NEST Provision Offer

For children and young people who are new to Bradford with Special Educational Needs, who require a SEND educational provision, where the LA has identified that a specialist placement is require.

 

Who we are

We are a team of specialist teachers and support staff who specialise in working with children and young people with Special Educational Needs and Disabilities.


Why we exist

We offer education and continuity of learning for children and young people who are new to the area or country, have or require an EHCP, and are unable to attend a mainstream setting due to the level of need requiring a Resourced Provision (RP) or Special School placement.

NEST fulfils part of Section 19 of the education Act – it is not an option for parents, carers or schools to choose – it forms part of the Local Authorities Legal duty and has specific criteria that must be met for referrals to be made.

Placements at NEST are time-limited and form part of a structured pathway to an appropriate specialist setting.


What we offer

For most children and young people:

  • Small-group education at the NEST Provision.
  • A part-time on-site offer of 2 full days per week (where appropriate)
  • An additional therapeutic curriculum day, which may be delivered at an alternative location
  • The therapeutic curriculum offer is personalised to meet the needs of each child or young person and may include: sensory exploration, aroma-based interventions, Forest Schools, Preparation for Adulthood, Cooking, Swimming, Horticulture or AQA Unit Awards. This offer will adapt across the academic year, depending on cohort need.
  • Half-termly reviews are undertaken to monitor progress and next steps.

 

For children and young people with complex Social, Emotional & Mental Health (SEMH) needs: *

  • Bespoke packages (home / online / alternative venue) delivered by specialist staff 
  • Personalised, individual education offer, linked to EHCP outcomes and/or core subjects
  • Half-termly reviews

*Outreach will only be offered in exceptional circumstances only

 

Placement Model

• 12-week placements

• SEND team completes EHCP processes

• Consultations with specialist settings

• Placement secured within timeframe

• Flexibility depending on points in the academic year

 

Referral Criteria

Referrals to NEST must meet the following criteria:

  • Children and young people must be new to the area or country
  • They must have, or require, an Education, Health and Care Plan (EHCP)
  • They must be unable to attend a mainstream setting
  • Their needs must indicate a requirement for a Resourced Provision or Special School placement

 

How referrals work

  • NEST has capacity to support up to 20 children and young people at any one time. Where referrals exceed this capacity, cases will be considered on an individual basis in line with need and urgency.
  • Referrals are made by the SEN Team (with authorisation from the SEND Integrated Assessment Team Manager) via completion of a NEST Referral Form.
  • All referrals are reviewed by the Service Manager in liaison with the Teacher in Charge, with final agreement made following due diligence.
  • If accepted, the NEST Teacher in Charge and Service Manager agree the most appropriate pathway.

 

Placements at NEST are for a period of 12 weeks.

During this time:

  • The SEND Team will follow statutory processes, policies and legal requirements to progress EHCP applications and draft plans where required
  • Consultations with appropriate specialist provisions will take place
  • A suitable long-term placement will be identified and secured within this timeframe

 

Entry to NEST is agreed where all referral criteria are met and where NEST is identified as an appropriate interim provision.

 

Exit from NEST is planned and coordinated in line with:

  • Securing an appropriate specialist placement (RP or Special School)
  • Completion or progress of EHCP processes
  • Readiness of the child or young person to transition

Consideration may be given to timing within the academic year, with flexibility agreed in partnership with SEN/STaSS Senior Leadership where appropriate.

Our commitment

We work closely with families, schools and other Bradford Local Authority teams to ensure continuity of education while children and young people await permanent school placements. Our aim is to support smooth, speedy transitions and to help every child make the best possible progress.
