 2018-19 audits.  In Quarter 3 we anticipate that most schools will be arranging the audit of Private and Voluntary accounts. By the end of December 2019 these accounts should have been audited up to either the end of the 2018-19 financial year, or the 2018-19 academic year and submitted to the School Funding Team.  Further guidance by Internal Audit (issued Sept 2015) is available in the secure area of BSO.

29/10/19 - PE & Sports Premium Allocations for 2019/20 AY have now been published on the Advances page within the Secure Area of BSO. To access this list click HERE. The 7/12ths figure shown on the list will be paid in the November 2019 under I18 - Additional Grant for Schools.

23/10/19 - Teacher Pension Grant Supplementary Fund - details on how schools can apply for additional funding relating to teacher pensions costs can be found on the DfE's website here. All school are encouraged to check their eligibility for supplementary funding and to apply for this where eligible following the DfE's process.

23/10/19 - Teacher Pension Grant Allocations for September 2019 to March 2020 have been published by the DfE today. The allocations for maintained mainstream schools have been extracted and can be accessed here. These allocations will be added to the November advances. The allocations for high needs providers will be published shortly.

21/10/19 - Update Primary Schools' Funding Consultation - an additional model can now be accessed on the Consultations page. This model shows (illustratively) the additional formula funding that would be allocated to primary schools following the DfE's proposed further increase in the minimum per pupil funding level from £3,750 to £4,000 in 2021/22.

QUARTER 2 BULLETINS 2019/20

20/09/19 REMINDER SFVS TRAINING 2019  – Internal Audit is delivering a training and awareness session on the requirements of the Schools Financial Value Standard (SFVS), this will be held over several dates in October 2019 and November 2019.  This Training is essential for Governors involved in the completion of the SFVS assessment form.  The training will include an introduction to the new form for SFVS, the School Resource Management Self-Assessment Checklist and Dashboard, which the DfE has put in place for the March 2020 submissions.

13/09/19 - Schools Financial Value Standard (SFVS) 

There are a number of updates to the Schools Financial Value Standard for 2019/20.  The RAG ratings in the dashboard have been updated to reflect the latest data and the recent pay award and pension contribution changes.

The layout of the dashboard has been improved allowing schools to see which school type they are being compared to. Extra functions have also been added to make the tool and template easier to use. Guidance on how to complete the SFVS form has also been updated.

13/09/19 - Monthly Monitors For Schools

The Classification of Schools statements for 2019-20 were published at the end of June.  If your school is in Category A, we would like to remind you that we will require Monthly Monitors and Bank Reconciliation returns.  Once we have received the Quarterly return for Quarter 2, therefore, we will expect both Monitors and Bank Reconciliation returns for October by the end of November latest, and monthly after that until the end of the financial year.

12/09/19 - Funding Totals on July 2019 SAP Reports - the funding totals on the July SAP SALR11 report do not include the adjustments made in the July advance and therefore do not match the funding totals shown on the July Advances Schedule. Please note the totals on the July Advances Schedule are correct. SAP will be updated in September and the funding totals shown on SAP in the September SALR11 report will match the funding totals also shown on the September Advances Schedule.

11/09/19 - Further details on the 2020-21 16-19 funding settlement have been published today here.

11/09/19 - Teachers Pay and Pensions Grants - The following was included within a statement made to Parliament on 9 September: "The teachers’ pay grant and teachers’ pension employer contributions grant will both continue to be paid separately from the National Funding Formula in 2020-21. We will publish the rates that determine the 2020-21 allocations in due course." The Chancellor confirmed on 4 September that the government will provide additional funding to compensate schools for the increased cost of employer pensions contributions in each of the next 3 years (2020/21, 2021/22 and 2022/23).

09/09/19 - Consultation on the Risk Protection Arrangement for Maintained Schools - The DfE has opened a consultation on extending the Risk Protection Arrangement (RPA), currently in place for Academy Trusts, to maintained schools. This consultation can be accessed via here.

09/09/19 - Integrated Curriculum and Financial Planning - We would like to draw to schools' attention the DfE's recent publication on ICFP, which can be found here.

02/09/19 Making Tax Digital Update - As schools will be aware, the Council is making preparations for Making Tax Digital. A letter giving further information regarding Making Tax Digital is posted to VAT secure area is here. The Council is continuing to work on the preparations for the Making Tax Digital to ensure the Council complies with HMRC requirements. The letter mentions an upgrade, which was scheduled to occur on the 5 of July 2019. This upgrade will now be done as part of the summer release update.  When the upgrade will occur depends on who supports the school with FMS6. If you have any questions regarding when this will occur please contact your school's FMS6 support provider.  We do ask schools, both before and after the upgrade, to continue sending the monthly VAT returns as the school would do normally. We will keep schools updated regarding any planned changes to how the VAT returns will be submitted and any changes the School Funding Team and Principal VAT Officer requires.

27/08/19 - Guide to Financial Procedures refresh - Please click here to access the Authority's Guide to Financial Procedures. This document has now been fully updated to reflect the new Scheme, Financial Regulations for Maintained Schools and Schools Contract Standing Orders, which have been in place since January 2019. There are also some additional amendments to wording (rather than material amendments) aimed at improving clarity, accessibility and sign-posting, including in the summary of 'musts and shoulds' at the front of the document. Although this is a very large document, the guidance it gives is not exhaustive and is complemented by other published documents and protocols. The Guide is also subject to iterative review. Schools are now asked to ensure that they replace any copies of the Guide that they store. For the sake of efficiency, schools are encourage only to store this document electronically rather than printing it out. 

27/08/19 - FOR ACTION - HCSS Subscription 2020 - Please click here (letter at the top of the page) to access the subscription form for Maintained schools to use to purchase the Access Group (HCSS) Budgeting software for 2020/21. Schools are asked to return the subscription form by Friday 18 October 2019 at the latest. 19/08/19 - Reminder - Schools Forum meeting dates for the 2019/20 academic year can be found here along with a link to agendas and reports. School colleagues are encouraged to keep up to date with the School Forum's discussions (in particular on 2020/21 funding arrangements) as these develop over the autumn term. The first meeting of the Schools Forum in the new academic year takes place on Wednesday 18 September.

19/08/19 - Reminder -  Letter to schools - Action required in response to the Internal Audit of the Primary PE & Sport Grant Premium 2018/19 - Schools are asked to read the letter (follow the link to the webpage) and to take action from the audit's main findings. The letter reminds schools of the actions required to meet the conditions of the PE and Sport Grant Premium. it also encourages schools to use the reporting template provided by the Association for Physical Education (AfPE).

23/07/19 - HCSS Software Update for Teachers' Pay Award - We have asked HCSS to update the software to inflate the values of teacher pay scale points, TLR and SEND allowances by 2.75% on April 2019 (and then update by 2% on the new September 2019 values in future years). This will be a mandatory update.

22/07/19 - Teachers' Pay Award September 2019 - The DfE has made an announcement today about the teachers' pay award at September 2019, which is 2.75% across the board. Please click here. The DfE has also stated that the additional Teacher Pay Grant, which is currently allocated to support the cost of the September 2018 pay award, will be uplifted at September 2019 to cover the additional 0.75% increase that a 2.75% award represents (schools were expected to budget for and cover the cost of a 2% pay award from their existing delegated budgets). We currently await further information on the uplifted values of the grant for the period September 2019 - March 2020.

22/07/19 - The 2018/19 Outturn Benchmarking Tool is now available to view and download. Please read the instructions on the Financial Benchmarking page before downloading the file (accessible from the same page).

18/07/19 -  2020/21 Formula Funding allocations for primary and secondary schools and academies will be based on the data collected by the DfE in the October 2019 Census. This note gives more information on the data that is expected to be used for Schools Block (Reception - Year 11) formula funding allocations, and gives a reminder of the importance of ensuring census data is accurate. Schools are specifically reminded about the recording of FSM eligibility. To protect pupils from uncertainty during the changes to free school meals (FSM) eligibility, the DfE has introduced transitional protections that mean that pupils in receipt of FSM immediately prior to 1 April 2018, and those who become eligible during Universal Credit rollout, will retain eligibility until the end of this rollout period. Following this, if they are still in education, they will continue to be eligible until the end of their phase of education. This means that schools should not remove FSM eligibility from pupils until at least 2023, continuing to offer them meals and record them as eligible on the census. 17/07/19 - DfE Consultation on Financial Transparency - The DfE today has begun a consultation on measures to increase the transparency of financial accounting / reporting by maintained schools. This consultation can be found here. The deadline for responses is 30 September 2019. The proposals put forward, if adopted, will require additional actions as well as amendments to procedures (and the Scheme) for both schools and the Local Authority.

17/07/19 - Schools Financial Value Standard (SFVS) – Are you preparing for the changes?

There are considerable changes in the Schools Financial Value Standard to prepare for during 2019-20. More questions to consider and answer in a new checklist, many changes in question content and some new questions not seen before. There is also the introduction of a dashboard to complete of financial and statistical information.

It is important that schools are aware of the new requirements and make plans to engage in an effective process when the new academic year begins in September.

Bradford Council Internal Audit is planning to deliver SFVS training for Governors and those involved in the completion of the returns in the Autumn Term. Training dates will be announced in early September.

This Classification places schools in categories A, B, C or D on the basis of their 2018/19 outturns and approved 3 year budgets. 29/05/19 - Letter to schools - Action required in response to the Internal Audit of the Primary PE & Sport Grant Premium 2018/19 - Schools are asked to read the letter (follow the link to the webpage) and to take action from the audit's main findings. The letter reminds schools of the actions required to meet the conditions of the PE and Sport Grant Premium. it also encourages schools to use the reporting template provided by the Association for Physical Education (AfPE).

