Department for Education's Compulsory Early Years Census

Please note: This is for PVI Settings only, plus 2 year old provision in schools. As discussed during the Bradford Provider Gateway training session you will have attended last month, the national Early Years Census is due to be completed by all providers this month.

The child-level early years census was collected nationally for the first time in 2008 (2014 for funded two year olds) allowing individual-level data on three and four-year old children in early years settings to be available in a similar manner to that collected on children in mainstream schools via the school census. This enables a more accurate distribution of funding to schools and local authorities, better demonstration of proper accountability for the expenditure in this area, and better formulation and evaluation of policy.

The individual level data collection from PVI settings is a statutory requirement on providers and local authorities through regulations under Section 99 of the Childcare Act 2006 and The Education (Provision of Information About Young Children) (England) Regulations 2009.  Most of the data items collected in the early years census are those which a provider would be expected to use to secure funding and for its own purposes. The majority of items should therefore be kept up to date as part of normal business processes.  You do not need to obtain consent for the provision of information from parents of individual children, however, you must meet your obligations under the Data Protection Act.

As collection of this data has as yet not been built into the Bradford Provider Gateway, it will need to be completed by completing the EY Census Data Collection Template attached. You will then be able to upload this back onto BSO to ensure that the data is being transferred securely.

Please note Census date is Thursday 15 January therefore could you make sure your completed templates are uploaded by Friday 23 January 2015 at the latest.
