QUARTER 4 BULLETINS 2016/17

24/02/2017 - Year 7 Catch Up Premium Allocations for 2016-17 have now been published for MAINTAINED schools. To access the list please visit the Advances page by clicking HERE. Allocations will be paid in the March 2017 advances. Academies and Free schools will receive their allocations direct from the EFA.

24/02/2017 - 2017/18 S251 Budget Statements are now available to download for Primary, Secondary, Academies, Nurseries and PVI settings from the Secure Access area of BSO. To access the S251 Budget Statements and guidance notes please click HEREPlease read the guidance notes thoroughly in conjunction with your budget statement to ensure you are aware of how your budget has been calculated. Early Years providers have until Monday 13 March 2017 to revise their termly numbers for 2017/18.

24/02/2017 - High Needs Providers Delegated Budget Shares 2017/18 - A summary statement showing the 2017/18 Delegated Budget Shares for stand-alone High Needs providers can be accessed here. This statement shows the initial funding for the Place-Led Element only and is published in advance of the more detailed monthly calculation statements, which will be available for the new year shortly after the 10 April 2017. A Ready Reckoner, which will enable stand-alone high needs settings to estimate their full year 2017/18 high needs funding will be available towards the end of March (the 10 March monthly census, and final full year 2016/17 allocations, are needed in order to finalise the 2017/18 funding calculations).

21/02/2017 - Governor Approved Budget Reporting Template 2017-20 (Maintained Schools) - The template for schools to use to report their 2017-20 Governor Approved Budgets to the Authority is now available for schools here. Schools are asked to read the accompanying guidance notes thoroughly. The deadline for submission of budgets back to the Authority for 2017/18 is 15 May 2017. The final deadline for submission of 2nd / 3rd year budgets is 30 June 2017. The Template includes notification of each maintained school's Intended Use of Excess Balances Threshold that will be applied to revenue balances held at the end of the 2017/18 financial year at 31 March 2018. Schools are notified now of their Thresholds so that they can plan their 2017/18 budgets on this basis.

14/02/2017 - Costs for Swimming Transport 2016-17 - costs have now been published for the period September 2016 - July 2017. To access the list visit the Swimming Transport page by clicking HERE

09/02/2017 - A template showing the Illustrative Impact of the National Funding Formula (NFF) based on the proposals in the DfE's current consultation is now available for schools and academies on the School Budget Statements page.

03/02/2017 - Intended Use of Excess Balances Reporting 31 March 2017 (IUB reporting) - Please click here to access the information and reporting template for Intended Use of Excess Balances reporting for balances to be held at 31 March 2017. The template includes pre-populated forecasted revenue carry forward balances taken from school Quarter 3 Budget Monitoring returns. The deadline for all IUB submissions is 31 March 2017. You are advised to read the guidance provided within the letter and the template (including the flow chart) as well as the full Surplus Balances Protocol.

25/01/17 - Swimming Transport for 2016-17 - REMINDER The number of sessions we plan to charge for have been published on the Swimming Transport page of BSO.   You have until Friday 10 February 2017 to notify Dawn Haigh of any error in the number of sessions calcuated for you school. Please email details to Dawn.haigh@bradford.gov.uk.

Please note that where a school is shown on the timetable from Bradford Aquatics as using a pool and transport during Period 1 the assumption is that this is for every week of Period 1 (20 weeks).

Where a school is shown on the timetable from Bradford Aquatics as using a pool and transport during Period 2 the assumption is that this is for every week of period 2 (18 weeks) - with the exception of Eccleshill Pool users where this is counted for 6 weeks only due to the closure of the pool at Easter 2017.

If you are not using the pool and transport for the full 20 weeks / 18 weeks please email Dawn Haigh to advise how many weeks you will not be using the facilities during Period 1 and/or Period 2.

 Please note we have only session information at this time - we do not yet have the cost of the swimming transport. We expect to publish the cost by the end of February 2017.

19/01/17 - 2016-17 Year End Guidance document - now available to download from the YE Forms page. Information regarding the templates for completion and their deadline dates are also available here. Please note the deadline for submission of the Year End Bank Reconciliation Return , including assets, liabilities and other statutory information is Wednesday 5 April 2017. Schools are urged to read the guidance and familiarise themselves with the requirements and deadlines for year end as soon as possible. The BMDC Internal Assets & Liability Template is also available on the same page. The March/YE Bank Reconciliation template will be published in due course.

18/01/17 - Early Years (EYSFF) Technical Statement 2017-18 is now available to download from the Early Years page of BSO Secure Area. The document details how we anticipate funding will be allocated in the 2017-18 financial year. Please note this is subject to final ratification by Council Executive on 23 February 2017.

04/01/17 - Updated Timetable for the Publication of Budgets for Schools for the 2017/18 financial year. Please also note that the 2017/18 HCSS Budgeting Software release is planned for the end of February 2017, shortly after the first publication of budget statements.

04/01/17 – The Quarter 4 (Jan-Feb) Bank Reconciliation template is now available to download from the secure area of BSO.  School Funding requests that the January and February bank reconciliation return is submitted as early as possible.  Returns can be submitted monthly, or for the two months together.  The March year-end return will be posted on BSO once it has been finalised.

04/01/17 - Year End Forms for early submission - two specific templates are now available on the secure area of BSO requiring early submission. All schools must compelte the template ''Capital Leases & Heritage Assets Year End Template'' by Tuesday 28 February 2017. Only those school using external payroll providers (i.e. not Bradford Council Payroll Services) are required to complete the form "External Payroll Providers Year End Template". This must also be completed and submitted by Tuesday 28 February 2017. Please follow the guidance within each template to ensure each form is submitted in the correct manner. 22/12/16 - National Funding Formula Consultation - There was a very significant announcement about National Funding Formula for primary and secondary schools made by the DfE on 14 December. This can be accessed here. You will also be able to pick up information regarding your own school through the COLLECT website. We are currently analysing the impact on schools in more detail. Further information will initially be presented to the Schools Forum on 11 January (which schools can pick up from the website) and we will be talking more with schools about impact in due course.

21/12/16 - Pupil Premium Grant 2017-18 - Rates for the 2017-18 financial year remain the same as in 2016-17. For informaion on these rates and to access a link to the 2017-18 Conditions of Grant document please visit the BSO Pupil Premium page by clicking  HERE.

19/12/16 - Pupil Premium Grant 2016-17 December Update - Adjustments to allocations to account for pupils eligible for PPG under both the Free School Meals (FSM) criteria and the Looked After Child criteria have been applied by the DfE. Where a pupil qualifies for both the school will receive only the Looked After Child allocation of £1900 (paid termly). Where a school has also already received the FSM allocation in their initial 2016-17 funding for this pupil(s), this amount is deducted from the grant allocation to avoid double funding (Primary £1320 / Secondary £935). A list of revised allocations has been uploaded to the Advances Updates page. To access this page click HERE. Adjustments will be applied to the January 2017 advances payment.

14/12/16 - January 2017 Census - Schools and PVI providers are reminded the date for the Spring Census is Thursday 19 January 2017.

08/12/16 - Invoices for HCSS Budgeting 2017/18 - Please be aware that there has been a delay in processing the invoices for the 2017/18 HCSS software. Invoices will be processed as soon as possible; please check on this page for further updates.

28/11/16 – REMINDER Changing to Full Budget Share – All schools in Bradford have their own bank accounts and have the option to receive either a full or part budget share.  There are still some places available for Full Budget Share status for the 2017-2018 financial year.  Applications must be received in writing by 1 January 2017.  For full details of changing to full budget share, please click here.

21/11/16 - 2017-18 Advances Payment Dates to school bank accounts. A list of dates has been published for school to download. These dates are provisional and may be subject to change. To access this list click HERE.

18/11/16 - EYSFF Termly Adjustment Statements for Autumn Term - Statements are now available to download from HERE. Please note adjustments will take place in the December advances for schools with nursery classes and nursery schools.

18/11/16 – SFVS submission REMINDER – Maintained schools are reminded of the requirement to complete the Schools Financial Value Statement (SFVS) by 31 March 2017.  Guidance from Internal Audit can be found on the SFT Guidance page for Audit advice.  Further information can be found on the DfE website.  As the annual review of this Standard can take some time, we recommend schools ensure this process is underway to meet the deadline for submission to the School Funding Team.  A reminder will also be included in the year-end guidance for schools.

17/11/16 – Unique Taxpayer Reference (UTR) - HM Government Tax Free Childcare service have sent letters to schools about signing up for the service, asking for the school UTR number.  Please be aware that a public body such as the Council does not have a UTR, these are issued ONLY to individuals who register for Self-Assessment or for a Limited Company.  This new service will have to treat maintained schools differently, so you may need to contact the letter writer to leave details of your school, which Authority and a URN number so they can get back to you with further information on how to register.

17/11/16 - School Fund Audits – Thank you to those schools who have already submitted their 2015-16 audits.  In Quarter 3 we anticipate that most schools will be arranging the audit of Private and Voluntary accounts. By the end of December 2016 these accounts should have been audited up to either the end of the 2015-16 financial year, or the 2015-16 academic year and submitted to the School Funding TeamFurther guidance (issued Sept 2015) is available in the secure area of BSO.

02/11/16 – IN CONTROL – Autumn 2016 edition of the CBMDC Audit Team newsletter is now available for download from the secure area of BSO.  The newsletter includes articles on SFVS, outcome of the Payroll Audit, School Companies and some Winter Advice from the Insurance Team.

27/10/16 - PE & Sports Grant for AY 2016-17 Allocation & Payment - The PE Grant allocations have been announced by the EFA. The payment for the first 7/12ths will be made in the November 2016 advances. To access the page containing the list of allocations and November payment please click HERE.

 26/10/16 - Extended Entitlement (30 Hours) Provider Survey - Providers are encouraged to complete the survey in order to assist the sufficiency planning for the introduction of the 30 hours extended entitlement. To access the survey page within BSO click HERE.

19/10/16 - Information and Consultation on Funding High Needs Provision in 2017/18 - The consultation document and appendices outlining the proposals regarding the funding of high needs provision in 2017/18 are available here. The deadline for responses to this consultation is Monday 28 November 2016.

17/10/16 – SFVS Training Booking Form.  Due to the level of interest already, Internal Audit have released the booking form for their SFVS training course for Governors and those involved in the completion of the standard. There will be two sessions, am and pm taking place on Friday 2 December 2016 at Margaret McMillan Tower in Bradford.

QUARTER 2 BULLETINS 2016/17

29/09/16 - A ready reckoner, designed to enable schools and academies to easily calculate indicative formula funding figures for 2017/18, is now available on the secure Guidance for Schools page. Click here to access it. Please also see the additional guidance for information on where the figures have come from and how to input the adjustment into HCSS.

26/09/16 - PE & Sport Premium 2016-17 - The Conditions of Grant have been punblished by the DfE for the PE & Sport Premium for the 2016-17 academic year. Individual school allocations have not yet been notified to the LA but details will be posted here once these are available. Schools can use the Conditions of Grant to estimate their funding allocation for the 2016-17 academic year.

23/09/16 - How much are you spending on Early Years Free Entitlement Provision? Please click here. This is a re-publication of the Ready Reckoner (originally published in 2014), which helps schools with nursery provision to identify the extent of cross over between funding and spending in early years and primary-aged provision. As levels of funding, both early years and primary, begin to change as the Government introduces its National Funding Formula proposals across 2017-2019, it is important that schools understand how they are allocating the funding that is earmarked, but not ring-fenced, for early years provision. This information will help schools in taking budget decisions in response to funding changes.