23/05/19 Scheme For Financing Schools: minor amendments – following the consultation on minor amendments to the Scheme for Financing Schools proposed in response to the DfE's updated guidance for local authorities (published on 5 February), updates to the Scheme for Financing Schools have been approved at the recent Schools Forum. The majority of the amendments are changes to wording, and additions to improve clarity, that do not represent material alteration to the responsibilities placed on schools or on the Authority. There is a material change in section 12 community facilities where the requirement for schools to consult with the Authority before exercising this power has been removed. 13/05/19  - The 2018/19  Bank Adjustment calculation is now available for schools on the Advances page. Additional payments, where the Council owes the school, will be made in May. The published schedule shows where schools owe cash back to the Council. Individual letters will shortly be sent by email to these schools. However, we would encourage schools that owe to repay as soon as possible, having viewed the information that has now been published on-line i.e. schools do not have to wait to receive the letter to repay the amounts they owe.

10/05/19 - Final 2018-19 SAP Reports & 2018-19 CFR Return - the final SAP reports for 2018-19 have now been released via BSO Dropbox & Galaxkey email. Part Budget Schools should note that payroll accrual postings are now included. Please check your report carefully and ensure any payroll accrual postings on your final SAP report are posted on FMS6

With the release of the final SAP reports, schools are now able to check their CFR returns against the final SAP report and upload the CFR return to COLLECT. Please visit the CFR Page within BSO to access important information and guidance for CFR before finalising your return. Please note the deadline for submission of the FINAL CFR to COLLECT is Wednesday 5 June 2019. Early submission is strongly advised. Schools not using FMS6 should contact Dawn Haigh (01274 433775) to discuss how their return will be submitted.

09/05/19 - PE & Sports Premium Academic Year 2019-20 (September 2019 - August 2020) - ESFA today confirmed the grant will continue from September 2019 for the full academic year. Allocations for individual schools will be confirmed by the ESFA in due course.

09/05/19 - DfE SEND & AP Funding Call For Evidence - The DfE has published here a call for evidence on the way SEND and Alternative Provision is financed. The DfE stated intention is for responses to this call to inform discussions about the future funding of SEND and AP from April 2020. A simple download of the questions asked in the online survey can be accessed here. The Local Authority will submit a response and will also discuss a response with the Schools Forum. Schools are encourage to respond to this survey; separately or via the Local Authority (please speak to Andrew Redding if you would like to discuss this further).

03/05/19 – SFVS change for 2019-20 – Thank you to all the maintained schools who completed the 2018-19 SFVS return by the 31 March 2019 deadline. The position statement is being prepared for submission to the DfE during May and a full report will be tabled at the Schools’ Forum in July. The DfE has renewed SFVS for 2019-20 to include more, and different, questions with a dashboard to show how a school’s data compares to thresholds on a range of statistics identified by the DfE as indicators of good resource management.  A link to the new template on the DfE website is provided on our Audit/SFVS guidance page.  The SFVS Guidance document from Audit on this page is currently under review and will be updated shortly.

02/05/19 - Final Intended Use of Balances (IUB) Statement for March 2019 balances - The final statement, which shows the position of schools vs. their Intended Use of Excess Balances Thresholds at 31 March 2019 is now available to download here. Schools are advised to review this Statement and to share it with governors.

10/04/19 - Teacher Pensions Grant 2019/20 - Information regarding the allocation of the Teacher Pension Grant, which will accompany the increase in employer's contribution to teacher pensions at September 2019, has been published by the DfE. The grant methology can be found here. The DfE's response to the consultation can be found here. Maintained schools should now use this information to estimate the additional grant funding they will receive for the period September 2019 to March 2020. More information, including individual school confirmed allocation, is expected to be published early in the autumn. Schools should now also take note of the option for application for additional funding, where the standard grant does not meet costs, as set out indicatively by the DfE. Schools should analyse their positions so that they do apply where eligible to do so.

08/04/19 - Section 251 Budget Statement - The Authority's Section 251 Budget Statement for the 2019/20 financial year has been submitted to the DfE and the downloaded reports can be viewed here

05/04/19 - DFC 2019-20 Allocations to schools - provisional allocations for 2019-20 have now been announced. Schools receiving their DFC via the LA can access a list of the provisional amount to be paid in the Capital page in the Secure Area of BSO. Payments will be made to schools in late July 2019 once the LA has received the grant in full.

 

QUARTER 4 BULLETINS 2018/19

02/04/19 - Issue with 2018-19 CFR BO6 Balances - It has been brought to our attention that since the Spring FMS6 Upgrade (6.186) here is an issue with calculation of balances showing against BO6 Community Balances. Capita are aware and currently dealing with the problem and will issue a patch fix in due course. Please do not finalise your CFR until this issue has been resolved and the patch fix has been applied to your FMS6 system.  Please do not contact School Funding Team about this issue. Please contact your FMS6 support provider for more information. 

26/03/19 – ADDITIONAL SAP REPORTS TO THE 1st  INTERIM  reports have been run to capture the monthly CPE  payroll.  The files have been uploaded to BSO Dropbox and are marked P12 26March19.  The 2nd Interim SAP reports will be run as planned w/c 1 April.

21/03/19- 2019/20 CFR Guide - The DfE has published its Consistent Financial Reporting (CFR) guide for the 2019/20 financial year. This is applicable for maintained schools. Please see here.  Please note the change to I08, which has been split into I08A (income from lettings) and I08B (other income from facilities and services).  Schools will need to be able to split out the source of their income for CFR reporting.  We will provide further guidance as information becomes available.

21/03/19 - Final Spring Term Adjustment Statements for Early Years funding for classes in schools and nursery schools are now available to download from the Early Years page within BSO. Click HERE to access this page.

20/3/19 – HCSS – it has been brought to our attention that the CFR excel export is not giving a total for expenditure.  This is being investigated with HCSS as a matter of urgency.

13/03/19 - Early Years Funding Ready Reckoner 2019/20 - Please click here to access the Ready Reckoner, which enables nursery classes and nursery schools and settings to forecast the funding impact of changes to their termly counted nursery pupil numbers during the 2019/20 financial year. The ready reckoner is based on the confirmed indicative budgets that were published on 12 March.

13/03/19 - Teacher's Pay Grant 2019/20 - The DfE has re-published its guidance on the Teacher's Pay Grant here. This includes slightly amended rates for the primary phase. We expect school-level allocations to be published in April.

12/03/19 - 2nd PROVISIONAL Spring Term Adjustments Statements for Early Years Funding - updated statements have been published on the EARLY YEARS page of BSO. Please note that these statements remain provisional as we are still awaiting census data for a number of academies and therefore are unable to fully complete all the checks required before finalising the spring term funding. Please see the note at the bottom of the statement for information on the data and checks that are still outstanding. Please note the adjustments shown on these statements will be applied to the March advance. Once the outstanding census data and checks have been received and completed, any further adjustments to funding that are required will be applied to the second April 2019 advance. We will publish final and complete statements when we have all census data in and all checks completed. A news item will be published alerting schools to the publication of the final statements.

08/03/19 - Release of the 2019 Access Group (HCSS) Budget Software - We expect the 2019 year in the HCSS Software to go live for Monday 11 March. Additional guidance notes are available here. Schools are asked to read these notes in full as they highlight some important set up instructions and amendments that are required within the Software.

07/03/19 - High Needs Providers Ready Reckoners 2019/20 - The ready reckoners for high needs providers (Special Schools, DSPs, ARCs, PRUs and Behaviour Centres) for the 2019/20 financial year have been published here. These enable providers to estimate their funding allocations for the monthly movement of pupils.

05/03/19 – SFVS submission REMINDER – Maintained schools are reminded of the requirement to complete the Schools Financial Value Statement (SFVS) by 31 March 2019.  Guidance from Internal Audit can be found on the SFT Guidance page for Audit advice.  Further information can be found on the DfE website.  We request that schools submit returns to the School Funding Team as soon as possible in advance of the deadline.  A reminder has also been included in the year-end guidance for schools.

04/03/19 – The Quarter 4 March Year-End Bank Reconciliation Template is now available to download from the Year End Forms page in the secure area of BSO.  Schools are reminded that the deadline for the return, with all the additional year-end forms within the template fully completed, is Wednesday 3 April 2019.  Any school needing to declare Internal Assets or Liabilities must do so on the separate form provided and this is also due on Wednesday 3 April 2019.

28/02/19 – PROVISIONAL Spring Term Adjustment Statements for Early Years Funding  have now been published on the Early Years page in the Secure Area of BSO. Please note the statements are provisional as not all data has yet been received and checked. Please read the notes at the foot of the statement for more information. We are aiming to publish final statements in the week commencing 11 March 2019 however, this is dependent on the receipt of outstanding data, and in particular, academy census returns as we have not yet received the census returns for all academies. 27/02/19 – Free School Meals Supplementary Grant - the DfE have published the conditions of grant and allocations for 2018/19 and they can be viewed here.  The payment will be included in the March advances for maintained schools.  The allocation is determined by the difference between the number of pupils eligible for free school meals in a school as recorded in the October 2018 and October 2017 census x £440.  For example, if the number of pupils taking up free school meals increases by 11 between the October 2017 and October 2018 census dates, the school will receive £4,840.

25/02/19 - REMINDERYear End Forms for early submission are due Thursday 28 February 2019.  All schools must complete the template ''Capital Leases & Heritage Assets Year End Template'' even if it is a nil return. Only those school using external payroll providers (i.e. not Bradford Council Payroll Services) are required to complete the form "External Payroll Providers Year End Template". 22/02/19 - 2019/20 Financial Year S251 Budget Statements are now available to download HERE. Schools are asked to read the accompanying guidance notes thoroughly. Schools and academies with nursery provisions have until Monday 11 March 2019 to request amendments to the estimates of early years entitlement delivery numbers that will be used to calculate the Confirmed Indicative Budgets. Please see the note on 30 January below on the timetable for the release of the Access Group (HCSS) software update and the warning not to open or transfer scenarios into the 2019-20 year within the software.

