Apprenticeship Levy and Public Sector Target The new apprenticeship reforms have now been in force from April 2017. Bradford Council and Maintained Schools have to pay 0.5 % of it NI Pay into the Apprenticeship levy and look to employ 2.3% of its workforce as apprentices.

As part of these reforms and to utilise the levy, Bradford Council is aiming for up to 500 apprenticeships, made up of new recruits and existing staff undertaking apprenticeship qualification training.

Alongside our apprenticeship targets we are aiming to provide 100 traineeships, designed to help people develop the skills they need to start an apprenticeship.

We would like our apprentices and trainees to include:

  • 30% Black and Minority Ethnic (BME)
  • 10% People with special educational needs or disabilities
  • 5% other vulnerable groups
  • We aim to offer a traineeship or apprenticeship to every young person leaving Authority care

Bradford Council will be working with organisations that have specialist knowledge of supporting people with learning disabilities and autism into work.

Procurement Process and Training Providers

The procurement process has now been finalised.  Only Training Providers that are listed on the Councils’ Procurement framework can be used for Apprenticeship Training.  Please contact the Learning and Development Academy Team for further details on training providers that can be used.

Bradford Council has set on 114 apprentices to date through the Apprenticeship levy, 45 of these are based in schools.  25 schools out of 98 are currently spending their levy. 


You can access your school’s levy contributions even if these have yet to be charged to your school – your school levy will be deducted in March, either through payroll or journal transfer. 


If you do not use your Apprenticeship Levy for apprenticeship training the levy is time-limited and you will lose what you have paid.   


Apprenticeship Qualification Training for Existing Staff

Apprenticeship qualification training is also available to existing staff.    There are over a hundred different apprenticeship qualification training on our framework, with approved training providers in place and apprenticeship training available nationally across more than seventy different industries. 


There are various levels of apprenticeship qualifications:

  • Intermediate apprenticeship (level 2)
  • Advanced apprenticeship (level 3)
  • Higher apprenticeship (levels 4 to 7)
  • Degree apprenticeship (levels 6 and 7)

Apprenticeship Levy funded qualifications can be requested by any employee, regardless of age.

Each qualification will take at least twelve months to complete – longer if working fewer than 30 hours per week.

The qualification must be relevant to the role, or enough duties need to be undertaken at the higher-level role to satisfy the requirements of the qualification.

Starting an Apprenticeship Levy funded qualification will not affect an employees wage or any of the terms and conditions of employment.

20% of an employees contracted working hours needs to be undertaken for off-the-job training, which can include day-release with a training provider, online learning and shadowing others members of staff.

Prior to starting any apprenticeship qualification, each individual will be required to take an assessment with the training provider in Maths and English (and ICT depending on the qualification). Dependant on the out come of this assessment the apprenticeship may include functional skills training (Maths & English) this is a requirement of the apprenticeship programme to up skill everyone to Level 2.