21/09/16 - The consultation document and appendices outlining the proposals regarding the funding formulae for primary and secondary schools and academies in 2017/18 are available here. Please ensure you download items 1 - 5 to include the document as well as appendices 1 - 4. The deadline for responses to this consultation is Friday 14 October 2016. Schools and academies are encouraged to read the consultaton document and to use the information to consider the likely impact of the 1.5% funding reduction, applied to pupil-led factors on their school / academy budget.

21/09/216 - Schools Forum Membership and Procedures -  At its meeting on 21 September, the Schools Forum agreed its work programme, membership arrangements and meetings procedures for the coming academic year. these can ben accessed here. This included agreement for an interim membership arrangement for the period September 2016 to April 2017. Please contact Andrew Redding andrew.redding@bradford.gov.uk with any questions or comments about this interim arrangement.

20/09/16 - Subscription to the HCSS School Budgeting Software for 2017/18 - Maintained schools should click on the link to access a copy of the letter inviting maintained schools to purchase the HCSS Budgeting software for 2017/18. Schools are asked to return the subscription form by Friday 4 November 2016 at the latest. Academies are not able to purchase the software through the LA, but are welcome to liaise directly with HCSS.

19/09/16 – Capital Balance Analysis 2015-16 SAP v CFR – an updated template and explanatory letter to schools have been published on the secure Capital page.  

16/09/15 - Schools Financial Value Standard – we would like to remind you that all maintained schools are required to complete the SFVS on an annual basis.  As the annual review of this Standard can take some time, we recommend schools start to prepare their returns during the autumn term. Guidance notes and the required assessment  template are available on the EFA website.  The DfE deadline is 31 March 2017, but please submit your SFVS as soon as practicable before this date.  The Council’s Internal Audit ran a course last year to assist in improving the quality of the SFVS returns and are hoping to re-run the course later in the Autumn Term.  Look out for further details.

06/09/16 - Letter to schools - Action required in response to the Internal Audit of the Primary PE & Sport Premium 2015/16 - this communication is intended to make all maintained schools aware of the audit's main findings and to remind schools of the actions required to meet the conditions of the PE and Sport Premium.

05/09/16 -  Formula Funding allocations for primary and secondary schools and academies will be based on the data collected by the DfE in the October 2016 Census. This note gives more information on the data that will be used for Schools Block (Reception - Year 11) formula funding allocations, and gives a reminder of the importance of ensuring census data is accurate.

30/08/16 – Review of School Funding Team duties and allocation of schools.  Owing to recent staffing changes, the workload within the School Funding Team has been reviewed and re-allocated, including the allocation of schools to a specific School Finance Officer.  To check your dedicated School Finance Officer, please refer to the list under Finance in the public area of BSO under the SFT Guidance menu ‘Who do I contact?’ An up-to-date list of School Funding Team and their contact details is available on the same page.

11/08/2016 - Early Years National Funding Formula Consultation - The Consultation on the introduction of  a national funding formula for early years has been released today. Click HERE to access the announcement page and links to documents on the GOV.UK Publications website. We will discuss this with Schools Forum at the meeting scheduled for Wednesday 21 September. We will issue further informaiton to schools after this date. 

09/08/2016 - Advances Update Schedules and PVI Payment Schedule for August now available to download from the Advances page within the Secure area of BSO. 

02/08/2016 - REVISED CONFIRMED 2016/17 PUPIL PREMIUM GRANT ALLOCATIONS - The DFE issued revised allocations for a small number of schools on 28/07/2016. It affects those schools with Service Children who are also eligible for funding through Deprivation criteria. Revised allocations are listed on the Advances page. Schools with revised allocations are shown in red. The additional funding will be allocated in the September advances.

06/07/2016 - Schools Financial Value Standard - A reminder that all maintained schools are required to complete the SFVS on an annual basis. The deadline for completion of the 2016/17 return is 31 March 2017. School should take steps to prepare for their returns during the autumn term. Guidance on the SFVS is available on the EFA website hereSchools must complete the assessment form that can be downloaded from the link to the EFA website. You should ensure that the return is dated and submitted with the original signature of the Chair of Governors.  There is no requirement to submit a hard copy if the return is scanned and emailed.

22/07/2016 - Reminder Quarter 2 Budget Monitoring Template - A reminder that we provided an annual budget monitoring template for schools to use to submit all budget monitoring returns. As such, a specific quarter 2 template will not be uploaded onto BSO. Please use the existing template that is available here. Please remember to update the quarter to which the return relates to in the 'authorisation' page.

22/07/16 - National Funding Formula Announcement - The new Secretary of State for Education made a statement to Parliament yesterday on the position of the proposals to move to the National Funding Formula and what this means for the 2017/18 financial year. This statement can be viewed here. We await further operational guidance for 2017/18, as well as some clarity on the position of Early Years funding. On the basis of this announcement, we expect to follow for 2017/18 the formula funding consultation and budget setting processes with schools and the Schools Forum as we have done in previous years. We will be discussing with the Schools Forum 2017/18 formula funding arrangements in the 21 September and 19 October Schools Forum meetings and we will publish consultation documents for schools from these meetings. 13/07/16 – VAT Submittal reminder: July VAT submittals received within the deadline of 10 August will be reimbursed in August.  If your school is closed for the summer holidays and you are unable to run the return between 1 and 10 August, we recommend you print a VAT SHORT SUMMARY to include all the July transactions AT THE END OF THE LAST WORKING DAY, remembering to select the VAT and NET option before printing.  Send this Short Summary report to the School Funding Team by fax to 01274 435054, or scan and email to schoolfundingteam@bradford.gov.uk.

If you submit a VAT Short Summary, you must remember to run the VAT Submittal report IMMEDIATELY on your return to school in September to close the period, then run the return for August and submit BOTH to the School Funding Team, (even if the August return is a nil return).

Final deadlines:
SIGNED VAT Submittals for July are required no later than 10 September. 
SIGNED VAT Submittals for August (even if nil returns) are required by 10 September 

12/07/2016 - The 2015/16 Bank Adjustment Calculation for Payments (where the Council owes the school) is now available for schools on the Advances page. The payment will be made into school bank accounts by 12 July. 

Letters for the 2015/16 Bank Adjustment Calculation for Reimbursements (where the school owes the Council) will be included within the next caretaker post (addressed to the Headteacher). Reimbursements by cheque (where the school owes the Council) are asked to be submitted to School Funding Team by 30 September.

08/07/16 - The Quarter 2 Bank Reconciliation template for 2016/17 is now available to download from the secure area of BSO.

01/07/2016 - Financial Classification of Schools 2016/17 Academic Year - Please click here to access the calculation of the Financial Classification of Schools for the 2016/17 academic year. This Classification places schools in categories A, B, C or D on the basis of their 2015/16 outturns and approved 3 year budgets. Letters will be sent to schools in categories A, B and C at the beginning of the autumn term. QUARTER 1 BULLETINS 2016/17

30/06/16 - UIFSM 2015-16 Final Allocations & 2016-17 Provisional Allocations and Payments - The final payment for the 2015-16 academic year and the 2016-17 provisional allocations and 7/12ths payment figures have now been announced by the DfE. Allocations are available from the Advances Updates page here.

29/06/16 - Confirmed 2016/17 Pupil Premium Grant Allocations - 2016/17 financial year allocations have now been confirmed by the EFA and are available from the Advances Updates page here. The estimate previously used in budgets should be updated for these confirmed figures. An adjustment to take account of the difference between the estimated and the confirmed funding will be applied in the July Advances update.

21/06/16 –  Reminder: The 2015-16 Year End Guidance states that the Final CFR report should be signed by the Head Teacher and submitted to SFT by 1 July 2016.  We do not require a hard copy. If you have not already done so, please scan and email the original to schoolfundingteam@bradford.gov.uk at your earliest opportunity.

17/06/16 - Ministry of Defence Education Support Fund - Opportunity to bid for funds - The Education Support Fund offers funding to schools for schemes which assist any Children of Armed Force personnel which they have on roll. Bidding opens on 1 June until 30 September 2016. Application packs can be downloaded for the DCYP (Directorate Children & Young People) website by clicking HERE. Applications are accepted from State schools, Academies and Free schools that have a Service community who are being affected by either exceptional mobility and/or deployment are able to apply for a grant from the fund to help alleviate the effects.

10/06/2016 -Quarterly Budget Montoring Template 2016/17 - The template for schools to use to report their quarterly budget monitoring during 2016/17 is available to download here. Schools should use this template for Q1 / Q2 and Q3 reporting. The deadline for quarter 1 reporting is 31 July 2016.

26/05/2016 – 2015-16 CFR Returns - Schools are reminded that the deadline for submission of CFR Returns to COLLECT direct from FMS6 is Wednesday 8 June 2016. To access COLLECT guidance notes and the 'Important Information for Schools' document click here. Schools that are unable to produce a COLLECT compatible CFR report direct from their accounts systems need to be sent an xml/excel spread-sheet for completion and instructions via email. If this applies to you then please contact Helen Sullivan on 01274 437605 as a matter of urgency.

Please note that CFR Returns will not be approved on COLLECT until mid July. All returns must be checked and validated individually. When the checks are completed and all returns are deemed accurate and acceptable they will be approved simultaneously.

20/05/16 – VAT Short Summary Reminder – those schools that are closing on 27 May and not returning until 13/14 June are reminded that they should submit a VAT Short Summary on the last day of term.  (An instruction document called “Submitting a VAT Short Summary Report" is available in the VAT section of the Finance secure area).  On return to school, FMS6 MUST NOT be used until the full VAT submittal has been run, which should be sent to SFT no later than Tuesday 14 June.  For all schools that are not closed for the full two weeks during Spring Bank holiday, authorised VAT submittals must be submitted by the 10 June deadline as normal.

12/05/16 - DFC 2015-16 Unclaimed Balances Payment - further to the news item published on 13/04/16, this payment has now been released and should be in school bank accounts by Friday 20 May at the latest. The payment can be identified by the reference 'MAY 1516DFC Bal' on the BACS Remittance advice. Please note that this figure also includes unclaimed balances from years prior to 2015-16. The 2016-17 DFC Allocation is scheduled for payment during week commencing 18 July 2016.

09/05/16 – P01 SAP REPORTS (April TABS) were uploaded today to BSO Dropbox.   Please note that the 2015-16 carry-forward revenue balances are not yet included. These will show on the May reports. Capital carry-forward journals are showing, but MUST NOT be posted as these balances are already held separately in FMS6.

04/05/16 - 2015-16 CFR RETURN - once the FINAL P12 SAP reports have been checked, asset and liability transactions entered onto FMS6 and closing balances checked, schools can finalise and upload their final 2015-16 CFR Return to COLLECT. To access COLLECT guidance notes and the 'Important Information for Schools' document click here . Schools are reminded that the deadline for submission of CFR Returns to COLLECT direct from FMS6 is WEDNESDAY 8TH JUNE 2016.