22/02/19 - High Needs Providers Delegated Budget Shares 2019/20 - A summary statement showing the 2019/20 Delegated Budget Shares for stand-alone High Needs providers can be accessed here. This statement shows the initial funding for the Place-Led Element only and is published in advance of the more detailed monthly calculation statements, which will be available for the new year shortly after the 10 April 2019. A Ready Reckoner, which will enable stand-alone high needs settings to estimate their full year 2019/20 high needs funding will be available towards the end of March (the 10 March monthly census, and final full year 2018/19 allocations, are needed in order to finalise the 2019/20 funding calculations).

22/02/19 - Governor Approved Budget Reporting Template 2019-22 (Maintained Schools) - The template for schools to use to report their 2019-22 Governor Approved Budgets to the Authority is now available for schools here. Schools are asked to read the accompanying guidance notes thoroughly. The deadline for submission of budgets back to the Authority for 2019/20 is 15 May 2019. The final deadline for submission of 2nd / 3rd year budgets is 30 June 2019. The Template includes notification of each maintained school's Intended Use of Excess Balances Threshold that will be applied to revenue balances held at the end of the 2019/20 financial year at 31 March 2020. Schools are notified now of their Thresholds so that they can plan their 2019/20 budgets on this basis.

19/02/19 - Year 7 Catch Up Premium Allocations for 2018/19 - have now been announced. Payments for MAINTAINED schools will be included in the March 2019 advance payment. The template that maintained schools are required to use to submit to the Authority their governor approved budgets for 2019-2022, and guidance, will also be published on this day. This template will show schools their Intended Use of Balances thresholds for the end of the 2019/20 financial year.

04/02/19 - Additional Capital Funding allocations (published 28.01.19) have now been paid to schools and should reach bank accounts on or around the 7 February 2019. The remittance advice will state 'FEB ADD CAP'. 04/02/19 - Intended Use of Excess Balances Reporting 31 March 2019 (IUB reporting) - Please click here to access the information and reporting template for Intended Use of Excess Balances reporting for balances to be held at 31 March 2019. The template includes pre-populated forecasted revenue carry forward balances taken from school Quarter 3 Budget Monitoring returns. The deadline for all IUB submissions is 31 March 2019. You are advised to read the guidance provided within the letter and the template (including the flow chart) as well as the full Surplus Balances Protocol.

04/02/19 - Swimming Transport for 2018-19 REMINDER - The number of sessions we plan to charge for have been published on the Swimming Transport page of BSO.   You have until Friday 08 February 2019 to notify Susan Krupinski of any error in the number of sessions calcuated for your school. Please email details to susan.krupinski@bradford.gov.uk.  If your school swims, but does not use the transport, we ask that you check the schedule to insure that you have not been included in error.  Please note we have only session information at this time - we do not yet have the cost of the swimming transport. We expect to publish the cost by the end of February 2019.

30/01/19 - Release of 2019/20 Access Group (HCSS) Budgeting Software - We are currently working with the Access Group (HCSS) on the 2019/20 budgeting software. We expect the updated pre-populated 2019 scenario to be released for schools mid March (the 2018 software was released on 15 March 2018). We will keep schools informed through this webpage. Schools are reminded not to open the new year ‘2019/20’ or transfer any scenarios into it until School Funding Team confirms that the new 2019/20 year update is released and is formally 'open'.

14/01/19 - Early Years (EYSFF) Technical Statement for 2019/20 is now available to download from the Early Years page of BSO Secure Area. The document details how we anticipate funding will be allocated in the 2019/20 financial year. Please note this is subject to final ratification by Council on 21 February 2019.

08/01/19 – Advances Statement and SAP reports – it has come to our attention that with the December reports there are some minor discrepancies between the SAP S11 report (tab marked SARL87013611 on your SAP report) and the Advances statement for I01-I06 and I18 funding.  December postings of the funding allocation adjustments on SAP have been done as an apportionment and not an annual allocation.  For December, January, and February, please refer to your Advances Statement for the correct funding allocations, and not the SAP report.  The SAP reports at Period 12 will agree with the Advances statement.

07/01/19 - Year End Forms for early submission - two specific templates are now available on the secure area of BSO requiring early submission. All schools must complete the template ''Capital Leases & Heritage Assets Year End Template'' by Thursday 28 February 2019. Only those school using external payroll providers (i.e. not Bradford Council Payroll Services) are required to complete the form "External Payroll Providers Year End Template". This must also be completed and submitted by Thursday 28 February 2019. Please follow the guidance within each template to ensure each form is submitted in the correct manner. 07/01/19 - Swimming Transport Costs 2018-19 information has been published on the Swimming Transport page within BSO for the number of sessions schools have taken for the 2018/19 academic year.  Schools have until Friday 08 February 2019 to notify us of any errors with the number of sessions stated for your school.  Please note we do not know the cost for Swimming Transport at this stage however we expect to publish this information by the end of February once session numbers have been confirmed.  To access the Swimming Transport page please click HERE

03/01/19 The Quarter 4 (Jan-Feb) Bank Reconciliation template is now available to download from the secure area of BSO.  School Funding requests that the January and February bank reconciliation return is submitted as early as possible.  Returns can be submitted monthly, or for the two months together.  The March year-end return will be posted on BSO once it has been finalised.

 

QUARTER 3 BULLETINS 2018/19

19/12/18 - DfE statement on the continuation of grants in 2019/20. The following has been taken from the DfE's website today.

The following arrangements for pupil premium and other school premiums in 2019 to 2020 have been announced:

     Teachers pay grant

     Teachers pay grant will continue in academic year 2019 to 2020.

     Pupil premium

     Pupil premium will continue at the current per-pupil rates for the 2019 to 2020 financial year. You can read the published pupil premium conditions of grant.

     Universal infant free school meals (UIFSM)

     The grant for universal infant free school meals (UIFSM) continues at a meal rate of £2.30 for the 2019 to 2020 academic year. Further details will be available in      2019.

     Free school meals supplementary grant

     The free school meal supplementary grant will continue in 2019 to 2020.

     Year 7 catch-up premium

     The year 7 catch-up premium continues in financial year 2019 to 2020. Further details will be available in 2019.

18/12/18 - Pupil Premium Grant 2018/19 - Adjustments to allocations to account for pupils eligible for PPG under both the Free Schools Meals (FSM) and Looked After Children (LAC) criteria have been announced by the ESFA. Where a pupil qualifies for both the school will receive only the Looked After Children element of the funding (£575 per term paid via the LA). Where a school has also already received the FSM allocation in their intitial 2018/19 funding for such pupils, this amount is deducted from the grant allocation to avoid double funding (Primary adjustment £1320 per pupil. Secondary Adjustment £935 per pupil). A list of revised allocations has been published on the Advances Updates page of BSO. 18/12/18 - Additional Capital Funding 2018-19 - Ready Reckoner Calculator and Guidance now available. Schools can use the calculator tool to estimate the additional capital funding they will receive in spring 2019. 13/12/18 – The 2018-19 Quarter 3 LTFM Scorecard is now available to download from the secure area of BSO.

13/12/18 - Looked After Children Pupil Premium 2019-20 - change to amount retained by LA - The amount per pupil retained by the LA to provide support and services will increase to 50% from April 2019. The amount per per pupil allocation is currently £2,300; £1,150 will be retained by the LA and the remaining £1,150 will continue to be paid to schools on a termly basis at a rate of approximately £383 per term. This was agreed at Schools Forum on 5 December 2018. Schools can access the report presented to Schools Forum by clicking HERE. Please refer to Document JR in the meeting agenda.

12/12/18 – HCSS 2019-20 – The charge for all schools (including Full Budget Share) purchasing the 2019-20 HCSS software has been processed as a journal entry to E22 and will be shown on the December SAP reports, which will be available in the first week of January. Schools will not be invoiced.  The journal should be processed as a central transaction on FMS6 in the same way as Rates and de-delegated.

03/12/18 - Scheme for Financing Schools, Financial Regulations for Maintained Schools & Schools Contract Standing Orders - following the consultation, which ran between July and October 2018, the Local Authority has revised and re-issued these key procedural documents. Please see here. These amended documents 'go live' on 1 January 2019. Schools must take note of, and comply with, the amended provisions. A summary of amendments is published alongside the full amended documents.

30/11/18 - School Fund Audits – Thank you to those schools who have already submitted their 2017-18 audits, however, a significant number are still outstanding.  By 31 December 2018 (or the end term), Private and Voluntary accounts should have been audited up to either the end of the 2017-18 financial year, or the 2017-18 academic year and submitted to the School Funding Team.

28/11/18 - Teachers Pay Grant 2018-19 - Revised Allocations - revised allocations announced by the ESFA due to incorrect pupils numbers in the original publication. A table detailing revised data and allocations has been published on the Advances page of BSO. Adjustments will be actioned in the December 2018 advance. PLEASE READ THE IMPORANT INFORMATION SHEET BEFORE VIEWING THE ALLOCATION TABLE.

09/11/18 SFVS TRAINING REMINDER 4 DECEMBER 2018 – Internal Audit is delivering a training and awareness session on the requirements of the Schools Financial Value Standard (SFVS).  There are still a few places available, but most for the afternoon session. This Training is essential for Governors involved in the completion of the SFVS assessment form.  The training will include an introduction to the proposed replacement for SFVS, the School Resource Management Self-Assessment Checklist and Dashboard, which the DfE intend to have in place for the March 2020 submissions.

02/11/18 - Budget announcement £400m additional capital in 2018/19 - Please see here for some further information from the DfE about the additional one off monies announced in the Budget on 29 October. To emphasise - this is one off and is capital funding. We do not yet have any further information other than what is on the DfE's webpage.

30/10/18 - PE & Sports Premium AY 2018/19 (7/12ths) maintained school allocations have been published today on the Advances Updates page of BSO. The 7/12th allocations shown for each school will be included in the November Advance payment. Schools are reminded of the conditions under which this grant is allocated and the Letter to schools - Action required in response to the Internal Audit of the Primary PE & Sport Grant Premium 2017/18 - Schools are asked to read the letter (follow the link to the webpage) and to take action from the audit's main findings. The letter reminds schools of the actions required to meet the conditions of the PE and Sport Grant Premium. it also encourages schools to use the reporting template provided by the Association for Physical Education (AfPE).

