The report has been produced by a broad steering group. The group includes representation from schools, colleges, Bradford University, business representatives and Bradford Council.
The report sets out a new approach into how post-16 education should be delivered in the future so that young people are offered high quality A level and vocational education and training.
It follows an in-depth review of post-16 provision that was carried out in the autumn of 2015 and after meetings held with secondary headteachers in the summer of 2015.
The post-16 review looked closely at the current arrangements across the district for providing A level and vocational qualifications. It found that:
- Steps need to be taken across the district to improve what young people achieve within post-16 education.
- Young people need more support when they make their choices about what qualifications they want to do so they make the best choice.
- There needs to be a greater choice of courses and qualifications for students that reflect the changing world of work.
- The current arrangements need to change so that they are more financially sustainable.
The report sets out a new approach to overcome these concerns. It proposes a new framework for post-16 education that includes:
- Getting the right skills in the right places by setting up peer-to-peer support for teachers and leaders.
- Providing robust data on performance to highlight good and outstanding practice, and to show what our local economy needs now and in the future
- Making sure every student has independent information, advice and guidance on what qualifications are available. This will help young people and their families to make informed decisions in choosing the career pathway that is best for them.
- Implementing the Bradford Pathways programme which brings business and education together to offer young people a curriculum that equips them better for work.
- Encouraging the development of new sixth form colleges which will be able to offer young people more choice in qualifications and subjects they wish to take - with two located within the city centre and two located in the north of the District.
- Encouraging greater collaboration between school sixth-forms and within multi-academy trusts so that schools can deliver a broader offer to students in a more cost effective way.
- Developing a financial modelling tool to enable sixth forms to stress-test what they offer.
The report has been shared with all secondary headteachers and further and higher education leaders as well as other key stakeholders. Work to implement the new framework will begin in September 2016 and is expected to last two years.