04/05/16 - FINAL P12 SAP REPORTS (TABs) FOR 2015-16 were issued yesterday afternoon via BSO Dropbox. These reports supersede the TABs issued on 21st April and include all external and internal assets and liabilities and the Capital to Nil journal. Please note that where assets and liabilities have been posted to SAP, these should also be posted in FMS6 and included in the next 2016/17 bank reconciliation return. Capital to Nil journals MUST NOT be posted as these balances are already held separately in FMS6.

28/04/16 - FINAL INTENDED USE OF EXCESS BALANCES STATEMENT MARCH 2016 BALANCES - The final statement, which shows the position of schools vs. their Intended Use of Excess Balances Thresholds at 31 March 2016 is now available to download here. Schools are advised to review this Statement and to share it with governors.

26/04/16 - HCSS - Any technical issues experienced yesterday have now been resolved, but please let us know if you do experience any further issues.

26/04/16 - A financial year reconciliation of EFA Post-16 funding for 2016/17 (for secondary schools and special schools with sixth forms) is now available to view on the Advances page. This is based on the final 2016/17 academic year allocations for maintained schools sent to LAs today. Funding will be updated in the May Advances updates.

25/04/16 - HCSS  - we are aware some users are experiencing technical issues.  We have reported this to HCSS and will let schools know as soon as we have an update. If you experience a technical issue, please take a screeen print and email it to schoolfundingteam@bradford.gov.uk

22/04/2016 - PE & Sports Grant Allocations for remainder of 2015-16 Academic Year - the 5/12ths payment to maintained schools has been announced and list published on the Advances Updates page of BSO. This will be paid to schools in the May 2016 advance payment. Academies will receive their allocation direct from the EFA. To access the list of allocations click HERE. Please note we have not yet received information on the grant or grant values for the 2016-17 academic year.

21/04/2016 – Period 12 3rd  Interim TABs are now available via BSO Dropbox. The interim SAP reports (TABs) MUST be checked as a priority to ensure that all year end transactions, including external and internal assets and liabilities, are correct.  A small number of schools may note a bad debt provision journal on these tabs; these have been processed in error and will be reversed in the 2015-16 year, so they should not be processed on the schools’ accounting systems. Final TABS will be published w/c 2 May 2016, which will supersede these TABS and include the capital to nil journals.

20/04/16 - PE & Sports Grant 2016/17 - The Conservative Party’s Election Manifesto stated that Primary Sports funding would be continued until (at least) 2020. Rates for 2016/17 and beyond are still to be announced, but the DfE has confirmed that the estimated 7/12ths proportion will be allocated to schools in November 2016. Further information will be published as soon as it is available.

18/04/16 - HCSS Feedback Questionnaire for 2016/17 is now available for completion. Your feedback is important to us and will be discussed directly with HCSS later on this term. Please take a few minutes to complete the feedback form and return it to Sarah North.

18/04/16 - EYSFF in HCSS: Please be aware that the HCSS S251 funding information was set before the Confirmed Indicative nursery budgets were published. The I01 funding in HCSS includes the 1st draft Indicative EYSFF figures, so you will need to follow the HCSS guidance notes (section C) to alter I01 funding in HCSS to match your funding, where you requested a change to your EYSFF estimated for your Confirmed Indicative EYSFF.

18/04/16 - Information from the EFA: The DfE is helping schools to buy tablet devices using “collective buying power” through the Crown Commercial Service (CCS) aggregation team. A pilot made a 12% saving on the price for participating schools. There are 4 tablets: Apple iPad, Microsoft Surface Pro, LearnPad and a generic tablet. There are also associated items such as covers, security marking and charging trolleys.

It is anticipated that schools will place orders in July 2016 and receive their tablets in August 2016.

13/04/2016 - National Funding Formula 1st Stage Consultation REMINDER - A reminder that the deadline for responses to the DfE's 1st stage of consultation on the introduction of a National Funding Formula for schools from April 2017 is 17 April. Please click here for further information. We encourage all schools and academies to submit their responses.

07/04/2016 – Period 12 2nd Interim TABs are now available via BSO Dropbox. Further interim TABS will be published w/c 18 April 2016, which will supersede these TABS. The interim SAP reports (TABs) MUST be checked as a priority to ensure that all year end transactions, including assets and liabilities, are correct.  Any errors should be brought to the attention of the School Funding Team immediately.

It is imperative that the FINAL SAP Reports, which we expect to be published for schools in the w/c 2 May are checked against the school’s CFR Report, which is printed from the school’s finance system. Both revenue and capital opening and closing balances should match exactly and any discrepancies must be investigated and rectified before the Final CFR Return is submitted to the DfE via COLLECT.

QUARTER 4 BULLETINS 2015/16

22/03/16 – Swimming Transport Upload Error – Part-budget share schools will note that the swimming transport journals on the recent SAP reports are too high.  These incorrect journal charges have been reversed and re-input today.  We apologise for any inconvenience this duplication may cause.  Please look for the contra-entry reversal and correct entry on your next SAP (TABS) reports.

18/03/2016 - the March 2016 Main Advances Schedule is now available to download. To access the Advances Schedule click here. Please be aware that last year the DfE notified of a small adjustment to Pupil Premium allocations right at the end of March (after we had finalised the March 2015 advances and not in time for us to be able to physically pay these allocations to schools). We have not heard anything yet about a further adjustment to 2015/16 allocations, but we may here something next week. If we do, we will notifiy schools through BSO and will amend the Advances Schedule and I05 funding on the Council's ledger. This is just for warning at this stage that this may happen!

18/03/2016 - The Consistent Financial Reporting Framework guidance for 2016/17 has been published by the DfE and is available here. The guidance does not indicate that there are any changes in the reporting framework on that currently used.

17/03/2016 - Final Section 251 Budget Statements and Payment Schedule 2016/17 for PVI providers is now available to download from the School Budgets Statements page of BSO.

17/03/2016 - Early Years Funding Ready Reckoner 2016/17 - Please click here to access the Ready Reckoner, which enables schools adn settings to forecast the funding impact of changes to their termly counted nursery pupil numbers during the 2016/17 financial year. The ready reckoner is based on the confirmed indicative budgets published yesterday and today.

16/03/2016 - Final Section 251 Budget Statements for 2016/17, incorporating Confirmed Indicative EYSFF Budgets, are now available to download from the School Budget Statements page for Primary schools, Academies and Nursery schools; Confirmed Indicative budgets for PVI providers will be updated tomorrow.

Budgets have only changed from those published on 26 February 2016 due to changes to the indicative EYSFF, following requests from individual settings to amend the termly estimate of funded hours used. Secondary Section 251 Budget statements remain unchanged from those published on 26 February 2016, and have therefore not been re-published.

16/03/2016 - National Funding Formula Consultation - The briefing note and PowerPoint, which were presented to the Schools Forum meeting today are available to download here.

Individual schools and academies are encouraged to respond directly to this consultation as soon as possible; the deadline for responses is 17 April 2016.

14/03/2016 - High Needs Providers Ready Reckoner 2016/17 - The ready reckoners for high needs providers (Special Schools, DSPs, ARCs, PRUs and Behaviour Centres) for the 2016/17 financial year have been published here. These enable providers to estimate their funding allocations for the monthly movement of pupils.

08/03/16 - SFVS REMINDER - Schools are reminded of the requirement to complete the Schools Financial Value Standard (SFVS) by 31 March 2016 (see previous reminder dated 8 December 2015). If your school is closing for the holidays on 24 March, your school’s deadline for SFVS will, therefore, be Thursday 24 March 2016.

08/03/2016 – The 2015-16 March Year End Bank Reconciliation Return Template is now available to download from the Year End Forms page in the secure area of BSO.. Schools are reminded that the deadline for the return, with all the additional year-end forms within the template fully complete, is Wednesday 13 April 2016.  Any school wishing to declare Internal Assets or Liabilities must do so on the separate form also provided.

04/03/16 - EYSFF Spring Term 2015/16 Adjustment to Nursery Funding Statements - The spring term 2016 statements are now available to download for all providers from the Early Years Funding page within the Secure Area of BSO. To access this page click HERE. Please note the adjustments will be applied to the March advances payment. 04/03/16 Credit interest - Schools have been receiving letters from their banks advising them of changes to their terms and conditions with respect to Income Tax on savings interest to be paid gross from April 2016.  The first £1000 of untaxed savings interest applies only to private individuals.  Maintained schools income is already covered by exemptions (either through the Local Authority’s exemption in the case of community schools, or as charities in the case of other types of maintained schools) , so there will be no change in the way schools should treat interest from the bank.  As before, any credit interest income should be recorded as Exempt for VAT purposes.

03/03/16 - HCSS Budgeting Software for 2016/17 will go live tonight. The budgeting software has been updated for the 2016/17 financial year so when you next log in (from Friday 4 March onwards) you will go directly into the 2016/17 financial year. Please read the Guidance Notes carefully when upgrading your scenarios in to the new year and remember to update your pupil numbers for future years. If, after reading the guidance, you need any support, please contact your School Funding Team Officer in the first instance.

02/03/16 - Please be aware that we are currently in the process of carrying out our final checks on the HCSS Software for 2016/17; the software will be ready to go live in the next couple of days, and by Monday at the latest.

01/03/16 DFC Allocations for 2016/17 and changes to way Devolved Formula Capital (DFC) Allocations are paid. The DFC Allocations for 2016/17 have been announced and are available on the Capital page within the Secure Area of BSO. Please note the list includes the allocation for VA schools. This is for information only. As in previous years, VA schools will not receive their allocation from the LA. DFC payments for maintained schools will change from 1 April 2016. Schools are no longer required to submit a claim form. DFC allocations will be paid to schools as a lump sum in July. Unclaimed DFC remaining at 31 March 2016 will be paid to schools in May 2016. Please read the guidance on the Capital page for full details of this change. 29/02/16 - High Needs Providers Delegated Budget Shares 2016/17 - A summary statement showing the 2016/17 Delegated Budget Shares for stand-alone High Needs providers can be accessed here. This statement shows the initial funding for the Place-Led Element only and is published in advance of the more detailed monthly calculation statements, which will be available for the new year shortly after the 10 April 2016. A Ready Reckoner, which will enable stand-alone high needs settings to estimate their full year 2016/17 high needs funding will be available towards the end of March (the 10 March monthly census, and final full year 2015/16 allocations, are needed in order to finalise the 2016/17 funding calculations).

26/02/16 - 2016/17 S251 Budget Statements are now available to download for Primary, Secondary, Academies, Nurseries and PVI settings from the Secure Access area of BSO. To access the S251 Budget Statements and guidance notes please click HERE. Please read the guidance notes thoroughly in conjunction with your budget statement to ensure you are aware of how your budget has been calculated. Early Years providers have until Monday 14 March 2016 to revise their termly numbers for 2016/17.

25/02/16 - Swimming Transport Costs for September 2015 - July 2016 - These costs have now been calculated and can be accessed here. Please note that Part Budget Share schools will be charged by journal in March 2016 and Full Budget Share schools will receive an invoice by 31 March 2016.

25/02/16 - Year 7 Catch Up Premium 2015-16. Allocations have been announced and are available to view on the Advances Updates page of BSO. Allocations will be paid in the March advance. To access the Advances Updates page click HERE.

19/02/16 – REMINDER Year-End Forms for early submission.  Two specific Excel Workbooks are available in the secure area of BSO requiring early submission.  All schools must complete the template: “Capital Leases & Heritage Assets Year End Template” by Friday 26 February 2016 and only those schools using External Payroll Providers are required to complete the form “External Payroll Providers Year End Template”, also by Friday 26 February 2016. Please follow the guidance on the Year-End Forms page carefully.