19/10/18 – Change to School Funding Team allocation of schools.  Owing to staffing changes, the allocation of schools to a specific School Finance Officer has been changed temporarily.  To check your dedicated School Finance Officer, please refer to the list under Finance in the public area of BSO under the SFT Guidance menu ‘Who do I contact?’ An up-to-date list of School Funding Team and their contact details is available on the same page.  Please note the allocation is subject to change when schools are converting to Academy status.

17/10/18 - School Fund Audits – Thank you to those schools who have already submitted their 2017-18 audits.  In Quarter 3 we anticipate that most schools will be arranging the audit of Private and Voluntary accounts. By the end of December 2018 these accounts should have been audited up to either the end of the 2017-18 financial year, or the 2017-18 academic year and submitted to the School Funding Team.  Further guidance by Internal Audit (issued Sept 2015) is available in the secure area of BSO.

03/10/18 - Schools Financial Value Standard – we would like to remind you that all maintained schools are required to complete the SFVS on an annual basis.  As the review of this Standard can take some time, we recommend schools start to prepare their returns during the autumn term. Guidance notes and the required assessment template are available on the Government website.  The DfE deadline for submission is 31 March 2019, but please submit your SFVS as soon as practicable before this date.  The Council’s Internal Audit ran a course last year to assist in improving the quality of the SFVS returns and are planning to re-run the course on 4 December 2018 and details will follow shortly.

Please note that due to a clarification from DfE, any school with an academy order granted prior to this financial year (2018/19) who has not yet converted will be required to complete SFVS by 31/3/19.

01/10/18 - HCSS Software - the Teachers' Pay Scale has been updated to reflect the September 2018 Pay Award and will now apply to all live scenarios.  Please note that the Teachers Pay Grant has not been updated and will need to be processed as a manual entry (e.g. in I06).

14/09/18 - Teacher Pay Award September 2018 and Teachers Pay Grant - The DfE today has published the final 2018 Teacher Pay and Conditions guidance here together with further information about the new Teachers Pay Grant here. Once this grant has been paid to the Authority, expected later in the autumn term, we will allocate this grant to maintained schools through the advances system.

11/09/18 - Information: national deal for agency supply teachers - On 31 August 2018, the Department for Education launched a new national deal for agency supply teachers to help schools to get value for money when hiring agency workers.DfE sent an email to schools with an agency selection tool attached. The agency selection tool lets you find and compare agencies on the deal in your area. If you have not received this email, please contact the DfE at supplyteacher.deal@education.gov.uk using your school’s email address listed on get information about schools and the DfE will resend it. The tool is password protected as it contains commercially sensitive information. You must read and accept the disclaimer before you can use the tool.

11/09/18 - DfE School Resource Management Self Assessment Tool - The DfE has published a new school resource management self assessment tool and dashboard, which helps schools to look at their spending in comparison with other schools. This can be accessed here.

11/09/18 - DfE Financial Efficiency Metric Tool - the DfE has re-published and updated its Metric Tool, which calculates the financial efficiency of a school (providing a score of between 1 and 10) in order to support discussions in schools about budgeting and value for money. 31/08/18 - School Resource Management Strategy - The DFE has updated its School Resource Management Strategy.

31/08/18 - Trends in School Spending - The DfE has published an analysis of trends in school spending 2002-2016, which is a useful reference point for schools.

31/08/18 - National Procurement Deals - The DfE has updated its 'national deals' page to include 8 new procurement deals that can be accessed by schools.

28/08/18 - FOR ACTION - HCSS Subscription 2019 - Please click here (letter at the top of the page) to access the subscription form for Maintained schools to use to purchase the Access Group (HCSS) Budgeting software for 2019/20. Schools are asked to return the subscription form by Friday 19 October 2018 at the latest. Please note that academies are not able to purchase the software through the LA, but are welcome to liaise directly with the Access Group (HCSS).

27/07/18 -  Formula Funding allocations for primary and secondary schools and academies will be based on the data collected by the DfE in the October 2018 Census. This note gives more information on the data that will be used for Schools Block (Reception - Year 11) formula funding allocations, and gives a reminder of the importance of ensuring census data is accurate. Schools are specifically reminded about the recording of FSM eligibility. To protect pupils from uncertainty during the changes to free school meals (FSM) eligibility, the DfE has introduced transitional protections that mean that pupils in receipt of FSM immediately prior to 1 April 2018, and those who become eligible during Universal Credit rollout, will retain eligibility until the end of this rollout period. Following this, if they are still in education, they will continue to be eligible until the end of their phase of education. This means that schools should not remove FSM eligibility from pupils until at least 2023, continuing to offer them meals and record them as eligible on the census. 24/07/18 - Teachers' Pay Award September 2018 - The DfE has made an announcement today about the teachers' pay award at September 2018. Please click here. The DfE has also stated that an additional grant will be allocated to schools above core funding to support the costs of this award. We currently await further information on this grant.

24/07/18 - DfE Free School Meals Supplementary Grant 2018/19 - The DfE has published further details of the new FSM Supplementary Grant. Please click here. Allocations for maintained schools for 2018/19 will be calculated by the DfE and passed through the Local Authority in the advances system in February 2019.

09/07/18 - Devolved Formula Capital (DFC) - Please note we have yet to receive official notification of the DFC allocations for 2018-19 from the DfE / ESFA. We are unable to release DFC monies to schools until we have confirmation of the values to be paid. An enquiry has been lodged with the ESFA for information on the anticipated date of release. Allocation and payment information will be published here once we have confirmation.

09/07/18 - The DfE has begun to publish national procurement 'deals' for schools here. the DfE indicates that it will regularly update its web-page as new deals are agreed. Schools are recommended to regularly review these deals.

29/06/18 - Financial Classification of Schools 2018/19 Academic Year - Please click here to access the calculation of the Financial Classification of Schools for the 2018/19 academic year. This Classification places schools in categories A, B, C or D on the basis of their 2017/18 outturns and approved 3 year budgets. Letters will be sent to schools in categories A, B and C at the beginning of the autumn term. 11/06/18 - Quarterly Budget Monitoring Template 2018/19 - The template for schools to use to report their quarterly budget monitoring during 2018/19 is available to download here. Schools should use this template for Q1 / Q2 and Q3 reporting. The deadline for quarter 1 reporting is 31 July 2018.

06/06/18  - The 2017/18  Bank Adjustment calculation is now available for schools on the Advances page. Additional payments, where the Council owes the school, will be made in the week commencing 25 June. The published schedule shows where schools owe cash back to the Council. Individual letters will shortly be sent to these schools. However, we would encourage schools that owe to repay as soon as possible, having viewed the information that has now been published on-line i.e. schools do not have to wait to receive the letter to repay the amounts they owe.

31/05/18 – SFVS update – Thank you to all the maintained schools who completed the 2017-18 SFVS return by the 31 March 2018 deadline. The position statement has been signed off and submitted to the DfE and a full report will be tabled at the Schools’ Forum in July. The DfE has provided a new template for 2018-19 but there are no changes to the questions asked in the previous year, however, we request that schools use the up-to-date template.  A link to the new template on the DfE website is provided on our Audit/SFVS guidance page.  A link to the updated SFVS Guidance from Audit document is also available on this page.

25/05/18 – VAT Short Summary Reminder – those schools that are closing before the holiday and not returning until after 10 June are reminded that they should submit a VAT Short Summary to include all the May transactions at the end of the last working day of term.  (An instruction document called “Submitting a VAT Short Summary Report" is available in the VAT section of the Finance secure area).  On return to school, the full VAT submittal must be printed, remembering to select the VAT and NET options and sent to SFT immediately.

08/05/18 - Final 2017-18 SAP Reports & 2017-18 CFR Return - the final SAP reports for 2017/18 have now been released via BSO Dropbox & Galaxkey. Schools are now able to finalise and upload their CFR returns to COLLECT. Please visit the CFR page within BSO to access important information and guidance for CFR before finalising your return. Please note the deadline for submission on COLLECT is Wednesday 6 June 2018. Early submission is strongly advised. Schools not using FMS6 should contact Susan Krupinski on 01274 434173 to discuss how their return will be submitted

20/04/18 – 3rd Interim SAP Reports for March have been released today via BSO Dropbox and Galaxkey secure email. We urge schools to check the reports as a priority and notify us immediately of any significant errors or omissions.  Please be aware that we would only be able to make an adjustment for a material difference.  Internal Assets and Liabilities and Capital Balances to Nil, along with a few remaining schools' returns, are still to be processed.  Please note, therefore, these are NOT the final SAP reports. We will advise of the issue of the final SAP reports on this page as soon as the year-end processes are complete.

11/04/18 - National Employers Pay Offer Agreement - Agreement has been reached between the National Employers and the Trades Unions regarding the pay award for NJC scale employees for 2018/19 and 2019/20. The letter confirming the agreed position (and values of scale points) can be read here. The points are the same as set out in the National Employer's pay offer made in December 2017. For HCSS users, please note that the Software is set up already on the confirmed pay scales for 2018/19 (as we set up the Software based on the December pay offer). Please see the HCSS guidance notes for future updates that will be necessary to reflect that adjustment in the national scale at April 2019.

04/04/18 – HCSS update – An update has been applied to HCSS that will reflect the new inflationary factors as per the published guidance, in both new and any upgraded scenarios.  Previously the new factors were being applied only to new scenarios but HCSS has now corrected this.

01/04/18 - Scheme for Financing Schools valid from 1 April 2018 - The DfE published on 22 March 2018 some directed revisions to Local Authority Schemes. Amendments have been made to provisions 4.8 (balances of closing and replacement schools), 4.10 (loans) and 10.10 (redundancy costs) to take account of these directions. The DfE has also directed some smaller technical amendments e.g. references to Regulations in other provisions to keep the Scheme in line with the Financial Regulations. The Authority has also taken the opportunity at this time to make some small technical adjustments to the Scheme e.g. references to post titles that have changed. Bradford Local Authority's updated Scheme can be accessed here and is valid from 1 April 2018. This update is published in advance of a more significant update, to the Scheme and the Financial Regulations for Maintained Schools, a consultation for which will be published shortly.

