SEND and AP change Programme – development of the three-tier AP model

  • The quality assurance of the AP in the district has started and the system will gather momentum in the new academic year.
  • It is the responsibility of all schools to quality assure the alternative provision that they use, but we want to support in this by providing a list of alternative provision that is easily accessible to all schools on BSO.
  • In terms of tier 2 prevention places, BAPA has increased its PAN from 75 to 108 secondary school students, with the opening of the new buildings at City view and The Loft in West Bowling. The intent for City View is to provide tier 2, prevention places for an extra 32 students.
  • In the short term these places will be mainly filled by tier 3, permanently excluded students that have previously been placed outside of the local area or on home tuition.
  • For tier 2 students, all referrals to request commissioning of a tier 2 place are through a panel. All SCIL steps of support must have been exhausted before requesting to commission a place and schools must demonstrate that where appropriate school-based interventions have been exhausted and include detailed identification of student’s needs.
  • The panel will consider referrals for children and young people who are at risk of permanent exclusion and will offer involving time-limited placements in alternative provision designed to prevent permanent exclusion. These referrals must be submitted by schools within the Bradford district. The panel will be held every 2 weeks, and the decision will be communicated to schools within 48 hours.
  • In the longer term we are working towards an Intervention Centre for prevention places for primary students that will be run by the SCIL team. The outreach offer of this provision will start in September 25 and is led by Sara O’Mara. The internal provision is aiming to be open and operational by Sept 26/Jan 27 (Building permitting). This will be an exciting addition to the alternative provision offer in Bradford. More details will follow in the next academic year, as they become available.
  • Referrals must be made using the standardised process provided by the Panel. Supporting documentation should clearly demonstrate that where appropriate, school-based interventions have been exhausted and include detailed identification of the student’s needs, progress made and work to be completed by any alternative provision request at Tier 2. Any request must have parental consent to ensure all parties can support the piece of work on or off-site.