18/02/2016 - Governor Approved Budget Reporting Template 2016-19 (Maintained Schools) - The template for schools to use to report their 2016-19 Governor Approved Budgets to the Authority is now available for schools here. Schools are asked to read the accompanying guidance notes thoroughly. The deadline for submission of budgets back to the Authority for 2016/17 is 15 May 2016. The final deadline for submission of 2nd / 3rd year budgets is 30 June 2016. The Template includes notification of each maintained school's Intended Use of Excess Balances Threshold that will be applied to revenue balances held at the end of the 2016/17 financial year at 31 March 2017. Schools are notified now of their Thresholds so that they can plan their 2016/17 budgets on this basis. A letter notifiying headteachers and chairs of governors of their Thresholds is being sent separately to schools hardcopy.

04/02/16 – Financial Closedown Process Academy Conversions – Please see here to access a process outline for how School Funding Team (the ‘Local Authority’) manages the financial closedown and transfer of surplus balances, where a Bradford maintained school converts to academy status during the financial year. This is a locally determined process and is based on the requirements of the national Regulations. We are posting this on BSO for the awareness of headteachers and school business managers.

03/02/2016 - Intended Use of Excess Balances Reporting 31 March 2016 (IUB reporting) - Please click here to access the information and reporting template for Intended Use of Excess Balances reporting for balances to be held at 31 March 2016. The template includes pre-populated forecasted revenue carry forward balances taken from school Quarter 3 Budget Monitoring returns. The deadline for all IUB submissions is 31 March 2016. You are advised to read the guidance provided within the letter and the template (including the flow chart) as well as the full Surplus Balances Protocol.

29/01/2016 - 2015-16 Year End Guidance document is now available to download from the Year End Forms page. Templates for completion and their deadline dates are also available here. Please note the deadline for submission of the Year End Bank Reconciliation Return, including assets, liabilities and other statutory information is Wednesday 13 April 2016. Schools are urged to read the guidance and familiarise themselves with the requirements and deadlines for year end as soon as possible.

28/01/15 – National Spending Benchmarking Tool – A reminder for maintained schools of the location of the national spending benchmarking tool - here. This tool is operated by the DfE / EFA and has recently been simplified. At its simplest level, the tool will generate charts for main spending headings for similar schools (a school just needs to enter its DfE number). Schools should look to use this tool in their 2016-19 budget planning, alongside the Bradford-specific benchmarking, which can be found here.

26/01/16 - HCSS - Please ensure you have applied the available updates to your scenarios in the new web design. When you are in the HCSS screen for your school (so you can see the list of scenarios), please check whether there is a button at the top of the screen called "Updates Available". If there is, you need to click to apply these updates; there should be three in total. The "Updates Available" button will disappear once the upates have been applied to your working scenarios.

25/01/16 - DFC (Devolved Formula Capital) Allocations for 2015-2018 - Information on the methodology used to calculate DFC allocations for the period 2015 - 2018 has been released. The important information for schools is:

Devolved Formula Capital

Devolved Formula Capital remains unchanged and is calculated using the same methodology as in previous years. The budget has been set at approximately £200m a year. Every school gets a fixed lump sum and a variable amount based on pupil numbers. The lump sum and per pupil rates will stay the same for the next 3 years. These allocations will be calculated each year to reflect the January school census.

The full document, which includes the above paragraph plus lump sum and rates per pupil information (page 11) can be accessed here. Further information on how DFC allocations for 2016-17 onwards will be distributed to schools will be published shortly.  

25/01/16 - Publication of Budgets for Schools - further to the budget timetable (published here on 04/01/16) please note that the anticipated date of publication for budgets is Friday 26 February 2016. We cannot publish the budgets until the overall budget as been agreed by Council Executive (23.02.16) and then at full Council (25.02.16). We anticipate the school budgets will be agreed as set by Schools Forum.

21/01/16 – Efficiency and Procurement Guidance / Resources – the DfE / EFA have published quite a bit of new resource for schools and academies on value for money, efficiency and effective (strategic) procurement. A suite of materials on financial health and efficiency can be found on the EFA’s website here. Training modules on various aspects of procurement, including effective practice and public sector legislation, can be found here and here. We encourage business managers to take the time to investigate these materials and to share the key messages and practices with governors. 

20/01/16 – the Surplus Balances Protocol (also known as the IUB (Intended Use of Balances) Protocol has been updated to include a slight revision.  This refers to funds, held for the new to English hubs, which can be treated as an adjustment that will be removed once evidenced.

18/01/16 - The National Schools Financial Benchmarking website has been updated and now does not require a username and password to access the website. Please see the Financial Benchmarking page for further information.

12/01/16 - HCSS launched their new website design on 11 January 2016. Users should be aware that since the launch we have found and been notified by schools of several software glitches, such as certain reports not loading correctly and some input screens not functioning. We have made HCSS aware of these issues and HCSS is working to fix any problems. In the meantime, HCSS has provided a "How to Guide" which gives basic instructions for using the new website. Please note that you should be able to log into HCSS using the same login details as you have used for the previous website, so the third slide in the guidance will only be applicable for a school that has never logged in to the web-based software.

11/01/16 – The Quarter 4 (Jan-Feb) Bank Reconciliation template is now available to download from the secure area of BSO.  School Funding requests that the January and February bank reconciliation return is submitted as early as possible.  Returns can be submitted monthly, or for the two months together.  The March year-end return will be posted on BSO once it has been finalised.

11/01/2016 – HCSS Launch of re-design – we would like to make schools aware that HCSS have launched a new web design today.  Although this is a new look, it should not change the functionality or data.  Unfortunately there are some known issues, so schools may experience some difficulties and a slow response.  Please bear with us and do not use HCSS today unless you have to.  We will post a new message tomorrow to let you know if the problems have been resolved.

06/01/2016 - Early Years (EYSFF) Technical Statement 2016/17 is now available to download from the Early Years page of BSO. This document details how we anticipate funding will be allocated in the 2016/17 financial year. Please note this is subject to final ratification by Council Executive in February 2016.

04/01/2016 - Reminder of the Timetable for the Publication of Budgets for Schools for the 2016/17 financial year. Please also note that the 2016/17 HCSS Budgeting Software release is planned for the end of February 2016, shortly after the first publication of budget statements.

 

QUARTER 3 BULLETINS 2015/16

22/12/15 - Pupil Premium Grant 2015-16 - Adjustment to allocations. Adjustments to allocations to account for pupils eligible for PPG under both the Free School Meals (FSM) criteria and the Looked After Child criteria have been applied by the DfE. Where a pupil qualifies for both the school will receive only the Looked After Child allocation of £1900 (paid termly). Where a school has also already received the FSM allocation in their initial 2015-16 funding for this pupil(s), this amount is deducted from the grant allocation to avoid double funding (Primary £1320 / Secondary £935). A list of revised allocations has been uploaded to the Advances Updates page. To access this list click HERE. Please note these adjustments will be applied to the January 2016 advance.

10/12/15 – HCSS will shortly release an update in the software to update teachers’ pay scales to reflect those published as part of the Teachers’ Pay and Conditions document applicable from September 2015. 08/12/15 - SFVS submissions REMINDER - Maintained schools are reminded of the requirement to complete the Schools Financial Value Standard (SFVS) by 31 March 2016. Guidance from Internal Audit can be found on the SFT Guidance page for Audit advice.  Further information can be found on the DfE website.  You should be aware that the SFVS 2015 template includes two new questions this year. We would like to thank those schools who have already completed and returned the SFVS for 2015-16, but as the annual review of this Standard can take some time, we recommend all other schools ensure this process is underway to meet the deadline for submission. A reminder will also be included in the year end guidance for schools.

02/12/15 - School Fund Audits LAST REMINDER – The School Funding Team has received nearly 80 submissions for Private and Voluntary Fund Audits for 2014-15, so far, in anticipation of the 31 December 2015 deadline.  Thank you to those schools sending in their returns in good time.  This is a reminder that all schools’ private, voluntary and company accounts should have been audited up to either the end of the 2014-15 financial year, or the 2014-15 academic year and submitted to the School Funding Team.  To avoid Light Touch Financial Monitoring Scorecard points, please ensure your returns are sent in before the end of this month.  Further guidance is available in the secure area of BSO.

25/11/15 - The DfE updated the national schools financial benchmarking website on 25 November 2015. The data will be published as part of the 2015 Performance Tables in December 2015 for primary schools and January 2016 for secondary schools. The publication will be at individual school level using grouped categories of income and expenditure. The full raw data will also be available to download and any data that could lead to the identification of individual staff salaries will be suppressed.

10/11/15 - The DfE is proposing to make a change to section 6.2 of the Scheme for financing schools guidance, to include admission appeals as one of the services in which a local authority can charge school budgets for agreed services. The consultation is currently live and closes on 3 December 2015; the consultation document is available here. The DfE plans to publish the outcome of this consultation before spring 2016. If the change is agreed nationally, then maintained schools should be aware that they may be charged for appeals costs from April 2016. Further local discussions (with the Schools Forum and with all maintained schools) will take place subject to the outcome of the national consultation.

21/10/15 - Information and Consultation on Funding High Needs Provision in 2016/17 - The consultation document and appendices outlining the proposals regarding the funding of high needs provision in 2016/17 are available here. 21/10/15 - Flexibility in School Nurseries (Report) - This report was was presented at Schools Forum today. Forum members felt the report was useful in assisting those schools seeking to develop their early years offer. The report includes case studies, links to news items and websites where developing flexibility is discussed further. 12/10/15 - Training Sessions available for Governors on the SFVS process - Training sessions are available in November 2015 on the SFVS process. 12/10/15 - School Fund Audits - In Quarter 3 we anticipate that schools will be arranging the audit of additional private and voluntary accounts, even if this is just a school fund account. By the end of December 2015 these accounts should have been audited up to either the end of the 2014-15 financial year, or the 2014-15 academic year and submitted to the School Funding Team.  Further guidance is available in the secure area of BSO.

01/10/15 – Review of School Funding Team duties and allocation of schools.   Following an assessment of the workload within the School Funding Team, there have been some changes to the allocation of lead responsibilities, including the allocation of schools to a specific School Finance Officer.  To check your dedicated School Finance Officer, please refer to the list under Finance in the public area of BSO under the SFT Guidance menu ‘Who do I contact?’ An up-to-date list of School Funding Team members and their contact details is available on the same page.

QUARTER 2 BULLETINS 2015/16

29/9/15 - The DfE's Census Guidance is available here. The key sections relating to funding (other than formula funding) are as follows:

  • Section 4.3.2 gives guidance on recording FSM eligibility (used for Pupil Premium allocations)
  • Section 4.3.3 gives guidance on recording whether a school lunch was taken on census day (used for UIFSM)
  • Section 4.3.10 gives guidance on recording eligibility for the Early Years Pupil Premium in the January Census
  • Section 4.3.12 gives guidance on recording whether a child attracts top up funding for high needs. Children should be flagged using the top up funding indicator where they have been identified as requiring additional support which costs more than the £6,000 threshold.

16/09/15 - The DfE has published the Summer Schools Conditions of Grant 2015 here.