 

QUARTER 4 BULLETINS 2017/18

29/03/18 - DfE Financial Efficiency Metric Tool - the DfE has re-published and updated its Metric Tool, which calculates the financial efficiency of a school (providing a score of between 1 and 10) in order to support discussions in schools about budgeting and value for money. 28/03/18 - DfE Workforce Budget Planning Guidance - We would like to remind schools that the DfE has published guidance (and tools) related to workforce budget planning here. This guidance has been updated on that initially published in January 2017.

28/03/18 - 2018/19 CFR Guide - The DfE has published its Consistent Financial Reporting (CFR) guide for the 2018/19 financial year. This is applicable for maintained schools. Please see here. A new E28(b) code has been introduced, specifically for the coding of payments to the Authority related to PFI. We will provide further guidance to relevant schools in due course.

27/03/18 – MARCH INTERIM SAP REPORTS – reports issued on Friday 23 March 2018 were incomplete and were removed from BSO Dropbox.  The reports have been re-run and were uploaded to BSO Dropbox yesterday.

26/03/18 – Free School Meals – the DfE has published updated guidance for Free School Meals and FSM eligibility, which is available here.  This guidance explains the April 2018 updates to the criteria used to determine pupils’ FSM eligibility.  A template letter that can be used to encourage parents and guardians to register for FSM is available here.

23/03/18 - IMPORTANT MESSAGE - MARCH INTERIM SAP REPORTS - interim SAP reports were issued via BSO Drop Box and via Galaxkey email during the morning of Friday 23 March 2018. We are aware that these reports were incomplete and we have removed them from BSO Dropbox this afternoon (23/03/18). We will re-run the reports and the replacement, complete reports will be uploaded to BSO Dropbox by 5pm on Monday 26 March 2018 at the very latest. Emails will also be resent. If you have downloaded /received the reports this morning (23/03/18) please disregard them and await the replacement reports.

22/03/18 – VAT Short Summary Reminder – those schools that are closing before the holiday and not returning until after 10 April are reminded that they should submit a VAT Short Summary to include all the March transactions at the end of the last working day of term.  (An instruction document called “Submitting a VAT Short Summary Report" is available in the VAT section of the Finance secure area).  On return to school, the full VAT submittal must be printed, remembering to select the VAT and NET options and sent to SFT no later than MONDAY 16 APRIL.  (Refer Para 5.3 and Para 7 on pages 10 and 13 of SFT’s Year-End Guidance document).
DO NOT BACKDATE ANY FURTHER TRANSACTIONS as these will not be included in the March submittal.

19/3/18 – School Capital Funding – The DfE has published a ready reckoner to enable schools to estimate their devolved formula capital (DFC) allocations for 2018/19, which can be accessed here (please scroll down the page)As in 2017/18, the DFC allocation will be calculated using a lump sum of £4,000 plus an amount per pupil of:

  • Nursery/Primary; £11.25
  • Secondary; £16.88
  • Post-16; £22.50
  • Special/PRU; £33.75

These will be the pupils on your January 2017 census.  We anticipate DFC allocations will be confirmed early in the Summer Term.

19/03/18 - FINAL Spring Term 2018 EYSFF Termly Adjustment Statements - are now available to download on the EARLY YEARS page of BSO.

19/03/18 - HCSS Additional Guidance Notes - Version 2 of the additional guidance notes has been uploaded, correcting the guidance in paragraph 24 on the manual adjustment of the employer's contribution to teacher pensions in the pay related factors page. Schools should apply this amendment only to 'all pensionable contracts' not to 'all contracts'. Apologies for this error in the guidance. Please also note that the Software has now been updated nationally by HCSS so that only the teacher pension contribution figure needs to be adjusted (the threshold values within the pay related factors page are now accurate).

14/03/18 - Release of the 2018/19 HCSS Software - We expect the 2018/19 year in the HCSS Software to go live tomorrow (Thursday 15 March) during the day. Additional guidance notes are available here. Schools are asked to read these notes in full. These have been written by School Funding Team and they set out some important manual amendments that are required within the Software. Schools should consider especially the assumptions relating to salary cost increases, as set out in the guidance.

12/03/18 - High Needs Providers Ready Reckoners 2018/19 - The ready reckoners for high needs providers (Special Schools, DSPs, ARCs, PRUs and Behaviour Centres) for the 2018/19 financial year have been published here. These enable providers to estimate their funding allocations for the monthly movement of pupils.

08/03/18 - 2nd PROVISIONAL Spring Term Adjustments Statements for Early Years Funding - updated statements have been published on the EARLY YEARS page of BSO. Please note that these statements remain provisional as we are still awaiting census data for a number of academies and therefore are unable to fully complete all the checks required before finalising the spring term funding. Please see the note at the bottom of the statement for information on the data and checks that are still outstanding. Please note the adjustments shown on these statements will be applied to the March advance. Once the outstanding census data and checks have been received and completed, any further adjustments to funding that are required will be applied to the second April 2018 advance. We will publish final and complete statements when we have all census data in and all checks completed. A news item will be published alerting schools to the publication of the final statements.

08/03/18 - HCSS Software - Schools are reminded not to open the new year ‘2018/19’ or start any new scenarios in 2018/19 or transfer any scenarios into 2018/19 until School Funding Team confirms that the new 2018/19 year update is released and is formally 'open'. We are currently testing the Software and will confirm the release date in due course next week on this BSO page.

05/03/18 – The Quarter 4 March Year-End Bank Reconciliation template is now available to download from the Year End Forms page in the secure area of BSO.  Schools are reminded that the deadline for the return, with all the additional year-end forms within the template fully completed, is Wednesday 18 April 2018.  Any school needing to declare Internal Assets or Liabilities must do so on the separate form also provided; this is due on 18 April 2018.

05/03/18 APPRENTICESHIP LEVY – Schools will be aware that there have been some technical difficulties with the development of the software to post the Apprenticeship Levy to part budget share school cost centres.  We had hoped that these issues would be resolved in time for real-time monthly posting to begin before the end of the financial year, however the LA will now need to make alternative arrangements.  Part Budget Share Schools are now advised that 11 months of charges for the Apprenticeship Levy for April 2017 to February 2018 will be posted by journal, as monthly amounts, in time to be shown on the interim SAP reports released  w/c 19 March.   The final March 2018 charge will be posted in April and schools will see this at the very latest on the Final P13 reports.  For budget purposes, we would advise schools to estimate the March amount on the basis of the February charge.

02/03/18 - PROVISIONAL Spring Term Adjustment Statements for Early Years Funding - have now been published on the Early Years page in the Secure Area of BSO. Please note these statements are provisional as not all data has yet been received and checked. Please read the notes at the foot of the statement for more information. We are aiming to publish final statements by Friday 9 March 2018 however, this is dependent on the receipt of outstanding data, in particular, academy census returns as we have not yet received the census returns for all academies.  To access the Early Years page click HERE.

23/02/18 - 2018/19 Financial Year S251 Budget Statements are now available to download HERE. Schools are asked to read the accompanying guidance notes thoroughly. Schools and academies with nursery provisions have until Monday 12 March 2018 to request amendments to the estimates of early years entitlement delivery numbers that will be used to calculate the Confirmed Indicative Budgets. Please see the note on 16 February below on the timetabe for the release of the Access Group (HCSS) software update.

23/02/18 - PVI Providers EYSFF Ready Reckoner 2018/19 - Please click here to access the Ready Reckoner for the 2018/19 financial year, which will enable PVI providers to forecast their funding allocations for the delivery of the free entitlements. As agreed, through the consultation in autumn 2017, the ready reckoner for PVI providers is being released early (at the February indicative budget stage) in replacement of publishing Confirmed Indicative Budgets that are based on the previous year's delivery numbers. This ready reckoner gives PVI providers sight of their now confirmed 2018/19 financial year rates of funding per hour and allows providers to estimate funding based on their forecasts of delivery numbers. The ready reckoners for schools and classes will be published, as usual, at the Confirmed Indicative Budget stage in March.

23/02/18 - Governor Approved Budget Reporting Template 2018-21 (Maintained Schools) - The template for schools to use to report their 2018-21 Governor Approved Budgets to the Authority is now available for schools here. Schools are asked to read the accompanying guidance notes thoroughly. The deadline for submission of budgets back to the Authority for 2018/19 is 15 May 2018. The final deadline for submission of 2nd / 3rd year budgets is 30 June 2018. The Template includes notification of each maintained school's Intended Use of Excess Balances Threshold that will be applied to revenue balances held at the end of the 2018/19 financial year at 31 March 2019. Schools are notified now of their Thresholds so that they can plan their 2018/19 budgets on this basis.

23/02/18 - High Needs Providers Delegated Budget Shares 2018/19 - A summary statement showing the 2018/19 Delegated Budget Shares for stand-alone High Needs providers can be accessed here. This statement shows the initial funding for the Place-Led Element only and is published in advance of the more detailed monthly calculation statements, which will be available for the new year shortly after the 10 April 2018. A Ready Reckoner, which will enable stand-alone high needs settings to estimate their full year 2018/19 high needs funding will be available towards the end of March (the 10 March monthly census, and final full year 2017/18 allocations, are needed in order to finalise the 2018/19 funding calculations).

23/02/18 - A general alert warning schools about fraud has been published by the DfE, which can be accessed here (item no.7 in the bulletin). Schools are asked to take note of the NFIB guidance and to ensure that staff are aware of this.

16/02/18 – SFVS submission REMINDER – Maintained schools are reminded of the requirement to complete the Schools Financial Value Statement (SFVS) by 31 March 2018.  Guidance from Internal Audit can be found on the SFT Guidance page for Audit advice.  Further information can be found on the DfE website.  We request that schools submit returns to the School Funding Team as soon as possible in advance of the deadline.  A reminder has also been included in the year-end guidance for schools.

