Consultation on plans for supporting children with SEND

We told you about our first plan in May 2017, and we have listened to your views and made changes.  We would like to know what you think of our new plans. Please let us know by 28th February 2018.

If these new plans are approved, they will come into effect by 1st September 2018.

Why do we need to make changes?

We want children with SEND to do better in school and to have the chance to live a better life. This will help them have greater opportunities, to be more independent and have better emotional health.

In the last 2 years the number of children and young people who have been put forward to be assessed for SEND has gone up 60%. Many of these children have more complex needs.

This means we have to find the best way of using the money and resources we have.
 

What would change?

The present SEND teaching support services will become part of a single inclusive teaching and support education service for all children and young people from the ages of 0 to 25. This is in line with government recommendations.

There would be two teams, who would work closely together to support children and their families.

One team would work with children with needs arising from:

  • Autism
  • Learning disabilities and difficulties
  • Social, emotional and mental health needs.

These are the types of special educational needs we see most often.

 

The other team would work with children who have:

  • Hearing impairment
  • Visual impairment
  • Multi-sensory impairment
  • Physical and medical needs.

These are the types of special educational needs we see less often.

 

There would be a single point of referral for support for both teams, to simplify the process for families, schools and outside agencies.

 

What are the benefits of our new plans?

  • There would be a single SEND teaching support service for all children and young people from the ages of 0 to 25.
  • Transition would be made easier, for example, when a young child moves from home or an early years setting, into a primary or special school; and then later into a secondary or special school, and then into college, apprenticeships and employment.
  • Families and schools would not have to deal with so many different staff and professionals.
  • Schools would only need one service level agreement to meet the needs of children and young people right through to the age of 25.
  • We would save money on administration and financial support, so we could build a more responsive and efficient service.

 

What else would happen under our plans?

  • There would be fewer specialist teachers and practitioners employed by us to support children, schools and families.
  • To afford even this lower level of staffing, the team would need to generate 30% of their running costs. This would be done by charging for training and other advisory services we supply to schools, nurseries and others. Parents and families would not have to pay for any services.