16/09/15 - The PE & Sports Grant was originally confirmed for 3 academic years (2013-14 to 2015-16) and is due to finish at the end of the 2015-16 academic year. In planning 2016/17 financial year budgets, you should therefore only include 5/12's of the 2015-16 academic year allocation. The DfE website here gives further information. Funding for the 2015-16 academic year is confirmed as follows:

  • Schools with 17 or more eligible pupils will be allocated £8,000 plus £5 per pupil
  • The grant is allocated based on the number of pupils in years 1 -6, based on data from the January 2-15 school census.
  • The breakdown of funding will be made available mid-October
  • Schools will receive the funding in 2 instalments; 7/12's of the allocation in the November 2015 Advances update and 5/12's in the May 2016 Advances update.

02/09/15 - Letter to schools - Action required in response to the Internal Audit of the Primary PE & Sport Grant 2014/15 - this communication is intended to make all maintained schools aware of the audit's main findings and to remind schools of the actions required to meet the conditions of the PE and Sport Grant.

02/09/15 - Formula Funding allocations for primary and secondary schools and academies will be based on the data colleced by the DfE in the October 2015 Census. This note gives more information on the data that will be used for Schools Block (Reception - Year 11) formula funding allocations.

01/09/15 – Please read the letter in the secure area of BSO School Specific Guidance section BSO Dropbox – Feedback on new method of transmission of SAP reports for 2015-16, which includes notification that the deletion time after download has been reduced to 5 days, as well as feedback from the web developers to schools’ frequently asked questions.

28/08/15 – July 2015 SAP REPORTS  –  an ‘Error in Framework’ error developed when running the July SAP reports at the beginning of August which created incomplete reports (no KSB1) for about 50 schools.  This error has now been corrected and the reports re-run.  All the July files have been deleted and replaced with the correct version.  Those schools that have already downloaded the July files during August should do so again, not only to ensure they have the correct version, but also ensure the reports have clearly been downloaded, so they will be flagged for automatic deletion.  We apologise for any inconvenience this may cause to the schools concerned.

20/08/2015 - Scheme for Financing Schools directed revisions - Please click here to access the Scheme for Financing Schools. The DfE has directed local authorities to amend their Schemes at provisions 2.9 and 3.6. Provision 2.9 now requires the governing bodies of maintained schools to PUBLISH (e.g. on the school's website) a register of the business interests of governors, along with any relationships with staff. It has been clarified in provision 3.6 that borrowing includes the use of finance leases, which are not allowable without the permission of the Secretarey of State.

01/08/2015 - Pupil Premium Grant - The Pupil Premium Grant page has been updated to include guidance for schools on offering incentives to parents to register for free school meals. To access the Pupil Premium Grant page click HERE.

01/08/2015 - Letters (addressed to the Headteacher) outlining the Bank Adjustment relating to the 2014/15 financial year will be included within the first caretaker post in September. Payments (where the Council owes the school) will be made into school bank accounts 2nd September. Reimbursements by cheque (where the school owes the Council) are asked to be submitted to School Funding Team by 31 October.

01/08/2015 - Timetable for the Publication of Budgets for Schools for the 2016/17 financial year

01/08/2015 - Schools Financial Value Standard - A reminder that all maintained schools are required to complete the SFVS on an annual basis. The deadline for completion of the 2015/16 return is 31 March 2016. School should take steps to prepare for their returns during the autumn term. Guidance on the SFVS is available on the EFA website here. Please be aware that the 2015/16 Standard has changed to include 2 new questions. There are now 25 questions in total. Schools must complete the new assessment form that can be downloaded from the link above. This is also available here. You should ensure that the return is dated and submitted with the original signature of the Chair of Governors.  There is no requirement to submit a hard copy if the return is scanned and emailed.

01/08/2015 – Changing to Full Budget Share – All schools in Bradford have their own bank accounts and have the option to receive either a full or part budget share. There are a limited number of places available for Full Budget Share status for the 2016/2017 financial year. Applications must be received in writing by 1 January 2016. For full details of changing to full budget share, please click here.

01/08/2015 - Reminder Quarter 2 Budget Monitoring Template - A reminder that we have now provided an annual budget monitoring template for schools to use to submit all budget monitoring returns. 03/07/2015 -  VAT Submittal reminder.  SIGNED VAT submittals for July are required no later than 10 September.  SIGNED VAT submittals for August (even if nil returns) are required no later than 10 September.

However, July VAT submittals received within the deadline of 10 August will be reimbursed in August. If your school is closed for the summer holidays and you are unable to run the return between 1 and 10 August, we recommend you print a VAT Short Summary to include all the July transactions AT THE END OF THE LAST WORKING DAY, remembering to select the VAT and NET option before printing, Send this Short Summary report to the School Funding Team, by fax to 01274 435054, or scan and email to schoolfundingteam@bradford.gov.uk

If you submit a VAT Short Summary, you must remember to run the VAT Submittal report immediately on your return to school in September to close the period, then run the return for August and submit both to School Funding, even if the August return is a nil return.

03/07/2015 - EYSFF Adjustments to Nursery Funding Summer Term Statements - The Adjustment Statements fo Primary Schools and Academies, Nursery Schools and PVI Providers are now available to download from the secure area of BSO. 02/07/2015 - Calls from parents - we are receiving an increasing number of calls from parents who have been referred to us by school to answer questions on the Pupil Premium Grant. Please note School Funding Team does not communicate directly with parents. School Funding Team passports the grant to schools on behalf of the DfE. We do not have any input into the checking and processing of free school meals applications nor in the administration of Looked After children or Post LAC children. We will refer parents back to the school for advice and guidance. It is the responsibility of the school to advise and assist parents and provide contact details for the relevant departments within Bradford Council and other agencies.

24/06/2015 - Quarterly Budget Montoring Template 2015/16 - The template for schools to use to report their quarterly budget monitoring during 2015/16 is available to download here. Schools should use this template for Q1 / Q2 and Q3 reporting. The deadline for quarter 1 reporting is 31 July 2015.

23/06/2015 - Confirmed 2015/16 Pupil Premium Grant Allocations - 2015/16 financial year allocations have now been confirmed by the DfE. The estimate previously used in budgets should be updated for these confirmed figures. An adjustment to take account of the difference between the estimated and the confirmed funding will be applied in the July Advances update.  The list of confirmed allocations is held in the Advances page of BSO. To access the list please click HERE.

08/06/2015 - CFR Approvals - Please note that CFR Returns will not be approved on COLLECT until July. All returns must be checked and validated individually. When the checks are completed and all returns are deemed accurate and acceptable they will be approved simultaneously. Schools yet to submit their returns are reminded the deadline date is WEDNESDAY 10 JUNE 2015.

3/06/2015 – 2014-15 CFR Returns - Schools are reminded that the deadline for submission of CFR Returns to COLLECT direct from FMS6 is Wednesday 10 June 2015. To access COLLECT guidance notes and the 'Important Information for Schools' document click here. Schools that are unable to produce a COLLECT compatible CFR report direct from their accounts systems need to be sent an xml/excel spread-sheet for completion and instructions via email. If this applies to you then please contact Helen Sullivan on 01274 437605 as a matter of urgency.

22/05/2015 - Implementation of a living wage in schools - A letter has been published here, the purpose of which is to enable schools and other stakeholders to provide feedback, should they wish to do so, to the Executive’s meeting in June on the implementation of a living wage in schools. This matter was discussed by the Schools Forum on 20 May. The deadline for feedback to the Executive’s meeting in June is Friday 5 June. Following the Executive’s meeting, the Council will continue to consult and work with schools on implementation.

08/05/15 – April 2015 SAP REPORTS  – the BSO Dropbox upload failed and not all the schools that have received an email saying the reports are available to download will find their TABS yet.  We apologise for any inconvenience and we hope this will be resolved next week.

 08/05/15 - 2014-15 CFR RETURN - once the FINAL SAP reports have been checked, asset and liability transactions entered onto FMS6 and closing balances checked, schools can finalise and upload their final 2014-15 CFR Return to COLLECT. Schools are reminded that the deadline for submission of CFR Returns to COLLECT direct from FMS6 is Wednesday 10 June 2015.

08/05/15 – FINAL SAP REPORTS FOR 2014-15 were issued yesterday afternoon by ANYCOMMS and Egress Emails are going out this morning.  These reports include all external and internal assets and liabilities and the Capital to Nil journal.  Please note that where assets and liabilities have been posted to SAP, these should also be posted in FMS6 and included in the next bank reconciliation return.  Capital to Nil journals must not be posted (as these balances are already held separately in FMS6.

06/05/2015 - FINAL INTENDED USE OF EXCESS BALANCES STATEMENT MARCH 2015 BALANCES - The final statement, which shows the position of schools vs. their Intended Use of Excess Balances Thresholds at 31 March 2015 is now available to download here. Schools are advised to review this Statement and to share it with governors.

20/04/2015 - SCHOOL FUNDING TEAM IS MOVING OFFICES ON 5 MAY AND WILL HAVE NEW CONTACT DETAILS - School Funding Team is re-locating to the 5th Floor at Britannia House (from Future House) on 5-6 May. From this point, how schools contact SFT - including phone numbers and fax number - will change. This letter gives the new contact details. 01/04/15 – The P12 March TABS cannot be run this week (as advised in our Year-End Guidance) as we will not get clearance from payroll to run the SAP reports until Thursday 2 April afternoon.  These SAP reports will be run on Tuesday 7 April and sent by Anycomms or Egress emails as soon as possible. Please be aware, as explained in our guidance, that these are still interim reports.

31/03/2015 - DFC Claim Form for 2015/16 - An updated claim form for claiming Devolved Formula Capital (DFC) has been published on the Capital page. Please use this form from 1 April 2015 onwards for Capital claims.

30/03/2015 - HCSS FPS WEB - Secondary school users may have noticed the Prior Attainment factor in 2016/17 onwards showing as 0.00 in the Section 251 field of the software. An update will be issued today to correct this.

25/03/2015 - Schools Forum Letter Financial Climate - A letter is being sent to headteachers and chairs of governors regarding the challenges of the financial climate forecasted for 2015-18. A copy of this letter can be accessed here

24/03/2015 - Pupil Premium Grant 2014/15 - Adjustment to allocations - The DfE has announced additional funding for Primary FSM pupils of £23 per pupil and adjustment to funding for Post LAC pupils for the 2014/15 financial year. This increases the funding for I05 Pupil Premium in this 2014/15 financial year. 18/03/2015 - Early Years Funding Ready Reckoner 2015/16 - Please click here to access the Ready Reckoner, which enables schools to forecast the funding impact of changes to their termly counted nursery pupil numbers during the 2015/16 financial year. The ready reckoner is based on the confirmed indicative budgets published today.

18/03/2015 - Final Section 251 Budget Statements for 2015/16 for Primary & Secondary schools are now available to download from the secure area of BSO. Confirmed Indicative Budget Statements are also available from this page for Nursery Schools, PVI providers and for Academies.

Budgets have only changed from those published on 27 February 2015 due to changes to the Indicative EYSFF following request from individual schools to amend the termly estimates of funded hours, or due to the overall recalculation of the EYSFF.

Secondary Budget Statements have therefore, not changed at all since those published on 27 February 2015 (and are not republished).