16/02/18 - Publication of 2018/19 Formula Funding Allocations - Subject to the approval of Council on Thursday 22 February the S251 Budget Statements for 2018/19 will be published on this website on Friday 23 February. The template that maintained schools are required to use to submit to the Authority their governor approved budgets for 2018-2021, and guidance, will also be published on this day. This template will show schools their Intended Use of Balances thresholds for the end of the 2018/19 financial year.

16/02/18 - Release of 2018/19 Access Group (HCSS) Budgeting Software - We are currently working with the Access Group (HCSS) on the 2018/19 budgeting software. We expect the updated pre-populated 2018 scenario to be released for schools mid March (the 2017 software was released on 15 March 2017). We will keep schools informed through this webpage. Schools are reminded not to open the new year ‘2018/19’ or transfer any scenarios into it until School Funding Team confirms that the new 2018/19 year update is released and is formally 'open'.

14/02/18 - Consultation on Eligibility for Free School Meals & Early Years Pupil Premium under Universal Credit - Government has released details of the outcome of the consultation including a summary of responses and the next steps govenment intend to take as a result of the consultation. Changes to regulations and revised earnings threshold are planned to come into force from April 2018. Schools are encouraged to read the document as it may prove helpful when undertaking eligibility checks and offering advice to parents. To access the document on the GOV.UK website click HERE. Please note that where a school is shown on the timetable from Bradford Aquatics as using a pool and transport during Period 1 the assumption is that this is for every week of Period 1, and where a school is shown on the timetable from Bradford Aquatics as using a pool and transport during Period 2 the assumption is that this is for every week of period 2.  Please note we have only session information at this time - we do not yet have the cost of the swimming transport. We expect to publish the cost by the end of February 2018.

05/02/18 - Intended Use of Excess Balances Reporting 31 March 2018 (IUB reporting) - Please click here to access the information and reporting template for Intended Use of Excess Balances reporting for balances to be held at 31 March 2018. The template includes pre-populated forecasted revenue carry forward balances taken from school Quarter 3 Budget Monitoring returns. The deadline for all IUB submissions is 31 March 2018. You are advised to read the guidance provided within the letter and the template (including the flow chart) as well as the full Surplus Balances Protocol.

24/01/18 - West Yorkshire Pension Fund Lump Sum Charge for 2017/18 - the cost has now been calculated and charged to both part budget share and full budget share schools as a journal on SAP. In line with the CFR Framework the charge has been coded to E08 - Other Employee Expenses and will appear on the KSB1 SAP report for January. Schools must ensure this journal is posted on your FMS6 / accounts system. To recoup the cash we will adjust the February advances payments schools will receive by the value of the charge for your school. This deduction will be shown on the February Advances Schedule under the 'Centrally Paid Costs (Deductions From Payments)' section.

22/01/18 - The 2017/18 Year End Guidance document is now available to download from the YE Forms page. Information regarding the templates for completion and their deadline dates are also available here. Please note the deadline for submission of the Year End Bank Reconciliation Return, including assets, liabilities and other statutory information is Wednesday 18 April 2018. Schools are urged to read the guidance and familiarise themselves with the requirements and deadlines for year end as soon as possible. 15/01/18 - The Local Government Pay Offer is currently being consulted on and we would like to ensure that schools are aware of the formal pay offer that has been made.  A copy of the offer is available HERE .  More detailed guidance for schools on pay related matters will be provided as normal, in the guidance notes that will accompany the governor approved budget reporting template to be published at the end of February.

10/01/18 - Early Years (EYSFF) Technical Statement for 2018/19 is now available to download from the Early Years page of BSO Secure Area. The document details how we anticipate funding will be allocated in the 2018/19 financial year. Please note this is subject to final ratification by Council Executive on 22 February 2018.

08/01/18 - Year End Forms for early submission - two specific templates are now available on the secure area of BSO requiring early submission. All schools must complete the template ''Capital Leases & Heritage Assets Year End Template'' by Wednesday 28 February 2018. Only those school using external payroll providers (i.e. not Bradford Council Payroll Services) are required to complete the form "External Payroll Providers Year End Template". This must also be completed and submitted by Wednesday 28 February 2018. Please follow the guidance within each template to ensure each form is submitted in the correct manner. 08/01/18 – The Quarter 4 (Jan-Feb) Bank Reconciliation template is now available to download from the secure area of BSO.  School Funding requests that the January and February bank reconciliation return is submitted as early as possible.  Returns can be submitted monthly, or for the two months together.  The March year-end return will be posted on BSO once it has been finalised.

02/01/18 - Additional Grant Funding 2018/19 - the DfE has notified of the following re. additional grant funding in 2018/19:

  • The grant for universal infant free school meals (UIFSM) continues at a meal rate of £2.30 for the 2018 to 2019 academic year. Further details will be available in 2018.
  • The year 7 catch-up premium continues in financial year 2018 to 2019. Further details will be available in 2018.
  • The primary PE and sport premium continues in academic year 2018 to 2019 at the current level of £320 million per year. Further details will be available in 2018. ESFA will continue to advise schools on sustainable and effective ways to use the premium.
  • Please see the note 19/12/17 below for information on Pupil Premium.

QUARTER 3 BULLETINS 2017/18

19/12/17 - Pupil Premium Grant 2018/19 Rates and Conditions of Grant - the rates for 2018/19 have now been confirmed. Rates for FSM and Service children remain as per 2017/18. Rates for Looked After Children (LAC) and Post Looked After Children (Post LAC) increase to £2300 per child from April 2018. 19/12/17 - Pupil Premium Grant 2017/18 REVISED allocations - Adjustments to allocations to account for pupils eligible for PPG under both the Free Schools Meals (FSM) and Looked After Children (LAC) criteria have been announced by the ESFA. Where a pupil qualifies for both the school will receive only the Looked After Children element of the funding (£467 per term paid via the LA). 12/12/17 – Deadline reminder for School Fund Audits – 31 December 2017 –  Thank you to those schools who have already submitted their 2016-17 audits, however, a significant number are still outstanding.  In Quarter 3 most schools will have arranged the audit of Private and Voluntary accounts. By the end of December 2017 these accounts should have been audited up to either the end of the 2016-17 financial year, or the 2016-17 academic year and submitted to the School Funding Team.

10/10/17 - SFVS Training 27 November 2017 - Representatives from Internal Audit are delivering a training and awareness session on the requirements of the Schools Financial Value Standard (SFVS).  This training is essential for Governors involved in the completion of the SFVS assessment form.
Pleaes note that due to a clarification from DfE, any school with an academy order granted prior to this financial year (2017/18) who has not yet converted will be required to complete SFVS by 31/3/18.

21/09/17 – Email encryption – Bradford Council is moving from the Egress-Switch email encryption service by a new data protection system called Galaxkey.  School Funding Team members have been notified by IT that our phase of the migration will be effective during week commencing 25 September.  You will require access to a Galaxkey account in order to access any encrypted messages from the Council.  You can set this up now, or just follow the instructions contained in the first secure email you receive from us.  Please read the explanatory letter here and the Galaxkey instructions here.

08/09/17 - Schools Financial Value Standard – we would like to remind you that all maintained schools are required to complete the SFVS on an annual basis.  As the review of this Standard can take some time, we recommend schools start to prepare their returns during the autumn term. Guidance notes and the required assessment template are available on the Government website.  The DfE deadline for submission is 31 March 2018, but please submit your SFVS as soon as practicable before this date.  The Council’s Internal Audit ran a course last year to assist in improving the quality of the SFVS returns and are planning to re-run the course on 27 November 2017.  Look out for further details.

06/09/17 – Changes to School Funding Team allocation of schools.  Owing to the current staff vacancy, the allocation of schools to a specific School Finance Officer has been changed temporarily, pending the new appointment.  To check your dedicated School Finance Officer, please refer to the list under Finance in the public area of BSO under the SFT Guidance menu ‘Who do I contact?’ An up-to-date list of School Funding Team and their contact details is available on the same page.  Please note the allocation is subject to change when schools are converting to Academy status.

04/09/17 - Please click here (letter at the top of the page) to access the subscription form for Maintained schools to use to purchase the Access Group (HCSS) Budgeting software for 2018/19. Schools are asked to return the subscription form by Friday 3 November 2017 at the latest. Academies are not able to purchase the software through the LA, but are welcome to liaise directly with the Access Group (HCSS).

14/08/17 -  Formula Funding allocations for primary and secondary schools and academies will be based on the data collected by the DfE in the October 2017 Census. This note gives more information on the data that will be used for Schools Block (Reception - Year 11) formula funding allocations, and gives a reminder of the importance of ensuring census data is accurate.

14/08/17 - Year 7 Literacy & Numeracy Guidance for Schools for 2017-18 - is now available on GOV.UK. Click HERE to access the page on GOV.UK. The guidance states 'In 2017-18, we will allocate funding to schools on the basis that they receive the same overall amount of year 7 catch up premium funding they received in 2016-17. It will be adjusted to reflect the percentage change in the size of their year 7 cohort, based on the October 2017 census. Payments will be made to maintained schools in the March 2018 advances.

21/07/17 – VAT Submittal reminder: July VAT submittals received within the deadline of 10 August will be reimbursed in August.  If your school is closed for the summer holidays and you are unable to run the return between 1 and 10 August, we recommend you print a VAT SHORT SUMMARY to include all the July transactions AT THE END OF THE LAST WORKING DAY, remembering to select the VAT and NET option before printing.  Send this Short Summary report to the School Funding Team by fax to 01274 435054, or scan and email to schoolfundingteam@bradford.gov.uk.

If you submit a VAT Short Summary, you must remember to run the VAT Submittal report immediately on your return to school in September to close the period, then run the return for August and submit BOTH to the School Funding Team, (even if the August return is a nil return).

