Mark Tierney- Designated Social Care Officer
Mark joined Bradford as the Designated Social Care Officer (DSCO) in March
2024. Before this, Mark worked as a Team Manager for Leeds Children’s Social Work Service in a locality safeguarding team and immediately prior to coming to Bradford he worked for Wakefield Social Care, as a Team Manager. Mark brings a range of experience
working with children and families in other settings, including in residential care, foster care and Cafcass – working in both the statutory and voluntary sectors. Mark also worked for Leeds Beckett University tutoring social work students on the Social Work
degree programmes. Mark is a liaison between the SEND Service, the Children & Family Trust and Adult Social Care and he is committed to building good relationships and working alongside partner agencies and services, for the benefit of children and young people
with SEND. The role of the DSCO is both operational and strategic and a key part of Mark’s role is identifying opportunities to improve or innovate services, approaches and processes. The DSCO team is committed to building and maintaining professional networks
and constructively challenging the status quo, working with partners to improve services and provision for the benefit of children and young people with SEND and their families.
Charlotte Price- Social Care Assessor
Charlotte recently joined the DSCO team in January 2025. Before her
role as a Social Care Assessor, Charlotte taught in a Bradford Special School for 11 years. Charlotte has degrees in ‘Early years: Supporting Young People, Children and Families;’ ‘Postgraduate Certificate in Education ages 5 – 11 years’ and ‘MA in Education.’
Charlotte is highly skilled in supporting children and young people with SEND find and use their voice, her training includes stage 4 Makaton training, team teach; use of PECS (picture exchange cards/symbols); and the use of touch cues and objects of reference.
From her teaching career, Charlotte brings a wealth of knowledge surrounding SEND; teaching and learning; pedagogy and inclusive practice. Before teaching, Charlotte worked for families in a Personal Assistant role, supporting children with SEND in their family
home. This allowed her to gain a practical understanding of the many challenges families with SEND children face, and the importance of the right support being provided at the right time. Charlotte is passionate about ensuring all children, especially the
most vulnerable in the city, who have SEND have access to provision that enables them to be the best version of themselves. Areas of additonal responbility: SENDCo Support, EHE, Early Help.
Zakaria Bilimoria- Social Care Assessor
Zakaria Bilimoria has worked in Children’s Services for over 20 years and beings a wealth of experience to the team. Previous to
his Social Care Assessor Role, Zak has worked within Children’s Respite and Residential Services and in the Short Breaks team. During his time there, Zak supported as part of the Management Team, deputising for the Registered Manager, to ensure the service
provided to the children and young people met the local, regional, and national legislation. Throughout his career, Zak has supported the recruitment and training of staff in a range of services within Social Care and SEND departments, some of who have moved
into Senior roles. Zak brings a wealth of experience and support to the team and is currently leading in the team on Preparation for Adulthood and also is completing Parent/Carer Needs Assessments. Zak is committed to ensuring that all children and young people,
especially those with SEN have access to provision and services which will support them, and he has outstanding knowledge of the Universal services offered and the Early Help tiered model. Zak works hard to ensure through accessing services and support, children

Lisa Kirk- Social Care Assessor

With a strong background in leadership, resource allocations, performance and risk management developed in the private sector, I bring expert analytical skills which enable me to see the bigger picture in identification of risk
and decision making. I can identify inefficiencies, implement effective solutions, and coordinate multidisciplinary teams so that there is shared understanding and goals are aligned. In 2023 I made the decision to move into an area I care passionately about
which is ensuring that children, young people, and their families are able to access the right support from services at the right time. Prior to this role I spent some time working within the SEND Assessment Team and developed a sound understanding of the
statutory functions in relations to EHCP's. The skills developed in the corporate world alongside the knowledge from my time in the SEND Assessment Team translate well into this role ensuring so that I can ensure need is identified at the earliest opportunity
and services are proactive and well prepared for meeting them. I am now focused on applying my skills to drive meaningful improvements across the city for children and families with SEND through effective partnership working with a range of stakeholders. Areas