13/03/2015 - High Needs Providers Ready Reckoner 2015/16 - The ready reckoners for high needs providers (Special Schools, DSPs, ARCs, PRUs and Behaviour Centres) for the 2015/16 financial year have been published here. These enable providers to estimate their funding allocations for the monthly movement of pupils.

13/03/2015 - Early Years Pupil Premium  - The Early Years Pupil Premium (EYPP)  is additional funding for early years settings in both the PVI and maintained sectors to improve the quality of early education they provide for disadvantaged 3- and 4-year-olds.  It aims to close the gap between the additional support disadvantaged children get at 2 through free Early Education Entitlement & at 4/5 onwards through the school-age Pupil Premium.   From the links found here you will find a summary of the funding as presented to the School Business Managers in March 2015, a form for parents to complete, a copy of the publicity poster and the guidance for providers.  If you didn’t have the opportunity to collect some copies of the posters at the last meeting or you have any questions on this additional funding, please contact adele.baines@bradford.gov.uk 

09/03/2015 – The 2014-15 March Year End Bank Reconciliation Return Template is now available to download from the secure area of BSO.  Schools are reminded that the deadline for the return, with all the additional year-end forms within the template fully complete, is Wednesday 15 April 2015. 

05/03/2015 - Swimming Transport Costs for September 2014 - July 2015 - These costs have now been calculated. To access a list detailing the costs please click HERE. Part Budget Share schools will be charged by journal in March 2015. Full Budget Share schools will receive an invoice by 31 March 2015.

04/03/2015 - Universal Infant Free School Meals Calculator - A calculator tool is available on the DfE website for schools to use to estimate the amount of grant they may be allocated for the 2014-15 academic year. 02/03/2015 - EYSFF Adjustments to Nursery Funding Spring Statements - The Spring 2015 EYSFF Adjustment Statements are now available to download from the secure area of BSO. These adjustments will be applied to the March 2015 advance. To access the statements click here.

27/02/2015 - Implementation of the Living Wage - The guidance notes that accompany the Governor Approved Budget Template include a paragraph on the implementation of the living wage (page 8). The Executive’s proposal, which was accepted by Council on 26 February 2015, is that the living wage is implemented for Council staff from mid 2015-16, allowing time for consultation with staff and trades unions about its implementation. The Council will now engage in discussion and consultation with schools about the implications for school staff with a view to the implementation of a similar measure. Schools are asked specifically to note the guidance given and to consider the impact of this within their budget setting process. Further guidance will be provided.

27/02/2015 - Governor Approved Budget Reporting Template 2015-18 - The template for schools to use to report their 2015-18 Governor Approved Budgets to the Authority is now available for schools here. Schools are asked to read the accompanying guidance notes thoroughly, as these notes provide further details on budget pressures and changes in costs. The deadline for submission of budgets back to the Authority for 2015/16 is 15 May 2015. The final deadline for submission of 2nd / 3rd year budgets is 30 June 2015. The Template includes notification of each school's Intended Use of Excess Balances Threshold that will be applied to revenue balances held at the end of the 2015/16 financial year at 31 March 2016. Schools are notified now of their Thresholdsso that  they can plan their 2015/16 budgets on this basis. A letter notifiying headteachers and chairs of governors of their Thresholds is being sent separately to schools hardcopy.

27/02/2015 - 2015/16 S251 Budget Statements are now available to download for Primary, Secondary, Academies, Nurseries and PVI settings from the secure area of BSO. To access the S251 Budget Statements and the guidance notes please click here. Please read the guidance notes thoroughly in conjunction with your budget to ensure you are aware of how your budget has been calculated. Early Years providers have until Monday 16 March 2015 to revise their termly numbers for 2015/16.

24/02/2015 - Surplus Balances Protocol for HIgh Needs Providers - the Surpus Balances Protocol here has been updated to include the previously notified proposed change in the calculation of the Threshold for High Needs Providers (Special Schools and PRUs). The Executive approved this change on 10 February. The Quarter 3 IUB reporting information, published on 6 February below,  included this change and so no revisions to this information are necessary. This is the only change in the Protocol.

20/02/2015 - DFC Claims for 2014-15 - If schools wish to ensure their claim is processed and paid into the school bank account in this 2014-15 financial year, claim forms should be submitted no later than 3pm on Monday 16 March 2015. We recommend schools endeavour to submit claims by this date. 2014-15 Claim forms can be accessed by clicking here. Claims submitted by 3pm on Monday 23 March 2015 will be processed the next working day. However, we cannot ensure that the funds will be paid into the school bank account by 31 March 2015 for these claims.

19/02/2015 - Year 7 Catch Up Premium Allocations 2014-15 - Allocations for eligible schools have been announced by the DFE. The allocation will be included in the March 2015 advances payment. The list of allocations can be accessed here.

11/02/2015 - Message from Bradford Council Audit Team - Thank you to all those who attended the SFVS training held at Future House last week. The training was extremely well received and well attended. All feedback has now been considered and will be used to direct future training provision to schools. We intend to run the course again in Autumn Term perhaps in the evening to allow Governors easier access to the training. Watch this space!

06/02/2015 - Intended Use of Excess Balances Reporting 31 March 2015 (IUB reporting) - Please click here to access the information and reporting template for Intended Use of Excess Balances reporting for balances to be held at 31 March 2015. The template includes pre-populated forecasted revenue carry forward balances taken from school Quarter 3 Budget Monitoring returns. The deadline for all IUB submissions is 31 March 2015. You are advised to read the guidance provided within the letter and the template (including the flow chart) as well as the full Surplus Balances Protocol.

03/02/2015 - 2014-15 Year End Guidance document is now avaialbe to download from the Year End Forms page. Templates for completion and their deadline dates are also available here. Please note the deadline for submission of the Year End Bank Reconciliation Return, including assets, liabilities and other statutory information is Wednesday 15 April 2015, however, certain other returns have a deadline date of Friday 20 March 2015 . Schools are urged to read the guidance and familiarise themselves with the requirements and deadlines for year end as soon as possible.

27/11/14 - SFVS submissions REMINDER- Maintained schools are reminded of the requirement to complete the Schools Financial Value Standard (SFVS) by 31 March 2015. Updated Guidance from Internal Audit can be found on the SFT Guidance page for Audit advice.  Further information can be found on the DfE website. The annual review of this Standard can take some time so we recommend schools ensure this process is underway to meet the deadline for submission. 17/11/14 - HCSS FPS.Web 2015/16 - There will be a button in HCSS to rollover your scenarios to 2015/16 in the new year; once you have clicked on the 'rollover' button, 2015/16 will become the current year and 2014/15 will become the previous year. HCSS has made us aware that there will be some cosmetic changes applied to the software for 2015/16 that should be in place at the start of the next calendar year; these changes will mainly be to the background and menus. There are also some further changes planned to the functionality of the software; these will mainly affect the input of staffing data, and are being made for the 2015/16 version in response to customer feedback over the last year. Further information on the 2015/16 HCSS FPS.Web software and detail on the planned changes will be made available over the new few months.

17/11/14 - Changes to personnel within School Funding Team: Changes to personnel within School Funding Team take effect from Monday 24 November 2014. Sarah North (Formula Funding Officer) is taking maternity leave from Friday 21 November 2014. Sarah's post will be covered by Dawn Haigh (currently Principal School Finance Officer) for the duration of the maternity leave. The post temporarily vacated by Dawn Haigh will be covered by Helen Sullivan. Helen has seconded to School Funding Team from the Central Finance Team at Britannia House. Schools and task responsibility currently managed by Dawn will transfer to Helen with immediate effect. Responsibilities currently managed by Sarah will transfer to Dawn with immediate effect. 03/11/14 - PE & Sports Grant Allocations for the 2014-15 Academic Year are now available on the Advances section of BSO. Please note the first part of the total allocation will be paid in the November advances. When updating the Fund Allocation in FMS6 for this grant (Budget Management / Fund Allocation) , it should be apportioned to I18 Additional Grant for Schools. If I18 is not available in the 'CFR Apportioned' list, ensure you have the 'Full'  option selected at the top of the list.

07/10/14 - ARE YOU SPENDING ENOUGH ON EARLY YEARS (Ready Reckoner)? - A ready reckoner is available from the Early Years Funding page enabling primary schools with nursery classes to assess whether they are spending the funding allocated for the free entitlement to nursery provision on the delivery of the free entitlement, or whether a proportion of this funding is being spent elsewhere. Schools are asked to review their spend on early years provision with their governors, as part of the 2015/16 budget setting process and as part of their analysis of Early Years Foundation Stage outcomes.

19/09/14 - Survey of Pupil Premium Spending Statements - A report was presented to the Schools Forum here this week, which summarised the key findings from a survey that has been conducted by School Funding Team on the Pupil Premium statements published by schools on their websites. Further 'good practice' guidance for schools on Pupil Premium reporting will be published shortly.

12/09/14 – The 2014-15 Quarter 2 LTFM Scorecard is now available to download from the secure area of BSO.  This has been calculated on the revised Light Touch Financial Monitoring Protocol effective from Quarter 1 2014-15. 

11/09/14 - Devolved Formula Capital claims - The claim form on the Capital page has been updated. The only change is that schools are asked to email their claim forms to schoolfundingteam@bradford.gov.uk, rather than directly to Sarah North, as Carol Duffy is now looking after the processing of DFC claims. If you have sent a claim form in to Sarah North recently, there is no need to re-send it.

11/09/14 - HCSS FPS Web - National Insurance update - HCSS will be releasing an update to the Pay Related Factors table in FPS Web in the week commencing 6 October 2014. School users may choose whether or not to accept the change. When the update is available an update button will appear on the software above your list of scenarios. You will need to click on this to accept the changes. As a reminder the change is as follows:

Removal of the 3.4% employer rate from April 2016. This will abolish the current practice whereby employers get a National Insurance (NI) rebate of 3.4% for each employee that contracts out of the second state pension to enter final-salary schemes.

11/09/14 - PE & Sport Grant Allocations 2014-15 academic year - The DfE has not yet confirmed the allocations for the PE & Sport Grant for the current academic year, so our advice to schools is to estimate funding for 2014-15 and 2015-16 academic years on the basis of the 2013-14 formula (£8,000 + £5 per pupil). You will need to include 7/12's of the academic year figure in your 2014/15 budget. The DfE has recently published a report looking at how schools have spent their 2013-14 allocations, available here.

04/09/14 - Letter to schools - Action required in response to the Internal Audit of the Primary PE & Sport Grant 2013/14 - this communication is intended to make all maintained schools aware of the audit's main findings and to remind schools of the actions required to meet the conditions of the PE and Sport Grant.

03/09/14 - Pension Lump Sum Payments - Further to the letter issued to schools during June 2014, the payment detailed in the letter will be charged to schools during September 2014 (unless otherwise agreed). Full Budget Share schools will receive an invoice. Part Budget Share schools will be charged via journal.

19/08/14 - Letters addressed to the Headteacher and Chair of Governors, reminding of the school's intended use of excess balances threshold for revenue balances held at 31 March 2015, will be included within the first caretaker post in September. These thresholds are the same as those already included in the Budget Monitoring template. 

19/08/14 - Letters (addressed to the Headteacher) outlining the Bank Adjustment relating to the 2013/14 financial year will be included within the first caretaker post in September. Payments (where the Council owes the school) will be made into school bank accounts mid September. Reimbursements by cheque (where the school owes the Council) are asked to be submitted to School Funding Team by 1 October.