Final deadlines:
SIGNED VAT Submittals for July are required no later than 10 September.
SIGNED VAT Submittals for August (even if nil returns) are required by 10 September

20/07/17 - Payment of Devolved Formula Capital Allocations 2017/18 - The 2017-18 Devolved Formula Capital grant (DFC) allocations will be in school bank accounts on Thursday 27 July. Schools receiving the grant via the LA should record it as INCOME to CI01 using the Cash Book Journal process on FMS6 (or equivalent if using a different accounts package). 06/07/17 - Informal Consultation - Early Years - Counting, Data Collection and Payment arrangements for autumn term 2017 and spring term 2018 (September 2017 to March 2018) Please visit the Consultation Page to access the informal consultation document. 30/06/17 - Financial Classification of Schools 2017/18 Academic Year - Please click here to access the calculation of the Financial Classification of Schools for the 2017/18 academic year. This Classification places schools in categories A, B, C or D on the basis of their 2016/17 outturns and approved 3 year budgets. Letters will be sent to schools in categories A, B and C at the beginning of the autumn term. 29/06/17 - Summer Term 2017 Early Years Funding Adjustment Statements are now available to download from the Secure Area of BSO. Click HERE to access the page. Adjustments will be applied in July for PVI providers. Adjustments will be applied in September for schools.

19/06/17 - CFR 2016/17 - FINAL REPORT REMINDER - There are still around 40 paper copies of school CFR returns outstanding. Please ensure that a copy of your Final CFR report for 2016/17 is sent to School Funding by 30 June 2017. The hard copy of the Final CFR must be signed by the Head Teacher and can be scanned and emailed to schoolfundingteam@bradford.gov.uk.

12/06/2017 - Quarterly Budget Montoring Template 2017/18 - The template for schools to use to report their quarterly budget monitoring during 2017/18 is available to download here. Schools should use this template for Q1 / Q2 and Q3 reporting. The deadline for quarter 1 reporting is 31 July 2017.

25/05/2017– VAT Short Summary Reminder – those schools that are closing on 26 May and not returning until 12 June are reminded that they should submit a VAT Short Summary on the last day of term.  (An instruction document called “Submitting a VAT Short Summary Report” is available in the VAT section of the Finance secure area).  On return to school, FMS6 MUST NOT be used until the full VAT submittal has been run, which should be sent to SFT no later than Tuesday 13 June.  For all schools that are not closed for a full two weeks during Spring Bank holiday, authorised VAT submittals must be submitted by the 10 June deadline as normal.

24/05/2017 - 2016/17 CFR Returns - Schools are reminded that the deadline for submission of CFR Returns to COLLECT direct from FMS6 is Wednesday 7 June 2017.

Please note that CFR Returns for individual schools will not be approved on COLLECT until ALL returns have been checked and validated. When the checks are completed and all returns are deemed accurate and acceptable they will all be approved simultaneously.

23/05/2017 - Devolved Formula Capital (DFC) Allocations for 2017-18 - have now been announced for those schools receiving their DFC via the LA. Payments will be made to schools in July 2017. To access the list of allocations for 2017-18 please visit the CAPITAL PAGE in the Secure Area of BSO.

18/05/2017 – SFVS update – Thank you to all the maintained schools who completed the 2016-17 SFVS return by the 31 March 2017 deadline.  The position statement has been signed off and submitted to the DfE and a full report will be tabled at the Schools’ Forum in July.  The DfE have provided a new template for 2017-18, but there are no changes to the questions being posed. A link to the new template on the DfE website is provided on our Audit/SFVS guidance page.

17/05/2017 - Apprenticeship Levy Code has now been created on SAP in readiness for the charging of costs to schools. The code is 5340 and should be mapped to CFR category E08 in accordance with the 2017-18 CFR Framework. Schools should add this ledger code to their FMS6 / other accounts system now. Please ensure the code is also mapped to E08 in CFR to ensure the costs are included in your CFR report. Schools needing support on how to add the ledger code, how to link it to a cost centre and mapping to CFR on FMS6 / other accounts system should contact their FMS6 support provider. School Funding Team are unable to advise on this.

11/05/2017 - The 2016/17 Bank Adjustment calculation is now available for schools on the Advances page. Additional payments, where the Council owes the school, will be made in the week commencing 21 May. The published schedule shows where schools owe cash back to the Council. Individual letters will shortly be sent to these schools. However, we would encourage schools that owe to repay as soon as possible, having viewed the information that has now been published on-line i.e. schools do not have to wait to receive the letter to repay the amounts they owe.

04/05/17 - Final 2016-17 SAP Reports & 2016-17 CFR Return - the final SAP reports for 2016/17 have now been released via BSO Dropbox. Schools are now able to finalise and upload their CFR returns to COLLECT. Please visit the CFR page within BSO to access important information and guidance for CFR before finalising your return. Please note the deadline for submission on COLLECT is Wednesday 7 June 2017. Early submission is strongly advised. Schools not using FMS6 should contact Dawn Haigh on 01274 433775 to discuss how their return will be submitted.

26/04/17 - FINAL INTENDED USE OF EXCESS BALANCES STATEMENT MARCH 2017 BALANCES - The final statement, which shows the position of schools vs. their Intended Use of Excess Balances Thresholds at 31 March 2017 is now available to download here. Schools are advised to review this Statement and to share it with governors.

25/04/17 - Changes to PE & Sports Grant AY 2017-18 - we have received a number of enquiries from schools regarding an increase to the grant allocations for the 2017-18 academic year as a result of the introduction of The Soft Drink Industry Levy. At present, we have not received any specific information from the DFE on the proposed changes to the grant. However, we are aware of a report published on www.parliament.uk in January 2017 detailing the allocation of funding from the income generated by the levy. Schools may find the article informative. 12/04/2017 – CODE NOT VALID - SEE NEWS ITEM 25/04/17 - Unique Taxpayer Reference (UTR) – In order to register as a provider for Tax Free Childcare, schools have been asked to provide the Council’s UTR.  We now have further information to the previous advice in November 2016 and a UTR can be set up for Local Authorities.  The Bradford Council UTR number – and postcode -  you should use is:

31/03/2017 - HCSS Guidance Notes - Teachers Main Scale - it has been brought to our attention that within Bradford, teachers move from scale point 5 directly to point 6b, bypassing scale point 6. the automatic incremental rise within HCSS will not account for this. Please read the guidance notes on the HCSS page on how to edit those contracts showing as scale point 6 instead of scale point 6b. If you have specific questions on terms and conditions or specific teacher contracts within your school please contact your HR officer.

22/03/2017 - HCSS Budgeting Software: National Funding Formula 3% Floor Protection Funding Tool - primary and secondary schools purchasing the Bradford customised version of HCSS through the LA should use this tool to estimate the additional funding they will receive in future years under the proposed National Funding Formula (NFF). Further information will be provided once the final details of the NFF are confirmed (expected to be in the summer). The tool is accessible from the HCSS Guidance page here on BSO.

16/03/2017 - Early Years Funding Ready Reckoner 2017/18 - Please click here to access the Ready Reckoner, which enables schools and settings to forecast the funding impact of changes to their termly counted nursery pupil numbers during the 2017/18 financial year. The ready reckoner is based on the confirmed indicative budgets.

SFT has received notification this morning from HCSS that there has been a technical issue with the release of the new year and they were unaware until this morning. 13/03/2017 - High Needs Providers Ready Reckoner 2017/18 - The ready reckoners for high needs providers (Special Schools, DSPs, ARCs, PRUs and Behaviour Centres) for the 2017/18 financial year have been published here. These enable providers to estimate their funding allocations for the monthly movement of pupils.

13/03/2017 - HCSS Budgeting Software for 2017/18 - please be aware that School Funding Team are still in the process of updating and testing the HCSS software for 2017/18, so you should not be upgrading any scenarios as of yet. We are currently working with HCSS to get this out as soon as possible this week. We are slightly delayed due to the fact that we are trying to replicate the National Funding Formula as much as possible, so schools do not have as much to work out for future years. For now, you can work in 2016/17 scenarios, and then you will be able to pull these into 2017/18 as soon as it is released.

06/03/17 – The Quarter 4 March Year-End Bank Reconciliation template is now available to download from the Year End Forms page in the secure area of BSO.  Schools are reminded that the deadline for the return, with all the additional year-end forms within the template fully completed is Wednesday 5 April 2017.  Any school needing to declare Internal Assets or Liabilities must do so on the separate form also provided.

Recent Academy converters must complete the year-end returns within the deadline, but are not required to complete the additional sheets held within the return.

01/03/2017 - HCSS Budgeting Software for 2017/18 - please be aware that School Funding Team are still in the process of testing the HCSS software for 2017/18, so you should not be upgrading any scenarios as of yet. If you do create / upgrade a scenario in the new year, then it will be overwritten when we have finished the testing. A further note will be added here once the software is finalised and ready to be used for 2017/18.

24/02/2017 - Year 7 Catch Up Premium Allocations for 2016-17 have now been published for MAINTAINED schools. To access the list please visit the Advances page by clicking HERE. Allocations will be paid in the March 2017 advances. Academies and Free schools will receive their allocations direct from the EFA.

24/02/2017 - 2017/18 S251 Budget Statements are now available to download for Primary, Secondary, Academies, Nurseries and PVI settings from the Secure Access area of BSO. To access the S251 Budget Statements and guidance notes please click HEREPlease read the guidance notes thoroughly in conjunction with your budget statement to ensure you are aware of how your budget has been calculated. Early Years providers have until Monday 13 March 2017 to revise their termly numbers for 2017/18.

24/02/2017 - High Needs Providers Delegated Budget Shares 2017/18 - A summary statement showing the 2017/18 Delegated Budget Shares for stand-alone High Needs providers can be accessed here. This statement shows the initial funding for the Place-Led Element only and is published in advance of the more detailed monthly calculation statements, which will be available for the new year shortly after the 10 April 2017. A Ready Reckoner, which will enable stand-alone high needs settings to estimate their full year 2017/18 high needs funding will be available towards the end of March (the 10 March monthly census, and final full year 2016/17 allocations, are needed in order to finalise the 2017/18 funding calculations).

