Sufficiency of Specialist places for SEND

The Council has a statutory duty to keep under review the provision it makes for children and young people with special educational needs and disabilities (SEND) whilst also ensuring there are sufficient specialist places available to meet the needs of the growing SEND population.

Bradford District has experienced a significant increase in demand for SEND provision in the last 10 years. Demand for SEND provision across the district is projected to grow and by 2019/2020 a minimum of 354 additional specialist places will be required across all sectors in the Bradford District.

An initial (pre-publication) consultation phase was held from 14 March to 11 April 2019. This was to share and gather information on the development of further specialist provision places to enhance the current specialist provision offer across the district and inform the proposals moving forward. In 2019/2020 the Council and a number of academies are proposing to increase the amount of specialist places available, to meet the current and future needs of children and young people with a range of SEND.

We are proposing to deliver this through a range of services; by expanding and developing further specialist provision to enhance the network of special schools, early years enhanced specialist provision (EYESPs), designated specialist provision (DSPs) and by creating new resourced provision (RP) places in mainstream schools.

The Council is working closely with the academies and is carrying out the academy school consultations on behalf of the academy trusts alongside the consultation process for maintained schools. However the final decision on the academies proposals rests with the DfE and the Regional Schools Commissioner not the Councils Executive as it does with LA maintained proposals.