01/08/14 - Schools Financial Value Standard - A reminder that all maintained schools are required to complete the SFVS on an annual basis. The deadline for completion of the 2014/15 return is 31 March 2015. School should take steps to prepare for their returns during the autumn term. 18/07/14 - JULY 2014 Advances Schedule and High Needs Monthly Funding Statements - the July advances schedule is now available to download here. The High Needs Funding Statements for July 2014 are available to download here.

16/07/14 -  VAT Submittal reminder.  SIGNED VAT submittals for July are required no later than 10 September.  SIGNED VAT submittals for August (even if nil returns) are required no later than 10 September.

However, July VAT submittals received within the deadline of 10 August will be reimbursed in August. If your school is closed for the summer holidays and you are unable to run the return between 1 and 10 August, we recommend you print a VAT Short Summary to include all the July transactions AT THE END OF YHE LAST WORKING DAY, remembering to select the VAT and NET option before printing, Send this Short Summary report to the School Funding Team, by fax to 01274 385695, or scan and email to schoolfundingteam@bradford.gov.uk

If you submit a VAT Short Summary, you must remember to run the VAT Submittal report immediately on your return to school in September to close the period, then run the return for August and submit both to School Funding, even if the August return is a nil return.

10/07/14 - The Pupil Premium Grant (PPG) Allocations for 2014/15 financial year have been confirmed by the DfE. The estimate previously used in budgets should therefore be updated for these confirmed figures. An adjustment to funding to take account of the difference between estimated allocations used in June Advances and the confirmed allocations will be applied in the July Advances update. The 2014/15 Provisional Summer Schools Allocations have also been confirmed and 50% will be paid as a lump sum in the July Advances update. Please see the Advances Updates page for the allocations for your school.

10/07/14 - UIFSM - The DfE has issued some departmental advice detailing schools' obligation to provide free school meals to all pupils in reception, year 1 and year 2. You can access the information here.

Please note that schools should include the highlighted (7/12's) figure in column I in their 2014/15 financial year budgets and this should supersede previous estimates. Census guidance has not yet been published for schools for the October 2014 Census, but there will be a new field called "school lunch taken" which will be a True / False field based on whether the child has taken a school lunch on census date.

QUARTER 1 BULLETINS 2014/15

24/06/14 - 2014/15 Budget Monitor Template - the Budget Monitor template is now available. Click here to access the template. Please note the Budget Monitor template has been revised for the 2014/15 financial year and is now a single template for use all year round. To identify the quarter the return relates to select the drop down box on the Authorisation page. 

18/06/14 – Carbon Reduction Charges in 2014-15 – the guidance notes that accompanied the 2014-2017 budget template explained that schools have been withdrawn from the Carbon Reduction Commitment from 1 April 2014 and that it is no longer necessary for schools to make budget provision for the cost of Carbon Credits.  Unfortunately, our guidance did not make it clear that, as Bradford Council applies the CRC charges retrospectively, the costs for 2013-14 will still be charged in 2014-15. We accept that our guidance could have been clearer on this matter. Please can we apologise for the confusion caused.

17/06/14 - Changes to Local Government Pension Scheme Contributions and lump sum payments - a letter has been sent to schools from Andrew Redding (w/c 10/06/14) explaining the changes to LGPS % contributions and the lump sum payments to be met from school budgets. Guidance notes on how to apply these changes in HCSS FPS Web can be found here. Please refer to the letter before applying the changes.

13/06/14 – The 2014-15 Quarter 1 LTFM Scorecard is now available to download from the secure area of BSO.  This has been calculated using the revised Light Touch Financial Monitoring Protocol effective from Quarter 1 2014-15

06/06/14 - CFR Approvals - Please note that CFR Returns will not be approved on COLLECT until July. All returns must be checked and validated individually. When the checks are completed and all returns are deemed accurate and acceptable they will be approved simultaneously. Schools yet to submit their returns are reminded the deadline date is WEDNESDAY 11 JUNE 2014.

04/06/14 -  Information for School Business Managers – We have revised the New Governor Finance Induction training session and now request governors obtain specific information and documentation prior to attending the session. Governors should be provided with the following information upon request:

  • Current Classification category
  • Current Scorecard
  • Latest budget monitor
  • Any Intended Use of Balance Schemes (this can be obtained from the IUB worksheets within the budget monitor template.

Having this information during the session will make the training more relevant and informative for governors.  

02/06/14 - Employer's Contribution to the Local Government Pension Scheme (West Yorkshire Pension Fund) 2014/15 - Further to the note published below on 10 March, the Schools Forum has now considered the management of the changes to the charging of employer's contrbiutions to the West Yorkshire Pension Scheme. A letter will be sent very shortly to all maintained schools, in the internal mail, marked for the attention of headteachers. This letter will outline the options agreed by the Schools Forum and the costs to individual school delegated budgets.

02/06/14 - Universal Infant Free School Meals (UIFSM) 2014/15 - the Education Funding Agency has published the Conditions of Grant which set out how the grant will be allocated and paid to local authorities for maintained schools. The document confirms that 7/12's of a school's main provisional allocation (plus the small school allocation if applicable) will be paid to local authorities in June 2014; this means that this element of the funding should be passed on to individual schools in the July Advances update. There is also a calculator which allows schools to estimate the amount of grant they may be allocated for the academic year 2014-2015. Please note the calculation descriptions are based on the column headers given in row 8, not the spreadsheet columns. Both items are available on this page here.

23/05/14 - Total Pupil Premium (I05) Funding Allocations 2013/14 - the total allocations for each school for the pupil premium in the last financial year are now available to view from the Pupil Premium page. We expect that 2014/15 allocations will be updated by the DfE in the autumn term.

22/05/14 - Adjustment to the SEN Funding Floor - further to the note added on 10/04/14 below, schools that receive funding via the SEN Funding Floor should ensure that it is coded to I01 funding, not I03 funding. HCSS software was originally set up prior to the DfE announcement on the change in coding (and so included an early estimate of the SEN funding floor allocation in I03 S251 funding); schools should therefore ensure that a manual adjustment is carried out in HCSS so that I01 and I03 CFR totals match the latest Advances Schedule. Schools should use the Non-Section 251 income page to add the adjustments.

19/05/14 - MAY 2014 Advances Schedule and High Needs Monthly Funding Statements - the May advances schedule is now available to download here. The remaining allocation of the 2013-14 academic year PE & Sports Grant is included in the I18 funding update in May; the amounts are taken from the allocations confirmed by the DfE in the autumn term (see note below dated 12/11/2013). 08/05/14 - CFR 2013-14 Validation Query Some schools are receiving a validation query relating to I04 when uploading their 2013-14 CFR to COLLECT. The query raised is 'This school has 10% or more pupils for whom English is an additional language but where funding for minority ethnic pupils (I04) is zero'. Schools should enter the following note against this query: Due to changes in Formula Funding Ethnic Minority Funding is now included in I01 and not in I04. Schools are reminded that additional guidance and explanation on the queries raised in COLLECT can be found in the 'Checking & submitting your CFR' document issued by EICT (available to subscribers only via BSO).

07/05/14 - Devolved Formula Capital Allocations for 2014/15  are now available to view on the Capital page. The claim form for 2014/15 can also be downloaded from the same page.

06/05/14 - The Early Years Ready Reckoner for 2014/15 has been updated and is available on the Early Years Funding page; the update only affects nursery schools.

06/05/14 - 2013-14 CFR RETURN - once the FINAL Sap reports have been checked, asset and liability transactions entered onto FMS6 and closing balances checked, schools can finalise and upload their final 2013-14 CFR Return to COLLECT. To access COLLECT guidance notes and the 'Important Information for Schools' document click here. Schools are reminded that the deadline for submission of CFR Returns to COLLECT direct from FMS6 is Wednesday 11 June 2014.

06/05/14 - FINAL SAP REPORTS FOR 2013-14 have been issued today via ANYCOMMS. These reports include all March Bank Reconciliation returns and both external and internal assets and liabilities (where requested). Please note that where internal assets and liabilities have been posted to SAP these should also be posted in FMS6 and included in the bank reconciliation return in addition to the external assets and liabilities. Guidance on how to enter assets and liabilities can be found in the FMS6 Year End Guidance document issued by E-ICT (available to subscribers only).

06/05/14 - FINAL INTENDED USE OF BALANCES STATEMENT 2013/14 - The final IUB Statement, showing the position of school revenue carry forward balances held at 31 March 2014 compared against their Intended Use of Balances thresholds, is now available. Please see the 'login' page for more guidance.

02/05/14 - The first set of TABS for the 2014-15 financial year for April 2014 have been run and sent by Anycomms today.  Schools not subscribing to this service will receive the reports shortly.  For the 2013-14 financial year, Capital to Nil journals are to be run imminently, so final SAP reports for 2013-14 will be available shortly.  Please take care not confuse the two.

30/04/14 - HCSS Guidance on update to Employer Teaching Pension Contributions to 16.4% in September 2015 -  HCSS FPS Web has been updated to ensure that the pension change from 14.1% to 16.4% will be applied in September 2015 to new scenarios. Users will need to manually update the rate and rollout on each of their existing scenarios - please follow this guidance note issued by HCSS.

17/04/14 - The HCSS Feedback Questionnaire for FPS Web is now available for completion.

16/04/14 - AMENDED 1st Advances Schedule - An amended version of the April advances statement can be accessed from here. If you have downloaded the previous version (see note on 11/04/14 below) this will not match your April advance payment and you need to check this amended version. This is due to an error that has been made in how the advances calculations have been transposed into the SAP payments files. The I01 - I18 funding and deductions in the original statement are correct. The error only affects the profile of payments. This has resulted in an overpayment of the April advance. For the vast majority of schools the overpayment is only very small and will be recovered by deducting this from the May advance, so that the profile of payments is as expected for the rest of the year. However, some high needs providers (special schools and PRUs) have been more significantly overpaid. Again, where this overpayment can be fully recovered by removing it from the May advance, we will do this. This may mean that a school may not get a May advance. Where the value of overpayment cannot be fully recovered in May (because the value of the May advance is not sufficient), the remaining element of the overpayment will be recovered via the profile during the year. The amended advances schedule shows the April overpayment figure (which will match your remittance advice) and the expected revised May advances payment figure (which includes recovery of the overpayment and shows where schools are not expected to get a May advance). If you have any queries on this, please speak to a member of School Funding Team. Please can we apologise for any confusion this has caused.

15/04/14 - Restrictions on Investing School Budget Funds - We would like to remind schools that, in investing school budget funds, schools may only invest funds with the banks permitted by the Scheme for Financing Schools (provision 5.3.1) and the maximum permitted period of investment is 1 year. Schools are not permitted to invest school budget funds over a longer term. This restriction does not apply to any private funds held by schools, such as School Fund.

11/04/14 - APRIL 2014 High Needs Monthly Funding Statements - the High Needs Funding Statements for April 2014 are available to download here. These schedules show the detail of the calculation of funding relating to provision in Special Schools, DSPs, PRUs, Behaviour Centres (NEW in 2014/15), and for children with SEN Statements in mainstream Primary and Secondary schools and academies. Funding will continue to be adjusted on a monthly basis during 2014/15. The schedules support the main 2014/15 Advances Schedule, which is available to download here.