21/02/2017 - Governor Approved Budget Reporting Template 2017-20 (Maintained Schools) - The template for schools to use to report their 2017-20 Governor Approved Budgets to the Authority is now available for schools here. Schools are asked to read the accompanying guidance notes thoroughly. The deadline for submission of budgets back to the Authority for 2017/18 is 15 May 2017. The final deadline for submission of 2nd / 3rd year budgets is 30 June 2017. The Template includes notification of each maintained school's Intended Use of Excess Balances Threshold that will be applied to revenue balances held at the end of the 2017/18 financial year at 31 March 2018. Schools are notified now of their Thresholds so that they can plan their 2017/18 budgets on this basis.

09/02/2017 - A template showing the Illustrative Impact of the National Funding Formula (NFF) based on the proposals in the DfE's current consultation is now available for schools and academies on the School Budget Statements page.

03/02/2017 - Intended Use of Excess Balances Reporting 31 March 2017 (IUB reporting) - Please click here to access the information and reporting template for Intended Use of Excess Balances reporting for balances to be held at 31 March 2017. The template includes pre-populated forecasted revenue carry forward balances taken from school Quarter 3 Budget Monitoring returns. The deadline for all IUB submissions is 31 March 2017. You are advised to read the guidance provided within the letter and the template (including the flow chart) as well as the full Surplus Balances Protocol.

25/01/17 - Swimming Transport for 2016-17 - REMINDER - The number of sessions we plan to charge for have been published on the Swimming Transport page of BSO.   You have until Friday 10 February 2017 to notify Dawn Haigh of any error in the number of sessions calcuated for you school. Please email details to Dawn.haigh@bradford.gov.uk.

Please note that where a school is shown on the timetable from Bradford Aquatics as using a pool and transport during Period 1 the assumption is that this is for every week of Period 1 (20 weeks).

Where a school is shown on the timetable from Bradford Aquatics as using a pool and transport during Period 2 the assumption is that this is for every week of period 2 (18 weeks) - with the exception of Eccleshill Pool users where this is counted for 6 weeks only due to the closure of the pool at Easter 2017.

If you are not using the pool and transport for the full 20 weeks / 18 weeks please email Dawn Haigh to advise how many weeks you will not be using the facilities during Period 1 and/or Period 2.

 Please note we have only session information at this time - we do not yet have the cost of the swimming transport. We expect to publish the cost by the end of February 2017.

19/01/17 - 2016-17 Year End Guidance document - now available to download from the YE Forms page. Information regarding the templates for completion and their deadline dates are also available here. Please note the deadline for submission of the Year End Bank Reconciliation Return , including assets, liabilities and other statutory information is Wednesday 5 April 2017. Schools are urged to read the guidance and familiarise themselves with the requirements and deadlines for year end as soon as possible. The BMDC Internal Assets & Liability Template is also available on the same page. The March/YE Bank Reconciliation template will be published in due course.

18/01/17 - Early Years (EYSFF) Technical Statement 2017-18 is now available to download from the Early Years page of BSO Secure Area. The document details how we anticipate funding will be allocated in the 2017-18 financial year. Please note this is subject to final ratification by Council Executive on 23 February 2017.

04/01/17 - Updated Timetable for the Publication of Budgets for Schools for the 2017/18 financial year. Please also note that the 2017/18 HCSS Budgeting Software release is planned for the end of February 2017, shortly after the first publication of budget statements.

04/01/17 – The Quarter 4 (Jan-Feb) Bank Reconciliation template is now available to download from the secure area of BSO.  School Funding requests that the January and February bank reconciliation return is submitted as early as possible.  Returns can be submitted monthly, or for the two months together.  The March year-end return will be posted on BSO once it has been finalised.

04/01/17 - Year End Forms for early submission - two specific templates are now available on the secure area of BSO requiring early submission. All schools must compelte the template ''Capital Leases & Heritage Assets Year End Template'' by Tuesday 28 February 2017. Only those school using external payroll providers (i.e. not Bradford Council Payroll Services) are required to complete the form "External Payroll Providers Year End Template". This must also be completed and submitted by Tuesday 28 February 2017. Please follow the guidance within each template to ensure each form is submitted in the correct manner. 22/12/16 - National Funding Formula Consultation - There was a very significant announcement about National Funding Formula for primary and secondary schools made by the DfE on 14 December. This can be accessed here. You will also be able to pick up information regarding your own school through the COLLECT website. We are currently analysing the impact on schools in more detail. Further information will initially be presented to the Schools Forum on 11 January (which schools can pick up from the website) and we will be talking more with schools about impact in due course.

19/12/16 - Pupil Premium Grant 2016-17 December Update - Adjustments to allocations to account for pupils eligible for PPG under both the Free School Meals (FSM) criteria and the Looked After Child criteria have been applied by the DfE. Where a pupil qualifies for both the school will receive only the Looked After Child allocation of £1900 (paid termly). Where a school has also already received the FSM allocation in their initial 2016-17 funding for this pupil(s), this amount is deducted from the grant allocation to avoid double funding (Primary £1320 / Secondary £935). 28/11/16 – REMINDER Changing to Full Budget Share – All schools in Bradford have their own bank accounts and have the option to receive either a full or part budget share.  There are still some places available for Full Budget Share status for the 2017-2018 financial year.  Applications must be received in writing by 1 January 2017.  For full details of changing to full budget share, please click here.

18/11/16 – SFVS submission REMINDER – Maintained schools are reminded of the requirement to complete the Schools Financial Value Statement (SFVS) by 31 March 2017.  Guidance from Internal Audit can be found on the SFT Guidance page for Audit advice.  Further information can be found on the DfE website.  As the annual review of this Standard can take some time, we recommend schools ensure this process is underway to meet the deadline for submission to the School Funding Team.  A reminder will also be included in the year-end guidance for schools.

17/11/16 – Unique Taxpayer Reference (UTR) - HM Government Tax Free Childcare service have sent letters to schools about signing up for the service, asking for the school UTR number.  Please be aware that a public body such as the Council does not have a UTR, these are issued ONLY to individuals who register for Self-Assessment or for a Limited Company.  This new service will have to treat maintained schools differently, so you may need to contact the letter writer to leave details of your school, which Authority and a URN number so they can get back to you with further information on how to register.

17/11/16 - School Fund Audits – Thank you to those schools who have already submitted their 2015-16 audits.  In Quarter 3 we anticipate that most schools will be arranging the audit of Private and Voluntary accounts. By the end of December 2016 these accounts should have been audited up to either the end of the 2015-16 financial year, or the 2015-16 academic year and submitted to the School Funding TeamFurther guidance (issued Sept 2015) is available in the secure area of BSO.

26/09/16 - PE & Sport Premium 2016-17 - The Conditions of Grant have been punblished by the DfE for the PE & Sport Premium for the 2016-17 academic year. Individual school allocations have not yet been notified to the LA but details will be posted here once these are available. Schools can use the Conditions of Grant to estimate their funding allocation for the 2016-17 academic year.

23/09/16 - How much are you spending on Early Years Free Entitlement Provision? Please click here. This is a re-publication of the Ready Reckoner (originally published in 2014), which helps schools with nursery provision to identify the extent of cross over between funding and spending in early years and primary-aged provision. As levels of funding, both early years and primary, begin to change as the Government introduces its National Funding Formula proposals across 2017-2019, it is important that schools understand how they are allocating the funding that is earmarked, but not ring-fenced, for early years provision. This information will help schools in taking budget decisions in response to funding changes.

21/09/16 - The consultation document and appendices outlining the proposals regarding the funding formulae for primary and secondary schools and academies in 2017/18 are available here. Please ensure you download items 1 - 5 to include the document as well as appendices 1 - 4. The deadline for responses to this consultation is Friday 14 October 2016. Schools and academies are encouraged to read the consultaton document and to use the information to consider the likely impact of the 1.5% funding reduction, applied to pupil-led factors on their school / academy budget.

21/09/216 - Schools Forum Membership and Procedures -  At its meeting on 21 September, the Schools Forum agreed its work programme, membership arrangements and meetings procedures for the coming academic year. these can ben accessed here. This included agreement for an interim membership arrangement for the period September 2016 to April 2017. 20/09/16 - Subscription to the HCSS School Budgeting Software for 2017/18 - Maintained schools should click on the link to access a copy of the letter inviting maintained schools to purchase the HCSS Budgeting software for 2017/18. Schools are asked to return the subscription form by Friday 4 November 2016 at the latest. Academies are not able to purchase the software through the LA, but are welcome to liaise directly with HCSS.

16/09/15 - Schools Financial Value Standard – we would like to remind you that all maintained schools are required to complete the SFVS on an annual basis.  As the annual review of this Standard can take some time, we recommend schools start to prepare their returns during the autumn term. Guidance notes and the required assessment  template are available on the EFA website.  The DfE deadline is 31 March 2017, but please submit your SFVS as soon as practicable before this date.  The Council’s Internal Audit ran a course last year to assist in improving the quality of the SFVS returns and are hoping to re-run the course later in the Autumn Term.  Look out for further details.

06/09/16 - Letter to schools - Action required in response to the Internal Audit of the Primary PE & Sport Premium 2015/16 - this communication is intended to make all maintained schools aware of the audit's main findings and to remind schools of the actions required to meet the conditions of the PE and Sport Premium.

05/09/16 -  Formula Funding allocations for primary and secondary schools and academies will be based on the data collected by the DfE in the October 2016 Census. This note gives more information on the data that will be used for Schools Block (Reception - Year 11) formula funding allocations, and gives a reminder of the importance of ensuring census data is accurate.

30/08/16 – Review of School Funding Team duties and allocation of schools.  Owing to recent staffing changes, the workload within the School Funding Team has been reviewed and re-allocated, including the allocation of schools to a specific School Finance Officer.  To check your dedicated School Finance Officer, please refer to the list under Finance in the public area of BSO under the SFT Guidance menu ‘Who do I contact?’ An up-to-date list of School Funding Team and their contact details is available on the same page.