11/04/14 - 1st Advances Schedule for 2014/15 - the April advances schedule is now available to download herePlease note that advances will continue to be re-calculated on a monthly basis during 2014/15 for adjustments to high needs funding.

11/04/14 - Interim March SAP Reports - Interim SAP reports issued today via Anycomms & Egress. Please note these are not the final SAP reports. The CPE report contains the last weekly wage payment for 2013-14 posted on 30.03.14. (Please note the weekly wage posting for 23.03.14 has been included on the previous CPE issued 01.04.14.) Due to technical issues with Anycomms some schools may receive these interim reports twice in error. The reports are identical and therefore one set can be discarded. The majority of bank reconciliation returns and external assets and liabilities have been posted. Please note internal assets and liabilities are currently being verified and posting will take place in due course .

10/04/14 - Consistent Financial Reporting in 2014/15 - The DfE has recently informed local authorities of the proposed changes to the CFR framework for 2014/15. The main change for Bradford schools is that funding allocated via the SEN Funding Floor will be coded under I01 funding in 2014/15 (previously I03 funding in 2013/14); this change will be reflected in the April Advances Schedule that will be published shortly. The DfE has also provided confirmation that funding received by schools in 2014/15 for UIFSM (Universal Infant Free School Meals) should be coded to I18 funding (not I09 income).

09/04/14 – Universal Infant Free School Meals - On 6 March, the DfE launched the universal infant free school meals implementation support service. This service is being provided by a consortium of school food experts, and will provide advice and support to schools, local authorities and caterers implementing the policy. The service can be contacted on 0800 680 0080 or at: info@childrensfoodtrust.org.uk. More information about the service is also available.

01/04/14 - A financial year reconciliation of EFA Post 16 funding for 2014/15 (for secondary schools and special schools with sixth forms) is now available to view on the Advances page. This is based on the final 2014/15 academic year allocations for maintained schools sent to LAs today. Funding will be updated in the April Advances updates.

QUARTER 4 BULLETINS 2013/14

28/03/14 - Universal Infant Free School Meals (UIFSM) from September 2014 - this is an extract of the DfE's guidance document published in March 2014, and it relates specifically to revenue funding for the grant. The information confirmed by the DfE in this guidance note means that School Funding will pass on the first allocation of funding (for the autumn and spring terms) in the July Advances update. Please be aware that the Comparative Forecast Increase in annual funding provided to schools in a Devolved Funding Statement for School Meals is an academic year figure, and schools should only incorporate 7/12's of this amount into their 2014/15 budgets. The remainder would be recorded in the 2015/16 financial year.

24/03/14 - School Business Manager Grant 2014-15 - The DfE is making available in the financial year 2014/15 a match-funded grant of £25,000 for small groups of schools, consisting mainly of primaries, to work in collaboration to employ a School Business Manager in a leadership role. More information will be released once the process is finalised. 20/03/14 - Final Section 251 Budget Statements for 2014/15 for Primary and Secondary schools are now available to download from the secure area of BSO. Confirmed Indicative Budget Statements are also available from this page for Nursery schools, PVI providers and for Academies.

Budgets have only changed from those published on 28 February 2014 due to changes to the Indicative EYSFF following requests from individual schools to amend the termly estimates of funded hours, or due to the overall recalculation of the EYSFF.

Secondary Budget Statements therefore have not changed at all since those published on 28 February.

20/03/14 - Early Years Ready Reckoner 2014/15 - please click here to access the Early Years Single Funding Formula Ready Reckoner, which can be used to estimate the impact of termly adjustments to the funding of 2, 3 and 4 year olds during the 2014/15 financial year. This tool is based on the Early Years Confirmed Indicative Budgets, which will be published here very shortly.

19/03/14 - Announcement on the Teachers' Pensions Scheme - An announcement is being made today regarding the future value of the employer's contribution to the Teachers' Pensions Scheme, which will have an impact on costs met by school delegated budgets. The current employer's rate is 14.1%. This rate will remain at 14.1% for the 2014/15 financial and academic years. From September 2015 the rate will increase to 16.4%. 7/12ths of this then will be felt by school budgets in the 2015/16 financial year, with the full year impact felt from April 2016. We will be working with HCSS to change this within the Budgeting Software as soon as possible.

13/03/14 - HCSS FPS Web Activation - A number of schools are yet to activate their FPS Web software. We strongly recommend schools activate and start using the software as soon as possible and no later than March 31 2014. This will allow time for schools to become familiar with the software and for us to provide support where required before the year end peak period in April. During April the priority for School Funding Team is the processing of March bank reconciliations and other activities associated with year end. 13/03/14 - High Needs Providers Ready Reckoners 2014/15 - We have published ready reckoners here, which providers can use to estimate their full year allocations under place-plus for the 2014/15 financial year. There are ready reckoners available for Special Schools, DSPs, ARCs, PRUs and the Behaviour Centres. These are all contained within the same file - please choose the correct tab. The first monthly advances statement for April will provide a firm starting point for settings to use to estimates their full year allocations. In advance of this, settings are advised to use the data included within their latest monthly funding statement for 2013/14 (the March 2014 statement will be published next week), adjusted for known changes. Please note that the EFA has still to confirm approval of our places submission for the 2014/15 academic year.

13/03/14 - A joint communique, between the Council and the GMB Union, which relates to the access of GMB Union Regional Officers into schools and updates the advice given by the Council to schools in the letter in December 2012, can be accessed here. This communique was considered by the Schools Forum at its meeting on 12 March.

12/03/14 - 2013-14 March & Year End Bank Reconciliation Template. The March Bank Reconciliation template including associated Year End returns has been uploaded to the secure area of BSO. To access the template click here. Schools are reminded that the deadline for the return is Friday 4 April 2014. Year End Guidance Notes have already been issued. See the news item released 05/02/14 below for links to the guidance.

12/03/14 - Scheme for Financing Schools 2014/15 - Please click here to access the latest version of the Scheme for Financing Schools, applicable from 1 April 2014. The Scheme has only been amended for some minor changes in technical wording directed by the DfE. The Schools Forum has discussed the proposal to establish a provision within our Scheme through which schools can borrow from the Dedicated Schools Grant to support the cost of capital spend to save projects. A consultation with schools on this was completed earlier this year. At this stage, the Schools Forum has not approved the introduction of a loans provision within the Scheme, and has asked for further consideration to be given to whether schools could be supported via the existing provisions associated with 'licensed deficits'. The Forum will be further considering this at its meeting on 21 May.

10/03/14 - Swimming Transport Costs for September 2013 - July 2014. These costs have now been calculated. To access a list detailing the costs please click here. Part Budget Share Schools will be charged by journal in March 2014. Full Budget Share schools will receive an invoice by 31 March 2014.

10/03/14 - Employer's Contribution to the Local Government Pension Scheme (West Yorkshire Pension Fund) 2014/15 - The value of employer's contribution to the LGPS in 2013/14 was 15%. Following the implementation of the new pension arrangements, we understand that this contribution will reduce (to 14.2%) at 1 April 2014. However, we advise schools not to allocate this cost difference to other budget headings at this time. The School Forum will be asked to discuss, in its meeting on 21 May, the options for the management of the actuarially calculated pensions deficit at 31 March 2014. It is very likely that the element of this calculated deficit relating to the pensions of school employees will be charged to school delegated budgets. We will provide more information for schools after the Forum's meeting in May.

10/03/14 - Please note the EYSFF Spring Term Adjustment Statements 2013/14 were published here on 7 March 2014. The funding adjustment will take place in the March Advances update.

07/03/14 - Please see the Additional Guidance Notes for HCSS FPS Web; these contain information for each phase on updating funding in HCSS to match the Section 251 Budget or latest High Needs Monthly Funding Statement.

06/03/14 - HCSS FPS Web software is now live. Please follow the instructions in your letter to activate your account and ensure you follow the Guidance Notes. Please note that additional guidance notes on updating your funding to match your S251 Budget will be available tomorrow morning. If you do have any queries please refer to the guidance notes in the first instance. If your query is not resolved by the information in the guidance notes, then please contact a member of the School Funding Team. The software also includes a number of video help guides (information on how to access these is contained in the Guidance Notes).

06/03/14 - Please note School Funding Team will not be available on the morning of Thursday 6 March 2014. The entire team will be attending a meeting until approximately 12:30. Please leave a telephone message or send an email detailing your query to schoolfundingteam@bradford.gov.uk and we will respond on our return.

04/03/14 - HCSS FPS Web - The software is still undergoing testing and will NOT go live on Wednesday 5 March. Please DO NOT activate your account until the Guidance Notes have been issued on BSO. As soon as the software is live (this is likely to be Thursday after 2pm once testing is completed) an update will be issued on BSO along with the Guidance Notes. If you do activate your account prior to being notified, any data you enter or scenarios you create will be wiped upon completion of testing.

03/03/14 - Intended Use of Balances: Payroll Equalisation Adjustment: In the IUB Reporting Template, in the adjustments section, there is reference to the 'Payroll Equalisation Adjustment'. Following queries from schools, we would like to clarify that this adjustment does NOT have anything to do with single status / equal value pay processes, either the charging of claims or back pay from adopting the new pay grading system. The Payroll Equalisation Adjustment is the annual adjustment, which 'moves' the element of 4 weekly / weekly pay that is paid in this financial year but which actually relates to the next financial year. This is an adjustment, which is carried out in March and is difficult to predict (which is why it is discounted from the IUB calculation). Schools should not enter any values associated with single status / equal value pay into the IUB Template.

27/02/14 - Letter containing HCSS FPS Web Activation information - Letters have been sent to Head Teachers today via the School Post System to arrive in school on your return from the half term break. The letter contains the PIN and Activation Code for your FPS Web software. For easy identification the envelope has been labelled with 'HCSS' in red. Please note the FPS Web software will not go live until Wednesday 5 March 2014. Please do not attempt to activate your account before this date.

27/02/14 - Governor Approved Budget Template & Guidance 2014-17 - The 2014-17 budget template, for schools to use to submit their governor approved budgets, is now available to download here. We recommend that you read the additional guidance in full, as this outlines key changes that schools should factor into their budget planning. Please also note that this template includes the Intended Use of Balances thresholds for each school that will be applicable at 31 March 2015. Schools must be aware of these in setting their 2014/15 budgets. A letter will be sent to Headteachers and Chairs of Governors on this shortly. The deadline for submission of Governor Approved Budgets is 15 May 2014.

27/02/14 - Pupil Premium 2014/15 - the Conditions of Grant for the allocation of Pupil Premium have been published by the DfE. You can access the document here. This document outlines the values of Grant and the approach to allocation. Please especially note paragraph 17, which outlines a revised approach to the allocation of the Pupil Premium relating to Looked After Children - that this will be retained by the Virtual School Head (Local Authority) rather than being automatically passed down to schools as previously. The DfE then expects that once the VSH has identified and agreed the programme of activity with the school the pupil attends, the funding would then be passed down.

24/02/14 - Financial Assistance for families with meeting the cost of school uniforms - Within its consultation on the Council's budget for 2014/15 and 2015/16, the Executive proposed that the Council ceases to provide financial assistance to families with meeting the cost of school uniforms. A final decision to cease this assistance, from 1 April 2014, was made by Council on 20 February 2014. The Schools Forum has considered this matter, and is supportive of the transfer of responsibility, for providing financial assistance, to schools and academies. ALL maintained schools and academ
